Aramco will offer 1.545 billion shares in a price range between 26.70 and 29 Saudi riyals per share, according to a company filing. At the midpoint of that range, the sale would total nearly $11.5 billion. Founders of the studio SelgasCano in Madrid, they designed a conference center in Cartagena, Spain, that looks like a translucent organ glowing orange from within as if it were coursing with alien blood. Their Serpentine Pavilion — one of the famed temporary experimental structures displayed in London each summer — was a sprawling, tentacled cocoon with misty rainbow bands. A decade ago, the couple took their head-snapping palettes and structural whimsy to Los Angeles, where they built a co-working space in Hollywood called Second Home, with dozens of free-standing, canary-yellow-capped pods surrounded by greenery.

McLEAN, Va. (AP) — A Virginia Senate committee on Tuesday rejected legislation that would have allowed a referendum on a casino in the wealthy suburbs of the nation’s capital. The committee rejected a motion to kill the bill outright, instead opting to carry the bill over to 2025 for future consideration. A study commissioned in 2019 by the Joint Legislative Audit and Review Committee found that a northern Virginia casino could generate $155 million annually in tax revenue, more than any of the other casinos built in Virginia. Virginia voted in 2020 to allow locations in five cities, subject to referendum. Bristol, Danville, Portsmouth and Norfolk all voted for a casino; Richmond voters twice rejected a proposed casino in that city.

COLOMBO, Sri Lanka (AP) — The U.S. announced a $553- million project Wednesday to build a new, deep-water shipping container terminal in the Port of Colombo as it competes with China in international development financing. The U.S.-backed financing comes at a time when Sri Lanka is struggling to recover from a dire financial and economic crisis. Sri Lanka borrowed heavily from China to build the port and other infrastructure including an airport and a city being built on reclaimed land. Both neighboring India and China are jostling for influence in Sri Lanka and both have already invested in expanding facilities at the Colombo port. Colombo port also has a terminal run by China Merchants Port Holdings.
