CNN —Ukrainian President Volodymyr Zelensky said Monday Russia has deployed nearly 50,000 troops to Kursk, the southern Russian region where Kyiv launched its surprise counteroffensive in the summer. Kyiv launched its incursion into Russia’s Kursk region in August, taking by surprise not just Moscow, but also its allies. The Kremlin has not commented on the presence of North Korean troops on its territory. Zelensky said last week that 11,000 North Korean soldiers were now in the region. North Korean troops deployed to Russia’s Kursk region have fought Kyiv’s forces on the battlefield, Ukrainian President Volodymyr Zelensky said Thursday, adding that the clashes resulted in fatalities.

CNN —Israel’s parliament has voted to ban a nearly eight-decade-old United Nations agency that provides essential services for Palestinian refugees, a move that could have devastating consequences for millions of Palestinians living under Israeli occupation. The move is expected to severely restrict the UN Relief and Works Agency for Palestine Refugees (UNRWA) from operating in territories Israel occupies. In the Gaza Strip, which has been ravaged by a devastating Israeli war for more than a year, UNRWA serves some 1.7 million Palestinian refugees. Omar Al-Qattaa/AFP/Getty ImagesThe agency provides a wide range of aid and services to Palestinian refugees and their descendants, including shelter, healthcare, food and education. It is unclear who would assume assistance for the millions of Palestinian refugees who rely on UNRWA, if it wasn’t able to.

London CNN —Global oil prices have spiked in recent days as the conflict in the Middle East has reached fever pitch. They could rise yet further if Israel’s widening war embroils the vital Strait of Hormuz off Iran’s southern coast. About one-fifth of the world’s global oil trade passes through the strait every day, notes Simone Tagliapietra, a senior fellow at Brussels-based think tank Bruegel. It also accounts for about a quarter of the world’s daily trade in liquefied natural gas. But if oil trade through the critical Strait of Hormuz wobbles, prices could soar above $100 a barrel, according to research firm ClearView Energy Partners, sending gasoline prices surging.

At the height of their careers, the Gao Brothers created provocative sculptures of Mao in a country notoriously sensitive about its former ruler’s legacy. Due to the “deteriorating environment” in China, Gao Zhen relocated to New York two years ago when his son, an American citizen born in the US, reached school age, Gao Qiang said. “Before he set off, his friends and family — myself included — had all reminded him to consider whether it was safe to go,” Gao Qiang said. “Our father’s death was a devastating disaster for our family.” Gao Zhen told the Southern People Weekly, a once-outspoken news outlet, in 2010. Gao Zhen’s detention shows that freedom of expression in China has shrunk significantly compared to a decade ago, Gao Qiang said.

CNN —Alleged Sinaloa cartel cofounder Ismael “El Mayo” Zambada appeared Thursday in federal court in Texas for his latest hearing since his arrest a week ago in an intrigue-packed case centered on one of the world’s most powerful and deadly drug trafficking organizations. He was arrested the prior day in El Paso alongside Joaquín Guzmán López, the 38-year-old son of infamous cartel boss and founder Joaquin “El Chapo” Guzman. The scene outside the courthouse in El Paso showed a heavy security presence, with federal agents and bomb-sniffing dogs patrolling the perimeter. Attorney Jeffrey Lichtman’s assertion raised new questions about why Guzmán López flew to Texas if he had no cooperation agreement with American authorities. “Joaquín Guzmán López forcibly kidnapped my client,” attorney Frank Pérez said in a statement.

CNN —A mass grave with nearly 300 bodies has been uncovered at a hospital in the southern Gaza city of Khan Younis, Gaza Civil Defense workers said Monday, following the withdrawal of Israeli forces from the area earlier this month. Most of the bodies are decomposed.”CNN is unable to verify Suleiman’s claims and cannot confirm the causes of death among the bodies being unearthed. Previously, a Khan Younis Civil Defense spokesman and head of the search mission, Raed Saqr, told CNN that they are searching for the bodies of another 400 missing people after the Israeli military left on April 7. One man at the scene told CNN that he was yet to find the body of his 21-year old son, who was killed in January. At the time, CNN reported on the burial of bodies in the hospital grounds because of a lack of safe access to cemeteries.

Kishida made the remarks days ahead of his Wednesday meeting with Biden in Washington, where he will also address a joint session of Congress and participate in the very first trilateral summit between Japan, the United States and the Philippines. Partnership with Japan has long been central to US strategy in the Indo-Pacific, but the defense relationship has expanded under Kishida, who has raised Japan’s profile in global and regional security. That move is not without controversy, especially in China and other parts of Asia that suffered hugely under Japan’s World War II era militarism. Building Japan’s deterrence and response capability is also “essential” for the alliance with the United States, he argued. Since taking office, Kishida has also positioned Japan as a partner to the US not only in Asia, but more globally.

In his interview with CNN, Netanyahu made several claims about his country’s aid policy in Gaza. The Israeli leader’s claim contradicts statements he made previously, in which he boasted about permitting “minimal humanitarian aid” to enter Gaza. “We provide minimal humanitarian aid,” Netanyahu said at a press conference in January. The first 15 days of March saw an average of 165 aid trucks per day cross into Gaza, UNRWA reported Sunday. CNN —Israel is not sending a delegation to Cairo for talks on a deal for a ceasefire and release of hostages from Gaza, an Israeli official told CNN Sunday. A Hamas delegation arrived in Cairo on Sunday, for the talks that are hoped to bring a halt to the fighting. The decision not to send an Israeli delegation was made by Prime Minister Benjamin Netanyahu in coordination with Mossad director David Barnea – who has been a key Israeli negotiator – after Barnea received a message that Hamas had not responded to the conditions, the Israeli official said. A high-ranking Hamas official did not immediately respond to a CNN question about whether the militant group had responded to Israel’s conditions. On Sunday a Hamas source said there were at least three sticking points remaining before the group would agree to a deal.

CNN —Negotiators have come to an “understanding” on the broad contours of a potential deal to release hostages held by Hamas in exchange for a temporary ceasefire in Gaza, White House National Security Advisor Jake Sullivan told CNN Sunday. An Israeli delegation, including Mossad director David Barnea, joined talks with CIA director Bill Burns and Egyptian and Qatar negotiators in Paris on Friday. Qatar and Egypt serve as intermediaries between Hamas and Israel, which do not talk directly to each other. Crucially, Hamas has not yet signed onto this possible framework and any possible final deal is still, at the earliest, days away as negotiators continue to hammer out the actual details. Here’s what that could mean for the millions of Palestinians that rely on UNRWA for sustenance. The agency provides a wide range of aid and services to Palestinian refugees and their descendants. While its purpose is to support Palestinian refugees, UNRWA does not have a mandate to resettle them, a mandate that the UN High Commissioner for Refugees (UNHCR) does have. Millions more Palestinian refugees live in neighboring countries like Jordan, Syria and Lebanon, and rely on aid from the agency. CNN —Israeli Prime Minister Benjamin Netanyahu on Sunday refused to answer whether he would take responsibility for failing to prevent the October 7 attack on Israel, saying that there would be time for such “difficult” questions once the war is over. Asked if he would allow days-long pauses, Netanyahu told CNN, “that’s not a pause.”“If you’re talking about stopping the fighting, that’s exactly what Hamas wants,” Netanyahu said, arguing that Hamas would use those extended pauses to replenish its supplies. This week, the US suggested that the Palestinian Authority – which exercises limited self-rule in the occupied West Bank – could play a role.
