The Central Intelligence Agency is releasing instructions in Farsi, Mandarin and Korean to allow people to share information with the agency without running afoul of authoritarian regimes. The instructions, in a text-only video and infographic, were posted online across multiple social media platforms and sites on the dark web, the agency said. In 2023, the CIA announced it had posted instructions in Russian on how to access a site on the dark web accessible only through a Tor internet browser, which unlike most browsers has encryption protections. The spy agency’s director, William Burns, has said that disaffection in Russia after Moscow’s full-scale invasion of Ukraine has created a “once-in-a-generation” recruiting opportunity for the CIA. Once a message lands at the agency, the CIA will evaluate it, the agency said.

MOSCOW Reuters —President Vladimir Putin warned the West on Wednesday that Russia could use nuclear weapons if it was struck with conventional missiles, and that Moscow would consider any assault on it supported by a nuclear power to be a joint attack. The 71-year-old Kremlin chief, the primary decision-maker on Russia’s vast nuclear arsenal, said he wanted to underscore one key change in particular. Russia reserved the right to also use nuclear weapons if it or ally Belarus were the subject of aggression, including by conventional weapons, Putin said. Putin said the clarifications were carefully calibrated and commensurate with the modern military threats facing Russia – confirmation that the nuclear doctrine was changing. Russia’s current published nuclear doctrine, set out in a 2020 decree by Putin, says Russia may use nuclear weapons in case of a nuclear attack by an enemy or a conventional attack that threatens the existence of the state.

Hamas is waiting for a response from Israel on its ceasefire proposal, two officials from the Palestinian group said on Sunday, five days after it accepted a key part of a U.S. plan aimed at ending the nine-month-old war in Gaza. "We have left our response with the mediators and are waiting to hear the occupation's response," one of the two Hamas officials told Reuters, asking not to be identified. It aims to end the war and free around 120 Israeli hostages being held by Hamas. Oil prices edge lower on rising U.S. stockpiles

Oil prices fell in early Asian trading hours on Wednesday after market sources said that data from the American Petroleum Institute showed an increase in U.S. crude and fuel stockpiles, an indicator of weak demand. Brent crude oil futures fell 21 cents, or 0.3%, to $82.95 a barrel by 0020 GMT. U.S. crude stocks rose by 509,000 barrels in the week ended May 3, market sources said citing American Petroleum Institute figures. Analysts polled by Reuters expect U.S. crude oil inventories to have fallen by about 1.1 million barrels last week. Hopes of a ceasefire in Gaza have also put pressure on oil prices in recent sessions.

Talks over a hostage deal and a ceasefire in Gaza between Israel and Hamas have reached another stalemate but are not over, according to three people familiar with the negotiations. Burns put forward a proposal that was accepted by Israel and sent back to Hamas, the second person and an Israeli official told CNN. “The negotiations are not only centric around the prisoner exchange deal,” Hamas senior official Basem Naeim told CNN on Monday. But the detonation of any tactical nuclear weapon would be an unprecedented test of the dogma of deterrence, a theory that has underwritten America’s military policy for the past 70 years. Possessing nuclear weapons isn’t about winning a nuclear war, the theory goes; it’s about preventing one. If Mr. Putin dropped a nuclear weapon on Ukraine — a nonnuclear nation that’s not covered by anyone’s nuclear umbrella — what then? Many in the administration believed the Kremlin’s dirty bomb ploy posed the greatest risk of nuclear war since the 1962 Cuban missile crisis.

When New York magazine’s finance advice columnist dropped an article that went viral on Thursday about falling victim to a $50,000 scam, my heart skipped a beat. My own financial planner had gone to jail years ago, which I’d chronicled in a few columns. What would I have done if someone called and insisted that my children, in particular, were in grave danger? But what would any of those entities do if they thought that any one of us was actually a victim of some kind of identity fraud? What would they say, request and tell us to do?
