CNN —Colombia’s congress has voted to change a law that allowed minors to get married with parental consent. The proposal would make the minimum age for marriage 18, and seeks to protect the rights and development opportunities for minors. “Minors are not sexual objects, they’re girls,” congresswoman Clara López Obregón said in a statement after the proposal was greenlit. Child marriage remains a widespread practice worldwide and affects around 12 million girls per year, according to the UN’s agency for children, UNICEF. In Latin America, poverty is the main factor leading to minors getting married, according to UNICEF.

CNN —People who only exercise on weekends have a similar risk of developing mild dementia to those who work out more frequently, a new study has found. A team of academics from Latin America and Europe set out to determine whether the frequency of exercise affects the risk of developing mild dementia. The finding led the team to conclude that 13% of cases of mild dementia could be avoided if all middle-aged people exercised at least once or twice a week. When compared with the group that did not exercise, the weekend warriors were 13% less likely to develop mild dementia, and those in the regular and combined groups were 12% less likely. I feel quite strongly that the weekend warriors around the world should be told that what they are doing is fine.”He added: “The weekend warrior research is starting to add up now.

CNN —Panama has placed barbed wire across several routes in the Darién Gap, the country’s Ministry of Public Security said in a statement Thursday, in a bid to block migrants making their way north. At least five passages near Panama’s border with Colombia have been shut using barbed wire installed by the country’s border agency (Senafront). The government said the navy is instructed to stop and detain people traveling by boat with “irregular migrants” and to hand them over to police or immigration authorities from Colombia. The United States and Panama signed an agreement this month on immigration issues that aimed to “close the passage of illegal migrants” through the Darién Gap. Panamanian figures show at least 174,513 migrants crossed the treacherous Darién Gap, from January to June 6 of this year.

CNN —Colombia has approved a bill banning bullfights, marking a significant victory for animal rights activists over advocates who argued to uphold the sport in the South American country. On Tuesday, 93 congressmen voted in favor of banning bullfighting – with only two against it – sending the bill to President Gustavo Petro for final approval. Colombia is one of only eight countries where bullfighting still takes place. The others are France, Portugal, Mexico, Ecuador, Peru, Spain and Venezuela, where the controversial sport still commands audiences but also firm opposition. Other countries in South America which have already banned the practice include Brazil and Argentina.

CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

CNN —Argentina and Colombia say they have taken “concrete steps” to improve frayed relations between the two countries after far-right Argentine leader Javier Milei called his left-wing Colombian counterpart a “terrorist murderer” in a CNN interview. In a joint statement Sunday, the two nations’ foreign ministries said they had held talks under orders from Milei and Colombian President Gustavo Petro. The measures include the return of both countries’ respective ambassadors after Colombia last week expelled all Argentine diplomats from Bogota following Milei’s comments to CNN. “You can’t expect much from someone who was a terrorist murderer,” Milei said in the interview of Petro, a former guerilla who became Colombia’s first left-wing president in 2022. Colombia recalled its ambassador to Argentina in January following similar comments from Milei, Reuters reported.

As record numbers of people cross into the United States, the southern border is not the only place where the migration crisis is playing out. Nearly three thousand miles to the south, inside Colombia’s main international airport, hundreds of African migrants have been pouring in every day, paying traffickers roughly $10,000 for flight packages they hope will help them reach the United States. The surge of African migrants in the Bogotá airport, which began last year, is a vivid example of the impact of one of the largest global movements of people in decades and how it is shifting migration patterns. But in a brief statement issued just minutes before midnight, both sides said that they have extended the cease-fire for 180 days. The statement says the National Liberation Army, known by its Spanish acronym ELN, will “temporarily and unilaterally suspend economic detentions” in order to contribute to the cease-fire. A cease-fire between the government and ELN started in August, and has reduced fighting between both sides. According to Colombia’s Defense Ministry, the National Liberation Army is holding at least 38 hostages. Monday’s statement said that the conditions under which the rebels will cease kidnappings will continue to be discussed in an upcoming round of talks in April.

At least 112 people have been killed by wildfires in central Chile, leading its president to declare two days of national mourning. Scientists say climate change makes the heat waves and drought now hitting South America more likely — and both contribute to wildfires by drying out the plants that feed the blazes. “Climate change has made droughts more common,” said Mitchard.
