The 6-trillion-yuan worth of debt would be raised over three years including 2024, said the sources, adding the proceeds would primarily be used to help local governments address off-the-books debt risks. Local governments would be allowed to raise that amount on top of their usual annual issuance quota, which mainly funds infrastructure spending. The quota stood at 3.9 trillion yuan this year and 3.8 trillion in 2023. The latest move is aimed at enhancing local governments' ability to manage land supply, and alleviate liquidity and debt pressures on both local governments and property developers, they added. Special-purpose bonds are a tool for off-budget debt financing used by Chinese local governments, with the proceeds raised typically earmarked for specific policy objectives, such as infrastructure expenditures.

An Australian one dollar coin sits atop a United States one dollar bill in this illustration photo taken February 12, 2016. The dollar hovered close to a three-month peak on Wednesday in a big week for macroeconomic data that could reveal the path for U.S. monetary policy. The Australian dollar edged closer to a three-month trough after some stickiness in inflation suggested a Reserve Bank of Australia interest rate cut is unlikely this year. The ADP employment report is due later in the day, ahead of the potentially crucial monthly payrolls report on Friday. "The U.S. dollar continues to garner strong support as markets adjust their rate path expectations," said James Kniveton, senior corporate FX dealer at Convera.

They argue that Casey, a middle-of-the-road liberal, had previously not been at the forefront of the populist economic turn in both parties. Casey’s Senate website dedicates an entire page to “greedflation,” which he also discussed at length in his speech at the Democratic National Convention this summer. The core of Casey’s argument is the assertion that, from July 2020 to July 2022, corporate profits rose five times faster than overall inflation. I would concede the economy has gotten better,” said McCormick, who has run an ad to counter Casey on the topic. “If you’re living paycheck to paycheck, you’re still in the grind, and that’s what I think Bob Casey and Kamala Harris do not understand.

CNN —Parts of the Roman Catholic Church are still failing to ensure clerical sexual abuse is reported adequately, Pope Francis’ commission for child protection said Tuesday, raising concerns about a “lack of transparency” in the Vatican’s handling of cases. “At times, the commission found a troubling lack of reporting structures and victim/survivor accompaniment services,” the report said. “The commission found a persistent concern regarding the transparency in the Roman Curia’s (the church’s central administration) procedures and juridical processes. The commission notes that this will continue to foment distrust among the faithful, especially the victim/survivor community,” it added. Francis asked the commission two years ago to produce an annual report on child protection initiatives which he wanted to help bring “transparency and accountability” on abuse.

China launches new lending tool before year-end loan expiry

A man looks at his smartphone as he walks past the People's Bank of China building on May 20, 2022 in Beijing. Despite taking effect on Monday, the PBOC did not mention the new tool in its open market operations statement. China's central bank launched a new lending tool on Monday to inject more liquidity into the market and support credit flow in the banking system ahead of the expiration of trillions of yuan in loans at the end of the year. Beijing is counting on massive financial stimulus announced in September to kick-start lending and investment, as a sharp property market downturn and frail consumer confidence weigh on investor confidence. "The central bank's choice to launch this new tool at this time is also expected to be a better hedge against the concentrated expiry of medium-term lending facility before the end of the year," the article added.

“He found it peculiar that he could not think of any waltzes by Chopin that matched the measures on the page,” reads the statement. “Chopin famously wrote in ‘small forms,’ but this work, lasting about one minute, is shorter than any other waltz by him,” adds the statement. “Extensive research points to the strong likelihood that the piece is by Chopin,” according to the statement. This research included analysis by paper conservators who found that the paper and ink match those that Chopin normally used. The discovery of an unknown piece of work by Chopin has not happened since the late 1930s, according to the museum.

Ahead of Election Day, Business Insider spoke with voters about how family and reproductive healthcare access will influence their decision. Along the spectrum of support for abortion access, one common thread stood out: The cost of raising a family. In terms of abortion access, Trump has bragged about his role in overturning Roe v. Wade — a decision that led to 41 states with bans. In her first time voting for president, Sark said she plans to vote third party, likely for Green Party candidate Jill Stein.
