The country’s Disaster and Emergency Management Authority is active but relatively new in its current form, having been consolidated as a single agency only in 2009. The practice of emergency management has generally originated from the first responder community and the civil defense era, primarily with a focus on consequence management. But as emergency management agencies have been designed, emergency management systems have been shaped by laws and agreements across government bureaucracies and partners in the private and nonprofit sectors with a narrower focus on managing consequences, focused more on logistics than sociology. But disaster management in practice is still fundamentally a numbers game. Strong emergency management agencies are also important.

But the portrayal of trans women as predators was a new innovation that had a huge impact on the horror genre. Andit had a big impact on Jonathan Demme’s “The Silence of the Lambs” in which the terrifying serial killer, Buffalo Bill, is a predatory trans woman (or more precisely, as Jos Truitt has explained, Bill is a transphobic caricature of a trans woman). The danger isn’t from trans women — it’s from heterosexual cis patriarchs — a reality much truer to life than Hitchcock’s fever dream. Perhaps in part for that reason, the director is careful not to make Longlegs trans or gay. It’s not just “Longlegs” which displaces violence onto queer people: Movies like “Psycho” and “Silence of the Lambs” are often acts of aggression aimed by male directors at queer people (and especially at queer women).

CNN —A year ago, NATO heads of state gathered in Vilnius, Lithuania, for their annual summit. He called NATO’s unwillingness to establish a concrete timeframe for Ukraine’s membership “unprecedented and absurd,” causing consternation in the Biden administration and nearly derailing the summit. Several key NATO members, however, haven’t been especially eager to come to the defense of Ukraine. Why would Putin consider a ceasefire or diplomatic settlement with Kyiv if he knew that NATO membership for Ukraine was just around the corner? Biden should tell Zelensky point-blank that NATO membership is a fool’s errand — and while he’s at it, he ought to apologize to all Ukrainians, for waiting so long to state the obvious.

President Emmanuel Macron’s centrist Ensemble alliance came in second, preventing the far right from taking power. The stakes couldn’t have been higher, and it is hard to overstate the sense of urgency with which French voters flocked to the polls. It ought to be noted, however, that under half of centrist voters went for the left in a run-off against the far right. In June, 51 million people tuned in to watch the much-anticipated debate between Biden and former President Donald Trump. Biden later told ABC that he “just had a really bad cold” on debate night and said he was distracted by Trump “still shouting” over his muted microphone while Biden was speaking. Last November, Dr. Bruce Aronwald, Trump’s personal physician since 2021, issued a meager, three-paragraph, data-devoid note attesting to Trump’s physical and cognitive fitness for office. While the USPSTF review is noncommittal on the use of dementia screening in ostensibly asymptomatic people, there’s no ambiguity in the use of testing in adults where dementia is a concern. There are a variety of screening exams such as the Montreal Cognitive Assessment (MOCA) or Mini-Mental State Examination that are used to detect signs of cognitive decline.

However, we have a growing problem: Our unsung American heroes are worn out — and some are even leaving the disaster response workforce. Estimates of the depression rate among disaster response and rescue workers are as high as 53%, according to the National Center for PTSD. As citizens, we have a duty to conserve our vital and limited public safety resources, such as emergency management personnel. By minimizing non-essential requests, we enable our disaster responders to more swiftly and effectively act during ongoing crises. On our worst days, we need disaster responders at their best.

CNN —It has been an especially active few weeks for news about religion in public schools. Public schools are not Sunday schools, and families should feel free to send their children to school without worrying about state officials interfering in their choices about religious instruction. These politically conservative state officials are seemingly making a show of testing the limits of government-sponsored religious instruction and exercise in public schools, emboldened by the US Supreme Court’s recent decisions. Like religious instruction in public schools, the public funding of religion undermines fundamental principles of religious freedom for all. By merging religious and political authority, taxpayer funding of religious schools threatens the rights of people of all faiths — and those of no faith.
