SYDNEY, Australia — Australia’s center-left government on Thursday introduced a bill in Parliament that aims to ban social media for children under 16 and proposed fines of up to $32 million for social media platforms for systemic breaches. Australia plans to trial an age-verification system that may include biometrics or government identification to enforce a social media age cut-off, some of the toughest controls imposed by any country to date. France last year proposed a ban on social media for those under 15, but users were able to avoid the ban with parental consent. The law would force social media platforms, and not parents or young people, to take reasonable steps to ensure the age-verification protections are in place. “Social media has a social responsibility ... that’s why we are making big changes to hold platforms to account for user safety,” she said.

A new brick-and-mortar store from the e-commerce startup Outlandish is bringing to life the world of TikTok Shop. In addition to TikTok Shop, Outlandish has experience working with brands to help them sell on Douyin and other social apps. Other TikTok Shop sellers have experimented with adding livestreaming spaces to their storefronts, such as the New York-based pre-owned luxury store What Goes Around Comes Around. CNN —A 13-year-old girl is the latest person to lose her life in New York City while “subway surfing,” a dangerous challenge attracting young people on social media. “Subway surfing,” involves riding on top of a subway car while its moving. Six subway surfing fatalities and 181 related arrests have been recorded this year through October 27, the New York Police Department told CNN on Tuesday. The 13-year-old died while participating in a social media challenge, his mother told WPIX, adding he’d posted to social media prior videos of himself doing the stunt and she’d warned him not to ride on top of trains. TikTok previously cooperated with New York authorities to remove subway surfing content, the New York Times reported in January.

SHANGHAI — ByteDance founder Zhang Yiming is China’s richest person, with personal wealth of $49.3 billion, an annual rich list showed Tuesday, although counterparts in real estate and renewables have fared less well. Zhang, 41, who stepped down in 2021 as chief executive of ByteDance, the Beijing-based parent company of TikTok, becomes the 18th individual to be crowned China’s richest person in the 26 years since the Hurun China Rich List was first published. He overtook bottled water magnate Zhong Shanshan, who slipped to second place as his fortune dropped 24%, to $47.9 billion. Despite a legal battle over its U.S. assets, ByteDance’s global revenue grew 30% last year to $110 billion, Hurun said, helping to propel Zhang’s personal fortune. The number of billionaires on the list dropped by 142 to 753, shrinking more than a third from its 2021 peak.

According to Hurun's 2024 rich list, China lost 432 billionaires since the high of 1,185 in 2021. Hurun, a private research group that has tracked Chinese billionaires since 1999, said the total peaked in 2021 with 1,185 billionaires, a figure which fell to 753, a decline of 432, or 36% of the total. It comes as some of China's superrich choose to lie low or leave the country, finding covert ways to take their money with them. "The stories of the individuals on the Hurun China Rich List tell the story of the Chinese economy," said Rupert Hoogewerf, Hurun's Chairman and Chief Researcher.
