In this case, Democrats and Republicans are attempting an end run around Speaker Mike Johnson to force a vote on legislation that would provide tax relief to victims of disasters around the country. The effort succeeded through a combination of backing from conservative Republicans from states hit hard by disasters and Democrats once again flexing their muscle in the narrowly divided House. It is just the latest example of how, during the chaotic congressional session, the House has deviated from the traditional procedural norms.

House Republicans took a critical step late Thursday night toward bringing up the long-stalled foreign aid bill for Ukraine and Israel, after being forced to rely on Democratic votes to move a plan to consider it out of a key committee and onto the floor. The 9-to-3 vote in the critical Rules Committee was an early step in the convoluted process the House is expected to go through over the next couple of days to approve the $95 billion aid package. But Democrats on the panel stepped in to save it in an extraordinary breach of custom. All Democrats voted to advance the plan out of committee. The Rules Committee has traditionally been an organ of the speaker, and legislation is typically advanced to the floor in a straight party-line vote.

How might these commitments be paid for if these pro-government Republicans had their way? A different poll, from Bloomberg and Morning Consult, suggested one possible answer: Surveying voters in seven swing states, it found that 58 percent of self-described conservative Republicans strongly or somewhat supported raising taxes on Americans making $400,000 or more a year. These populist perspectives — tax the upper class and spend on health care and income support — aren’t especially surprising, given the Republican Party’s slow transformation into a more downscale coalition, a process in which it has gained blue-collar and non-college-educated supporters and lost affluent suburbanites to the Democratic Party. But good luck finding evidence of this populist transformation in the party’s current policy proposals. I call everybody who supports me or doesn’t support me Americans. Biden did once call the “philosophy” behind Trump’s movement “almost like semi-fascism,” but he did not go so far as to label the philosophy fascist, let alone to say any American who doesn’t support Biden is fascist. This time, the former South Carolina governor avoided declaring that Biden calls anyone who doesn’t support him fascist or all Trump supporters fascist.

COLUMBIA, S.C. (AP) — The South Carolina House has given key approval to a bill allowing liquor stores to stay open on Sundays for a few hours if their local governments allow it. Supporters said it is time to update antiquated, centuries-old rules based on religion that designated Sunday as a day of rest. But liquor stores have remained closed. Only a handful of states still don’t allow liquor stores to open on Sunday, including North Carolina, Texas and Pennsylvania. “One of our long time values in South Carolina is a day of rest," said McCravy.

The state Supreme Court's brief order Tuesday shutting down the suit said legislators have fulfilled promises of annual increases in aid to the state's 286 local school districts as outlined in a 2019 law. But closing the case gives the Legislature more leeway on school funding issues in the short term. Educators who feel legislators aren't providing enough money or distributing it fairly enough were able to take their complaints directly to the state Supreme Court while the case was open. Four school districts sued the state in 2010, and the Supreme Court issued seven rulings from 2010 to 2019. The first six told lawmakers that they needed to increase spending or distribute the money more fairly or both.
