Rachel Reeves, UK chancellor of the exchequer, outside 11 Downing Street ahead of presenting her budget to parliament in London, UK, on Wednesday, Oct. 30, 2024. Bloomberg | Bloomberg | Getty ImagesLONDON — British businesses are smarting after Finance Minister Rachel Reeves' bumper tax-rising budget, with analysts warning that the measures could slow hiring and push up inflation. Under the new rules, employer NI will rise by 1.2 percentage points to 15% from April 2025, while the level at which employers start paying NI for workers will drop from £9,100 to £5,000. Rain Newton-Smith, chief executive of the Confederation of British Industry, a business interest group, described it as a "tough budget for business." That is because businesses could pass on the additional costs to consumers by increasing the price of their products.

LONDON — The International Monetary Fund on Tuesday raised its 2024 growth outlook for the United Kingdom, saying declines in interest rates and inflation would boost domestic demand. The IMF now sees 1.1% growth for the U.K. economy this year, up from a July forecast of 0.7%. Inflation in the U.K. came in at 1.7% in September, a decline from 11.1% in October 2022. Economic growth has been tepid so far this year, coming in at 0.2% in August after flatlining in June and July.

Mike Kemp | In Pictures | Getty ImagesLONDON — The U.K. is likely to see interest rates drop at a faster pace than previously expected, according to economists who flagged key data releases that indicated inflationary pressures are finally easing. However, economists at Goldman Sachs in a Monday note forecast rate cuts "notably below market pricing." As a result, they see consecutive 25 basis point cuts taking the Bank Rate to 3% as early as September 2025, and to 2.75% in November next year. "Recent data have cemented expectations of another cut in interest rates in November. "That said, uncertainty around the economic outlook is high, and interest rate expectations will be sensitive to what the government announces in the Budget," Muir added.

The body found Wednesday near the Kentucky highway where a gunman opened fire Sept. 7 has been identified as the suspected shooter, Joseph A. Couch, officials said on Friday. Personal effects and a weapon were found with the body, officials said. Authorities have been searching for Couch, 32, since the shooting spree next to Interstate 75 in Kentucky that left five people seriously injured. The Laurel County Sheriff's Office said 12 vehicles were hit and an estimated 20 to 30 rounds were fired. The woman called dispatchers in Laurel County to report the messages.

An initial DNA test on remains believed to be those of Joseph Couch, the suspect in the Interstate 75 shootings, was inconclusive, but an autopsy confirmed the cause of death was a self-inflicted gunshot wound, state officials said. The soft tissue DNA test was “inconclusive due to extreme decomposition of the body,” and a further DNA test with material extracted from bone will be completed, the Kentucky Justice and Public Safety Cabinet said in a news release. The remains were found in deep brush by a highway exit in Laurel County, which is where London is and where the shootings occurred, state officials said. A couple livestreaming the search for Couch's body helped in the effort and the discovery, state police said. The DNA test from bone is expected to begin Friday and take 24 to 48 hours, the Justice and Public Safety Cabinet said.

So capturing Couch wasn't as far fetched as it might seem, the couple said. "None of us are getting out of this world alive," Fred McCoy told NBC News. "The smell was terrible, it was horrible," said Sheila McCoy, 59. "When you got that many vultures, you've either got a livestock, a horse, a cow or you've got a human," said Fred McCoy, 67.

The central bank's Monetary Policy Committee's interest rate decision is scheduled for release on Sept. 19. LONDON — The Bank of England on Thursday said it would hold interest rates steady following its initial cut in August, even after the U.S. Federal Reserve opted for a jumbo rate cut the day before. The Monetary Policy Committee voted by 8 to 1 to hold, with the dissenting member voting for a 0.25 percentage point cut. Many strategists had expected a smaller 25 basis point cut at the September meeting, despite market pricing through this week pointing to more than 50% probability of the more aggressive option.

Meanwhile, money market pricing for a BOE cut at Thursday's September meeting dipped from 35% late Tuesday to 26% Wednesday morning, still slightly higher than it was last week. The move came after U.K. inflation came in at 2.2% for August, steady on July and in-line with expectations — thus backing the need for a little more caution in Threadneedle Street.
