U.S. Energy Secretary Jennifer Granholm will visit Saudi Arabia and the United Arab Emirates next week to work on "climate co-operation" and other issues, two Biden administration officials told Reuters on Friday. The visit will run from Tuesday through Thursday, with Granholm visiting the UAE first, one of the officials said. "Specifically, for the Department of Energy, it will move forward work both countries are doing on climate cooperation and to diversify the energy economy." Saudi Arabia and UAE are both members of OPEC, which is debating whether to extend output cuts. Those talks are being led on the U.S. side by White House officials and the State Department, but not Granholm.

The two sides decided to “operationalize” a suspended bilateral working group to “engage in dialogue and cooperation to accept concrete climate actions” in this decade, according to the statement. That working group was first proposed by Kerry and Xie in 2021 at the United Nations climate summit in Glasgow, but has been on hold since August last year. Both countries agreed to economy-wide reductions of all greenhouse gases in their international climate commitments for 2035, including carbon dioxide, methane, and hydrofluorocarbons. Li Shuo, the director of China Climate Hub at the Asia Society Policy Institute, said China’s pledge to set release targets for all greenhouse gas emissions was arguably the most notable point in the statement. Non-carbon dioxide gases such as methane still account for a considerable share of China’s greenhouse gas emissions,” he said.

CNN —China will follow its own path to cut carbon emissions, leader Xi Jinping vowed Tuesday, as US climate envoy John Kerry called for faster action to confront the climate crisis in a high-profile visit to Beijing. Xi told a national conference on environmental protection that China’s commitment to its duel carbon goals – reaching a carbon peak by 2030 and carbon neutrality by 2060 – is “unwavering,” according to state news agency Xinhua. In the meeting with Li, Kerry stressed the “need for China to decarbonize the power sector, cut methane emissions, and reduce deforestation,” a spokesperson for the US State Department said in a statement. China and other fast developing nations have long argued that the world’s richest countries, especially those in the West, were able to become wealthy while churning out huge carbon emissions for decades. The US has said climate cooperation with China should be a standalone issue, separate from their disputes.

Earlier this month, U.S. Treasury Secretary Janet Yellen said contributions from Beijing could boost U.N. climate funds. It has, however, signalled a willingness to offer climate finance to developing countries through different instruments, like a South-South Climate Cooperation fund it launched in 2015. And the United States hopes that China will unveil its domestic plans to tackle the issue before the next U.N. climate conference in December. Global emissions levels have only risen since. The United States tends to look at overall national emissions, ignoring both historical emissions and the per-capita breakdown.

TEMPERATURE TARGETOn limiting the global temperature rise, the document mirrors language included in last year's COP26 agreement. Temperatures have already increased by 1.1C, and are projected to blow past 1.5C without swift and deep cuts to emissions within this decade.

Both committed Monday to directing their governments’ senior officials to “maintain communication and deepen constructive efforts” on matters including climate change and security of the world food supply, the White House said. “The United States stands ready to do just that — work with you — if that’s what you desire,” Biden told Xi. Kerry and Xie had informal contacts during the two nations’ break on climate cooperation, focused on what would help get the joint dialogue started again. Xi and Biden also agreed to resume the same kind of top-level contacts on other matters critical to global stability, including debt relief, the White House said.
