What is the value of peace talks that aren’t actually talks between the warring sides? President Volodymyr Zelensky of Ukraine was due to open a peace conference in Switzerland on Saturday that is intended to shore up support for his country’s negotiating positions with backing from as many nations as possible. Yet even as the two-day gathering has emerged as the most widely embraced diplomatic effort to date to end the war, for now, the effort excludes Russia. The plan has drawn criticism from some countries, like China and Brazil, that say Russia and Ukraine need to negotiate directly for any chance to end the fighting. Mr. Zelensky’s 10-point peace plan involves Russia’s withdrawing in full from Ukrainian territory, paying reparations and facing justice over any war crimes.

He says he aims to form a coalition of countries willing to intervene and lead efforts for peace in Ukraine, though in the process is finding himself treading a thin line with the world’s biggest powers. When he launched his political comeback in 2022, Lula told Time magazine that he thought both Russia and Ukraine were responsible for the conflict. Lula condemned Russia’s decision to invade its neighbor, but controversially claimed Ukrainian President Volodymyr Zelensky could have done more to avoid the conflict. Lula could not contemplate sending weapons – a step that would go far beyond Brazil’s traditional foreign policy, suggested the analyst. But he couldn’t do nothing, either – after all, Lula had promised to bring Brazil “back” to the world stage.

"It would be an exaggeration to say the doors are open (to peace talks), but it's not true to say they are totally closed," the envoy Celso Amorim told CNN Brasil in an interview published on its website. Two government officials told Reuters that Amorim stopped in Paris on his way back to Brazil, but they provided no details of his engagements there. Lula has proposed creating a group of countries to mediate peace talks between Russia and Ukraine in a war that has raged for more than a year. Semiconductors will be a priority on President Luiz Inacio Lula da Silva's visit to China next week. Lula's trip will seek Chinese cooperation in fostering Brazil's sustainable development and digital economy. We are not afraid of the big bad wolf," he commented, when asked about U.S. discouragement of technology deals with China. Lula is expected to visit the factory of Huawei Technologies, the Chinese telecommunications giant that has been operating in Brazil for 20 years.

Financial markets have largely priced in a Lula victory, but the uncertainty about a contested result has some on edge. "There is apprehension about whether the election result will be respected," said J.P. Morgan equity strategist Emy Shayo. The TSE rejected the complaint in a Wednesday ruling due to lack of evidence and asked Brazil's top prosecutor to investigate the Bolsonaro campaign for possible intent to disrupt the election. Another son, Congressman Eduardo Bolsonaro, told journalists that to address the issue properly might require postponing the election. Senior Bolsonaro campaign officials have said publicly that a postponement of the election is not up for discussion.
