Two Russian vessels were damaged during a heavy storm on Sunday, causing a massive oil spill. On Monday, the EU sanctioned 52 dark fleet ships. A massive oil spill involving two Russian tankers is underscoring the dangers of the dark fleet of ships that's been boosting President Vladimir Putin's war chest. About 30% of the shadow tankers carrying Russian oil were at least 20 years old, according to CREA. Related storiesOn Monday, the EU sanctioned 52 dark fleet ships.

WASHINGTON — The Supreme Court said Friday that it will hear a case related to California's ability to set its own, often strict, vehicle emissions standards that include curbs on greenhouse gases. Due to the size of the California market, the state’s regulations hold considerable sway over vehicle manufacturers. The Obama administration granted California a waiver to regulate greenhouse gas tailpipe emissions but the first Trump administration sought to change course. The most recent EPA waiver, in 2022, prompted 17 Republican states led by Ohio and the business groups to sue. In court papers, Solicitor General Elizabeth Prelogar pointed out that manufacturers are already meeting the state's standards.

CNN —Risks from the Covid-19 pandemic and increasingly intense wildfire seasons have sparked interest in air purifiers as a tool to keep indoor air healthy. But experts say they can be just as important to help manage indoor air pollution when there isn’t an acute air crisis. Other interventions – particularly ventilating indoor air by introducing new outdoor air and directly removing the source of indoor air pollution – may have a bigger impact on health outcomes, and they’ve been the focus of recent federal action. What air purifiers can and can’t doAir purifiers can’t fully eliminate indoor air pollutants, but they can help with the process of cleaning indoor air and come with little to no risk, experts say. But indoor air quality is not regulated in the same way that outdoor air quality is in the United States, and it’s been the subject of far less research.

The result is that even the EPA’s alarming estimates of cancer risk vastly underestimate — by as much as fourfold — the chances of formaldehyde causing cancer. But four former government scientists with experience doing statistical analyses of health harms told ProPublica that the myeloid leukemia risk calculation was sound. The agency’s sprawling assessment shows that, among scores of individual air pollutants, formaldehyde poses the greatest cancer risk — by far. As the EPA admits, its cancer risk calculation fails to reflect the chances of developing myeloid leukemia. Nationwide, that’s the average lifetime cancer risk from air pollution; formaldehyde accounts for most of it.

Gavin Newsom plans to revive California's EV rebate if Trump ends the federal tax credit. Tesla sales in California, the US's largest EV market, have recently declined even as overall EV sales in the state have grown. Elon Musk, who has expressed support for ending the federal tax credit, said in an X post it was "insane" for the California proposal exclude Tesla. The federal electric vehicle tax credit, which was passed as part of the Biden administration's Inflation Reduction Act in 2022, provides a $7,500 tax credit to some EV buyers. The Tesla CEO said on an earnings call in July that ending the federal tax credit might actually benefit the company.

Gavin Newsom said the state will provide rebates to residents if President-elect Donald Trump's incoming administration does away with a federal tax credit for electric vehicles. "We will intervene if the Trump Administration eliminates the federal tax credit, doubling down on our commitment to clean air and green jobs in California," Newsom said. The federal rebates on new and used electric vehicles were implemented in the Inflation Reduction Act that President Joe Biden signed into law in 2022. Those potential changes could limit the federal rebates, including by reducing the amount of money available or limiting who is eligible. This isn't the first time California will be taking action against the Trump's administration concerning clean transportation legislation.

Miller was a powerful White House aide in Trump’s first term, authoring much of his most fiery scripted rhetoric as a speechwriter. Yet despite these draconian visions, there’s uncertainty about how far Trump will go in his deportation program and whether it matches his dystopian speeches. Many Democrats and Republicans could agree on Trump’s vow to start by deporting criminal undocumented migrants — the easiest part of his plan. Trump’s critics and vulnerable undocumented migrants, however, will find little in the president-elect’s new staff picks to offer them comfort. In every incoming presidential administration, staffing is important and provides ideological clues to how a White House will act.

Julian Quinones/CNNFormer Trump administration officials have outlined the speed at which they intend to dismantle the progress the Biden administration made on climate change. Trump has publicly distanced himself from the ideological blueprint, but CNN found at least 140 authors worked in the Trump administration. But given the momentum of the clean energy train, some experts and analysists doubt that Trump would be able to derail it entirely. While the green trend in economics now has Republican states like Texas leading the nation in clean energy installations, Germany, Japan and China got there first. Trump’s plan is to undo that progress, throw billions of dollars of clean energy investment out the window and give other countries the economic opportunity, instead.

WASHINGTON — The Supreme Court on Wednesday allowed the Biden administration at least in the short term to enforce its latest attempt to curb climate-harming carbon emissions from coal- and gas-fired power plants that contribute to climate change. The Supreme Court is often skeptical of major agency actions but it has bucked that reputation in recent weeks. Under the proposed rule, the EPA wants to require “carbon capture,” a technique that uses solvents to remove carbon dioxide from a power plant’s emissions. The appeals court in July declined to block the regulation, saying the major questions doctrine did not apply on this occasion. In court papers, the challengers sought to portray the new regulation as being essentially the same as the one the Supreme Court struck down.

WASHINGTON — The Supreme Court on Friday left in place Biden administration regulations aimed at curbing oil and gas facility emissions of methane, a major contributor to climate change. In a separate action, the court also rejected a bid to block a regulation aimed at curbing emissions of mercury and other toxic pollutants from coal-fired power plants. A separate emergency application seeking to block Biden regulations concerning greenhouse gas emissions from coal- and gas-fired power plants remains pending. The mercury regulation has less sweeping impacts, according to the EPA. In that case, the court rejected an emergency request filed by conservative states and industry groups that want to block the EPA regulation issued this year.

CREA data shows that Russia sold $1.3 billion worth of oil to three Turkish refineries in the first half of the year. G7+ nations, meanwhile, purchased around $2 billion of oil products of Russian origin from Turkish refiners, the think tank estimated. Vice President Kamala Harris mentioned climate change just once in her speech before the Democratic National Convention on Thursday, wrapping it into her larger campaign theme of freedom. After attacking her Republican opponent, former President Donald J. Trump, on abortion, Ms. Harris declared that along with reproductive choice “many other fundamental freedoms are at stake” in the November election. Those include “the freedom to breathe clean air, and drink clean water and live free from the pollution that fuels the climate crisis,” she said. It was a novel way of framing climate change for a campaign that has sought to reclaim patriotism after decades of Republicans seeming to own the messaging around freedom. And it was a message echoed by others throughout the night, including Representative Maxwell Frost of Florida, the youngest member of Congress, who declared in a speech earlier in the evening that “fighting the climate crisis is patriotic.”
