The last drought warning in New York City was issued in 2002. Under a warning city agencies adopt drought protocols and voluntary water conservation is encouraged for New Yorkers. New York City's water supply needs almost 8 inches of rain to reach normal levels, officials said. Kathy Hochul also declared a statewide drought watch on Monday citing “a historic shortage of rainfall” and elevated 15 counties in the Mid-Hudson region and New York City, to a drought warning.

The list of official participants in this year’s fifth edition of Upstate Art Weekend, a sprawling festival that embraces nearly every art event or exhibition happening north of New York City over the next four days, has reached 145. It’s a dramatic rise from an informal band of some two dozen arts centers and galleries just four years ago, and it now spans 10 counties in New York State. Some events spill over from last year, but there are many new developments. At the Zero Art Fair in Elizaville, nearby, visitors are welcome to take home one available work per day for free under an innovative contract that vests ownership over five years, after which time title will pass to the new owner. About 18 months ago, Catskill Animal Sanctuary in Saugerties, N.Y., rescued 42 neglected and ailing sheep. Many were anemic and had foot rot, a contagious bacterial disease that can be life-threatening if left untreated in wet environments. For the animals to recover, they should be in a clean and dry place, said Kathy Stevens, the 150-acre sanctuary’s founder and executive director. But the sheep and their new caretakers faced a rapidly developing problem: soggy pastures and flooding barn stalls. Increased rainfall, among the weather distortions caused by climate change, has finally forced the sanctuary to search for a new home, a predicament shared by a growing number of animal refuges across the United States.

Police officers in upstate New York will not face criminal charges in connection with the death of a man who doused himself with hand sanitizer and then caught on fire when one of the officers shot a stun gun at him, the state attorney general's office said Friday. Attorney General Letitia James’ office released a report on Jones' death and the officers' actions, concluding that a prosecutor would not be able to prove beyond a reasonable doubt that the officers committed crimes. The officers determined Jones “could be” a danger to himself or others and decided to take him into custody, according to James’ office. One officer shot Jones with a stun gun, and his head and upper body burst into flames for about 25 seconds. There was no discussion,” he said, adding the stun gun use "was reactive and wholly unnecessary.”

Comedian Freddie Roman, the former dean of The Friars Club and a staple of the Catskills comedy scene, has died. Roman died Saturday afternoon at Bethesda Hospital in Boynton Beach, Florida, his booking agent and friend Alison Chaplin said Sunday.
