Iran recently transferred Fath-360 close-range ballistic missiles to Russia, weapons that can blast fortified positions or cities near the frontlines and which could strain Ukraine's air defenses. An Israeli soldier examines part of an Iranian ballistic missile fired at Israel during Iran's direct attack in April. Russia already acquired KN-23 ballistic missiles from North Korea. Consequently, while these close-range ballistic missiles could contribute to some Russian tactical victories, they are certainly no game-changers. On Tuesday, the Russian military launched large-scale naval and air drills in the Sea of Japan alongside China. It's the second time in only three months that the powers have held joint military exercises, with drills held near the southern Chinese port of Guangdong in July. The joint exercises are taking place in the Sea of Japan and Sea of Japan and the Sea of Okhotsk. Some analysts, though, are pointing to tensions between Russia and China that could weaken the alliance. But for now, the alliance is growing closer, and Thomson said that the US will be watching the latest military exercises between Russia and China closely.

It’s an unlikely place for such talk: It is out of the way, under authoritarian rule and, crucially, hyper-dependent on fossil fuels. Azerbaijan is hosting the annual climate summit, called COP29, only by dint of a quirky United Nations selection process that left it as the last option on the table. It’s a nearly vertical learning curve for officials who acknowledge their inexperience in global climate politics. They also acknowledge that they are under pressure from some people in their own country, who fear the global energy transition away from fossil fuels. CNN —Only a fraction of the violence that raged across Dagestan on Sunday is visible at the moment, and it is already horrific. But it is particularly bad in Dagestan, where protests broke out in the earlier months of the war, as their sons had been disproportionately mobilized. Putin came to power in 1999 graphically pledging to wipe out “in the toilet” the extremists apparently behind apartment bombings in Moscow. But it is still the same problem Putin faced when he sneaked into Beslan in 2004. A raging sore for the Kremlin, and a reminder of both how Putin came to power and his limits on it.

At least 15 law enforcement officers and four civilians were killed in two seemingly coordinated attacks by gunmen in Russia’s southern republic of Dagestan, Russian investigators said on Monday. Wielding rifles and Molotov cocktails, the attackers assaulted synagogues and Orthodox churches on Sunday night in two major cities of Dagestan, a predominantly Muslim region on the Caspian Sea. One of the civilians killed was Nikolai Kotelnikov, a priest in the city of Derbent. For hours, the gunmen were on the loose, engaging in shooting sprees with members of the law enforcement, according to statements from the region’s interior ministry. Five attackers were eventually killed, local officials said.

More than 600 seagliders have already been sold for a total of over $9 billion, according to Thalheimer. “When you’re coming in on a bumpy approach, then sort of get right over the runway, and the plane just sort of floats for a second before landing — that’s the ground effect at work. Wouldn’t that be a great place to spend the entire flight, that nice calm state over the runway?”The United States and Germany also experimented with ground effect vehicles, but ultimately the concept never took off. First, Thalheimer says, seagliders are better at dealing with waves than vintage ekranoplans. Old ground effect vehicles were more akin to aircraft, with pilots controlling them at all times.

CNN —Floods have swamped parts of Russia and Kazakhstan after Europe’s third-longest river burst its banks, forcing more than 100,000 people to evacuate and sparking protests against the authorities. The Kremlin said that Russian President Vladimir Putin would on Wednesday receive reports from the governors of the three seriously affected regions: Orenburg, Kurgan and Tyumen. Video posts on social media showed hundreds of protesters gathering outside the city hall in Orsk, Orenburg, chanting “Shame! Russia attacked Ukraine with several waves of missiles on Saturday morning, the Ukrainian and Russian militaries said, putting the entire country under an air-raid alert and sending people rushing for shelter as bangs were heard in several cities. They were directed at cities including Kyiv, the capital, and Lviv, near the border with Poland. It followed Russia’s recent strategy for large-scale air assaults: waves of different types of aerial weapons launched almost simultaneously from multiple locations and aimed at various targets, with the goal of overwhelming Ukrainian air defenses. The Ukrainian Air Force said that it had shot down eight missiles — a low interception rate compared with previous assaults — but that more than 20 other missiles and drones had missed their targets because of electronic jamming. Russia’s Defense Ministry said in a statement that its missiles had hit “Ukrainian military-industrial complex facilities” that produce shells, gunpowder and drones.
