Senate Democrats who pulled off victories even as President-elect Donald Trump won their states believe the Democratic Party can learn some lessons from their races as it grapples with losing control of Washington. Democrats still lost the Senate majority despite those victories, with Republicans flipping seats in Montana, Ohio and West Virginia. Democrats acknowledged Harris faced some headwinds in running a protracted campaign after taking over the ticket in late July. Nebraska’s Dan Osborn is returning to work Tuesday as a steamfitter after his unsuccessful Senate run, but his political career isn’t over. Osborn, who ran as an independent, is launching a political action committee, called the Working Class Heroes Fund, to support working-class candidates of all parties. And he isn’t ruling out another run for office after his loss to GOP Sen. Deb Fischer. Osborn said his PAC will support candidates of any party, and he said he didn’t expect to have many policy litmus tests, apart from supporting campaign finance overhaul and rejecting corporate donations. His Senate campaign raised $7.9 million through mid-October, according to the latest campaign finance reports, and he said it ultimately raised more than $14 million.

Pennsylvania’s Senate race is heading to a recount, which the narrow margin between Republican Dave McCormick and Democratic Sen. Bob Casey triggered automatically under state law. Secretary of the Commonwealth Al Schmidt announced Wednesday that the unofficial results showing a narrow race have led to a recount. Any margin under 0.5 percentage points triggers a recount in Pennsylvania. But the current vote count shows a sizable drop-off between Trump and McCormick, with Trump winning more than 100,000 more votes than McCormick. NBC News projected that Democratic Senate candidates in Arizona, Michigan, Nevada and Wisconsin won their races even as Trump carried the states.

Republican Tim Sheehy has defeated Democratic Sen. Jon Tester in Montana, NBC News projects, deepening the GOP’s projected Senate majority after the party's wins in West Virginia and Ohio. Sheehy, a former Navy SEAL, defeated the three-term senator by consolidating Republican voters in a state that has turned a deeper shade of red in recent years. Sheehy and his allies cast Tester as a liberal Democrat who votes with President Joe Biden and Vice President Kamala Harris, undercutting the incumbent’s reputation as a centrist. But Democrats were cautiously optimistic that Montana voters would look at the presidential race and the Senate race through different lenses. Republicans have averted a potential disaster in Nebraska, with NBC News projecting that Sen. Deb Fischer has won re-election to a third term. Fischer faced a surprisingly competitive challenge from independent Dan Osborn, a mechanic and union leader who cast her as a creature of Washington. Fischer's win gives the Republicans 51 Senate seats, putting them over the threshold needed for control of the chamber, NBC News projects. But it has been nearly 20 years since the state elected a Democrat to the Senate, and Republicans typically carry statewide races with ease. Mitt Romney won more than 80% in Forsyth in 2012, but Trump won just two-thirds of the vote there eight years later. In 2020, Joe Biden won this county by only 4 points over Trump, while Hillary Clinton carried it by 13 points in 2016. While Trump won it by 3 points in 2016, Biden won Maricopa by 2 points four years later. And that Democratic gain helped the party flip Wisconsin in 2020, given that Biden won the state by just 20,000 votes.

And some specifically panned the the racist and demeaning rhetoric from Trump allies at last week's rally at Madison Square Garden, criticizing them for alienating Americans instead of bringing them together. Other voters derisively mentioned Harris' laughter, called Trump more "transparent in what he's looking to do," and cited their support for Trump economic policies like tariffs and not taxing overtime pay. For the Harris supporters who briefly, seriously, considered Trump, the former president's tone and demeanor looms large. In NBC News’ early October national survey, just 4% of registered voters said they didn’t want to make a choice between former President Donald Trump and Vice President Kamala Harris. One said they plan to vote for Trump, another that they are likely to vote for Harris, and another plans to not vote at all. How anyone could still be undecided a week out from a critical election can be difficult to fathom for supporters of either Trump or Harris. Eric Bush, a systems administrator from Florida, said he’s waiting until he is in the voting booth to make his final choice. But he is still weighing backing Harris, acknowledging a vote for Harris could lead to bigger-government policies that could help others.

Abortion is the most-mentioned topic in Democratic closing ads, followed by immigration, health care, bipartisanship, and taxation, according to an analysis of more than 300 TV ads from candidates and joint ads they ran with party committees. The analysis looked at ads, tracked by AdImpact, that aired Wednesday in competitive House and Senate races. Immigration is the top topic in Republican ads, followed by Vice President Kamala Harris, taxation, President Joe Biden, and candidate character. Larry Hogan and Wisconsin businessman Eric Hovde — had TV ads mentioning the issue on Wednesday. Those rules were in the spotlight in 2020, after Joe Biden won a handful of key battleground states by a razor-thin margin. Ahead of Election Day, here's a refresher of the recount rules in the states expected to be the closest in the presidential race. A bipartisan group of lawmakers approved new measures in 2024 that would shorten the time needed for a potential recount. Then, after the state certified Biden's victory, the Trump campaign requested a machine recount, as was its right under state law. The state recently enacted changes to Michigan's recount law, but none will go into effect before Election Day.

A Democratic super PAC is hitting the airwaves in Texas, looking to boost Rep. Colin Allred by focusing on abortion in his underdog but increasingly competitive race against GOP Sen. Ted Cruz. Democrats haven't won a statewide race in Texas in 30 years, though they have forced some close contests in recent elections. “In such an important election, Senate Majority PAC is determined to make sure Texans understand the choice facing them this November. Republicans are making a last-ditch effort to flip Nevada's Senate seat, optimistic that a strong performance from former President Donald Trump in the state could boost Republican Senate candidate Sam Brown. Senate Leadership Fund, the main GOP super PAC involved in Senate races, is planning to spend $6.2 million on TV, radio and digital ads in Nevada, according to ad spending figures shared first with NBC News. SLF has spent tens of millions of dollars in other Senate battlegrounds in recent months. “It might be the best environment Republicans have seen in a presidential year in 20 years,” Nevada GOP strategist Jeremy Hughes recently told NBC News. Since Labor Day, Democrats have spent a combined $38.3 million on ads in Nevada, while Republicans have spent $27.6 million.

With voters citing the economy and inflation, abortion, immigration and democracy as top issues in this election, the survey tested a series of policy proposals on those topics, offering clues about which policies could move voters. The survey did not identify which party or candidate is associated with the proposal. While economic policies could move voters toward a candidate, the survey also finds that election denialism could turn them off. Voters across swing groups, including suburban women, independents, moderates and seniors, say they are less likely to support a candidate who denies the election results. The NBC News poll of 1,000 registered voters, 898 of whom were reached by cellphone, was conducted Oct. 4-8.

Democratic House and Senate candidates raised eye-popping sums from July through September, according to new reports filed with the Federal Election Commission. Democrats outraised Republicans in all 11 competitive Senate races and in all but one of the 26 “toss-up” House races. Three Senate Democratic candidates — Ohio Sen. Sherrod Brown, Maryland’s Angela Alsobrooks and Michigan Rep. Elissa Slotkin — raised more than four times as much as their Republican opponents during that period. Senate Democratic candidates spent a combined $244 million to Republicans’ $91.5 million. And House Democratic candidates in races rated as “toss-ups” or “leaning” toward one party spent $132 million to Republicans’ $61.6 million.

But the surveys also reveal a noticeable gap in support between the pro-abortion rights amendments and the Democratic presidential and Senate candidates who are campaigning on a pro-abortion rights platform. Pro-abortion rights ballot measures won in every state where they appeared on the ballot, including conservative-leaning ones, in the 2022 and 2023 elections. Similarly in Arizona, a proposed amendment to enshrine abortion rights in the state’s constitution has clear majority support. In Montana, there’s little evidence that the presence of an abortion rights amendment has had a major effect on the race between three-term Democratic Sen. Jon Tester and Republican challenger Tim Sheehy. For example, in Missouri, public polling indicates broad support for a constitutional amendment to enshrine abortion rights, while Republican Sen. Josh Hawley and Trump hold strong leads in their races.

Former President Barack Obama came to Pittsburgh on Thursday with a stark warning for Black men to step up their support for Harris. The survey found that men under the age of 50 were the most likely subgroup of Black voters to back Trump over Harris. While Harris had a 78-point lead among Black men over 50, the number drops to about 50 points with Black men under 50.
