Flores said the executive order shows a federal understanding of how crucial HSIs are to the future of the nation. President Joe Biden is moving forward with another student debt relief plan. An estimated 8 million federal student loan borrowers experiencing financial hardship may be eligible to have their loans forgiven — some even automatically — if the regulation is finalized as proposed, the Department of Education announced Friday. The proposed regulation is the result of a months-long process known as negotiated rulemaking where the Biden administration worked with stakeholders, experts, advocates and more to develop a plan to deliver debt relief to borrowers facing financial hardship. In the coming weeks, the proposal will head to the Federal Register where it will have a 30-day public comment period before it's finalized. With voters citing the economy and inflation, abortion, immigration and democracy as top issues in this election, the survey tested a series of policy proposals on those topics, offering clues about which policies could move voters. The survey did not identify which party or candidate is associated with the proposal. While economic policies could move voters toward a candidate, the survey also finds that election denialism could turn them off. Voters across swing groups, including suburban women, independents, moderates and seniors, say they are less likely to support a candidate who denies the election results. The NBC News poll of 1,000 registered voters, 898 of whom were reached by cellphone, was conducted Oct. 4-8.

WASHINGTON — The Biden administration announced a milestone Thursday in its effort to cancel Americans' student debt: it has provided relief to more than one million borrowers who work in public service. The Education Department said that before Biden's presidency, only 7,000 public servants had ever received student debt relief through the Public Service Loan Forgiveness Program. The milestone comes after the administration has faced legal challenges to a number of its student debt relief proposals and roadblocks put up by court rulings. The Supreme Court, for example, ruled last year that the administration’s original student debt forgiveness program couldn't take effect. Two people died and more than two dozen were treated Thursday when a chemical leaked at a Houston-area industrial plant, officials said. A hydrogen sulfide leak was reported Thursday evening at a Pemex facility in the Houston suburb of Deer Park, the city said. Harris County Sheriff Ed Gonzalez said workers were working on a flange when there was a leak of the chemical. A shelter-in-place order was issued shortly after 7 p.m. local time "out of precaution," and Deer Park asked nearby residents to stay inside and close doors and windows. The facility is co-located at a Shell refinery site, according to the Texas Commission on Environmental Quality, which said it was aware of the incident.

President Joe Biden's student loan forgiveness program can proceed after a judge Wednesday let a temporary restraining order on the plan expire. He wrote that he would transfer the case to the U.S. District Court for the Eastern District of Missouri. The states that brought the lawsuit have argued that the administration’s rule that would mass-cancel student debt would be detrimental to income tax revenue. Similarly, Latino voters’ preference for which party controls Congress stands at 54% Democrats, 42% Republicans — a much narrower gap than in past years. The survey of 1,000 Latino likely voters found the Democratic presidential candidate, Vice President Kamala Harris, leading the Republican candidate, former President Donald Trump, by 54% to 40%. Harris's 14-point lead is the narrowest margin for a Democratic candidate among surveyed Latino voters in at least the past four elections, going back to 2012. All of these groups rate the economy poorly, with Latino voters overall about as downbeat on the economy as the rest of the country. While that's about equal to the rest of the population, it stands 11 points higher than in the NBC 2022 Latino survey. For nearly a decade, Massachusetts Sen. Elizabeth Warren has been working to enforce oversight over Navient, a major student-loan company. Warren and some of her Democratic colleagues were concerned that the company was not properly managing student-loan borrowers' payment options, causing them to accumulate unaffordable student debt. However, it released an accountability framework in December that outlined enforcement actions it would take should servicers harm borrowers, including fining servicers and transferring borrowers to better-performing servicers. For example, MOHELA was the first servicer to be hit with a $7 million fine last October for failing to send on-time billing statements to over 2 million borrowers. Terminate MOHELA's contract and put loan services on notice: we will not tolerate your negligence and exploitation; we will not let you profiteer off vulnerable student borrowers."

WASHINGTON — The Harris campaign is launching its largest effort yet to reach Latino voters, with new spending on Spanish-language radio and an organizing push around boxing matches and baseball games as National Hispanic Heritage Month kicks off this weekend. Vice President Kamala Harris will address the Congressional Hispanic Caucus Institute’s annual conference on Wednesday, according to a senior campaign official, and Minnesota Gov. Tim Walz is expected to pitch Latino voters in swing states in the coming weeks. The Harris campaign is also planning to host gatherings around Mexican Independence Day on Monday, including voter contact events at churches. The Harris campaign is especially focused on reaching undecided Latino voters who may be persuaded by some of Trump’s economic message.
