Gavin Newsom vetoed a bill Wednesday that would have helped Black families reclaim or be compensated for property that was unjustly taken by the government. The proposal by itself would not have been able to take full effect because lawmakers blocked another bill to create a reparations agency that would have reviewed claims. The California Legislative Black Caucus has backed a series of reparations packages in the state. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. The administration’s Department of Finance said earlier this year it opposed the eminent domain bill because it was not specifically included in the budget.

Pallava Bagla | Corbis News | Getty ImagesCarvalho's election victory comes at a time of intense debate about the future of deep-sea mining and the world's oceans. Scientists have warned that the full environmental impacts of deep-sea mining are hard to predict. "Over 90 percent of the excess energy on earth due to climate change is found in warmer oceans, some of it in surface oceans and some at depth." Put simply, the greenhouse gases serve to trap more heat, some of which is absorbed by the ocean," Kirtman told CNBC. In addition to the daily record on July 31, the monthly sea surface temperature for July was the hottest July on record, "by far," Copernicus said. CopernicusThese record sea surface temperatures arise from multiple factors, including the El Niño weather pattern, which is currently in effect. "These climate variations occur when sea surface temperature patterns of warming and cooling self-reinforce by changing patterns of winds and precipitation that deepen the sea surface temperature changes."

It then went public in 2021 through a special purpose acquisition company, or SPAC, and is looking to establish deep sea mining as a business. "Voices against deep sea mining have never been so loud — from the fishing sector to financiers, indigenous peoples, scientists and big business." In addition, the findings of the study do not mean that Benchmark is endorsing deep sea mining, she added. Deep sea mining won't replace land-based mining, but rather will simply add another source of minerals, she said in March. Regardless, Singh says, there is a lot of work yet to be done by members of the council to establish regulations before any deep sea mining commences.

Russian Foreign Minister Sergey Lavrov holds a press conference during the 77th session of the United Nations General Assembly (UNGA) at U.N. headquarters on September 24, 2022 in New York City. Stephanie Keith | Getty ImagesUNITED NATIONS — When Russian Foreign Minister Sergey Lavrov takes the helm of the United Nations Security Council on Monday it will be against a backdrop of mounting allegations of Russian war crimes reported across Ukraine. Since then, the war has claimed the lives of more than 8,500 civilians, led to nearly 14,000 injuries and displaced more than 8 million people, according to United Nations' own estimates. Lvova-Belova told the Security Council on April 5 that the transfer of Ukrainian children to Russia was part of a humanitarian campaign. In some cases, the commission found that Ukrainian forces committed war crimes against Russian troops, though those incidents were less frequent.
Flood watches are in effect for 12 million people in Central and Northern California. The cyclone will send a pair of warm and cold fronts over Northern California, which is already rain-soaked. “When you have more water vapor in the air because the air is warmer — you can transport more water vapor quickly,” Ralph said. Although some smaller reservoirs in Northern California have filled up, larger reservoirs still have the capacity to absorb more. “I think we will have largely alleviated the short-term drought in Northern California," Swain said.
