Anterior, grupul PIK plănuia să construiască pe teritoriul pasajului Dubrovsky, pentru care compania a cumpărat un teren în vara anului 2019. Serviciile de presă ale grupului PIK și Archplay Development au refuzat să comenteze. Compania Archplay Development a fost fondată în 2017 de Alexander Ponomarev și Igor Ceaika, fiul cel mai mic al fostului procuror general al Rusiei, Iurii Ceaika. Doi ani mai târziu, partenerul lor a devenit Alexandru Dodon, fratele președintelui în exercițiu, Igor Dodon. Când Dodon a devenit coproprietar al companiei, Ceaika a declarat că Archplay Development va implementa proiecte numai în Rusia și a explicat că compania selectează terenuri pentru cumpărare.
