CNN —A Panamanian court has acquitted 28 people charged with money laundering in cases linked to the Panama Papers and Operation Car Wash scandals. The Panama Papers were a group of over 11 million leaked documents that were published by the International Consortium of Investigative Journalists (ICIJ) in 2016. The papers referenced 12 current or former world leaders, as well as 128 other politicians and public officials. Operation Car Wash was a money laundering investigation into Petrobras, Brazil’s state-run oil company. Those acquitted from the Operation Car Wash case were discharged because the income of money from illicit sources could not be demonstrated, the statement said.

CNN —The director of an Ecuadorian prison known as “El Rodeo” was killed Sunday in an attack that came as millions of people in the country headed to the polls for a referendum focused largely on President Daniel Noboa’s war on crime. Ecuador Prosecutor’s Office reported that another person was injured in the attack and that officers on the scene have started an investigation. Parrales was killed the same day that Ecuadorians were called to the polls for a referendum dominated by security issues that could bolster President Daniel Noboa’s agenda to fight crime. Noboa hopes those measures will help him rein in burgeoning levels of organized crime linked to drug cartels. CNNE —The family of assassinated Ecuadorian presidential candidate Fernando Villavicencio has accused the state of the crime of “murder by willful omission” two days before polls open on Sunday. The Ecuadorian Prosecutor’s Office confirmed to CNN that they received a complaint from the family on Friday. The complaint names President Guillermo Lasso and the Minister of the Interior, Juan Zapata, essentially accusing the government of failing to protect him. The family argued that Villavicencio had stated publicly in the past that he had received threats from various criminal groups that, according to him, controlled the Ecuadorian state. The murder of Villavicencio, an outspoken anti-corruption candidate and former investigative journalist, has shaken the country ahead of this Sunday’s crucial presidential and legislative elections.

The Interdisciplinary Group of Independent Experts (GIEI), a committee of jurists and doctors, are in Mexico to investigate the disappearance of the students, who vanished during a visit to the southwestern city of Iguala. But after presenting their final fact-finding report on Tuesday, the experts said they faced a series of roadblocks, and would be withdrawing from the investigation and leaving the country next week. Last August, a Mexican court issued at least 83 arrest warrants for people allegedly involved in the 2014 disappearance, but so far no one has been convicted in relation to the students’ disappearance. “The reason why we are leaving is because we cannot go further without that information,” she told CNNE. “Really, we have delivered this report with what could be done, but we cannot move forward without that information… so that is the reason why we are leaving Mexico.”

Less than a minute later, a Mexican Army vehicle is seen pulling up to the crashed vehicle. About five minutes into the video, the uniformed men line the others up against the fence, as the army vehicle retreats. Further into the video, two uniformed men are seen pointing a gun at one of the men who was dragged out of the vehicle, who is seen attempting to crawl away. CNN has reached out to Mexico’s military regarding what was seen in the video.

CNN —Shocking footage of a young child hanging from the arms of a detained woman through the barred door of a truck in the Dominican Republic has generated outrage in the country. Social media videos of the incident, which occurred Saturday in the municipality of Santo Domingo, showed the child dangling off the back of a moving immigration control truck used by local authorities to transport detainees. The child only appears to be kept from falling by a woman inside the vehicle, whose arms stretch through the bars of the door. An immigration agent sitting on the back platform of the truck, next to the child, seems to be speaking as he extends a hand and rests it on the child’s shoulder. The woman, a Haitian national, was released after the agents became aware of the situation, it also said.

CNN —Dina Boluarte took office as the new President of Peru on Wednesday, after Congress ousted former president Pedro Castillo. In this turbulent context, Boluarte, who until a few hours ago was the country’s Vice President, took over as Castillo’s successor after being sworn in before the plenary session of Congress on Wednesday afternoon. She is the first female president in Peru’s history, and the sixth Peruvian president in less than five years. New York CNN Business —CNN on Thursday executed sweeping layoffs and implemented a series of changes that impacted multiple divisions across the news organization, including ending live programming on HLN, the company’s chief executive, Chris Licht, said in a memo to employees. The layoffs, which started Wednesday and were expected to impact hundreds of employees, largely had been completed by Thursday afternoon. The series of changes, which came after Licht conducted a months-long review of CNN’s business after taking over in May as the network’s head, notably included the ending of live programming on HLN, CNN’s longtime sister channel.
