TEL AVIV — The Israeli government failed in its “primary duty to protect its citizens” in the lead-up to and during the Oct. 7, terrorist attacks, according to an Israeli civilian report released Tuesday. Some 1,200 people were killed and 250 taken hostage during the attacks as Hamas fighters infiltrated Israel from southern Gaza and launched thousands of rockets. A missing Israeli-Moldovan rabbi has been found dead in the United Arab Emirates, in what Israel called an antisemitic murder on Sunday.
