The United States on Monday launched its third crackdown in three years on China’s semiconductor industry, curbing exports to 140 companies, including chip equipment maker Naura Technology Group, among other moves. Chinese companies facing new restrictions include nearly two dozen semiconductor companies, two investment companies and over 100 chipmaking tool makers. The companies include Swaysure Technology Co., Si’En Qingdao and Shenzhen Pensun Technology Co., which work with China’s Huawei Technologies. The telecommunications equipment leader has been hobbled by U.S. sanctions and is now at the center of China’s advanced chip production and development. However, it remains years behind chip industry leaders like Nvidia in AI chips and chip equipment maker ASML in the Netherlands.

R&D spending over the year rose 13.2% to 161.5 billion yuan ($23.50 billion), equivalent to a quarter of company revenue. Such spending helped Huawei with replacing components in its products that were hit by US trade sanctions, Meng said. Revenue for 2022 came in at 642.3 billion yuan ($93.48 billion). While that represented mild growth over 2021, it was still far below the record 891.3 billion yuan ($129.72 billion) logged in 2019 when Huawei was the top Android smartphone vendor globally.

A federal appeals court on Tuesday rejected China Telecom Corp’s challenge to a Federal Communications Commission order withdrawing the company’s authority to provide services in the United States. A three-judge panel of the US Court of Appeals for the District of Columbia rejected the bid by the US arm of China Telecom to reverse the order that took effect in January. The FCC said in 2021 that China Telecom (Americas) “is subject to exploitation, influence and control by the Chinese government.”A lawyer for China Telecom (Americas) did not immediately comment. In 2019, the FCC voted to deny state-owned Chinese telecom firm China Mobile Ltd the right to provide US services and later withdrew US authorizations for several Chinese telecom carriers. China Telecom had argued the FCC violated its rules by refusing to hold a hearing before revoking China Telecom (Americas)’ domestic and international common-carrier authorizations.
