"With this (decision) Yoon is trying to make sure there is policy continuity in place ahead of election," said Park Sang-hyun, an economist at HI Investment & Securities. "Choi has been long-time finance ministry person and he basically spearheaded major economics policies of the Yoon administration from the very beginning so its a safe choice." Choi has a bachelor's degree from the Seoul National University law school, where Yoon also studied around the same time. Choi's career in government service has been mostly at the finance ministry, overseeing economic policy making, financial market policies, and external business relations. Yoon doesn’t need parliamentary approval to appoint a new finance minister, who also serves as deputy prime minister.

SUWON, South Korea, July 12 (Reuters) - The trial of a South Korean chip executive accused of stealing sensitive information developed by Samsung Electronics (005930.KS) began on Wednesday in a case that underscores South Korea's crackdown on industrial espionage. Prosecutors have alleged that Choi Jinseog, a former Samsung Elec executive and a South Korean chip expert, stole sensitive information developed by the world's top memory chipmaker to help his client set up a chip factory in China. The high-profile criminal case against Choi, an award-winning engineer once seen as a star in South Korea's chip industry, highlights Seoul's efforts to crack down on industrial espionage and slow China's progress in chip manufacturing. Prosecutors have also charged five former employees at Choi's chip consultancy firm, Jin Semiconductor, and a former employee at a Samsung contractor. In a letter to Reuters from prison last month, Choi rejected allegations he had sought to build a copycat chip factory in China with information illegally obtained via Samsung's supplier network.

SEOUL, June 30 (Reuters) - A South Korean chip executive imprisoned over industrial espionage charges rejected allegations he had sought to build a copycat chip factory in China with sensitive information developed by Samsung Electronics. Choi is in custody at a detention centre in Suwon, a city south of Seoul where Samsung has its headquarters. Neither Foxconn or companies contracted build the Samsung plant were accused of any wrongdoing. A NAND flash chip is a storage chip that retains data even when a device is turned off, unlike a DRAM chip which loses data when the power is off. The announcement did not name Choi and gave only limited details, although some media subsequently identified Choi and his links with Foxconn. The unreleased 18-page indictment, reviewed by Reuters, provides details in the case against Choi, including how he is alleged to have stolen Samsung's trade secrets and details about the planned Foxconn plant. Choi's Singapore-based consultancy Jin Semiconductor won the contract with Foxconn around August 2018, according to the indictment. According to the indictment, the new Foxconn plant had planned capacity of 100,000 wafers per month using 20-nanometre DRAM memory chip technology. However, Foxconn ended the contract just a year later and only paid salaries related to the project, the lawyer said.

Fears of generative AI helping students cheat are rampant, and some school districts are banning it. Instead, educators should think about how generative AI can be used as a classroom learning tool. Insider spoke with multiple AI researchers and academics, startup founders, and education-nonprofit leaders to learn how they're approaching generative AI in the classroom. If used effectively, generative AI tools like ChatGPT can help students develop critical-thinking and problem-solving skills, which are crucial learning outcomes for most teachers. That way, students are actively engaged and wouldn't be able to use generative AI to complete a full assignment, he said.

SEOUL, Nov 21 (Reuters) - In an upscale Seoul neighbourhood two years ago, a white Tesla Model X smashed into a parking lot wall. The criminal trial about to begin in South Korea hangs on questions about the safety of Tesla cars, at a time when the EV maker faces a range of lawsuits and increased scrutiny by regulators. A lawyer for the family of Yoon Hong-geun, who owned the car and died in the crash, declined to comment. Tesla sold 17,828 vehicles in South Korea in 2021, registration data shows. Judge Park Won-gyu said that he plans to call Tesla engineers to testify and that the safety of Tesla vehicles would be examined at trial.
Most Americans have a fixed rate mortgage, meaning their interest rate stays steady over time. A Yale economist says adjustable rate mortgages can help borrowers save money on interest in the long run. They're less predictable than fixed-mortgages, but are attractive due to their potential to take advantage of times when interest rates are low. "For most people, the adjustable rate mortgage is preferable unless the fixed rate mortgage rate is at a historic low or if you're really stretching your budget to buy your home," Choi said. Ultimately, even if the long-term odds are in the borrower's favor, an adjustable rate mortgage carries its risks.
