Among the expected pledges at COP28 are a goal to triple renewable energy capacity and initiatives on methane and coal power. These voluntary side deals have proliferated in recent years, even as global temperatures and greenhouse gas emissions continue to rise. Unlike official summit decisions, which must be passed by consensus among the nearly 200 countries, voluntary pledges can be made quickly, and boldly, without the worry of one party objecting. "They go much further than what you can do multilaterally," said Marc Vanheukelen, a former EU official who led the bloc's work on an international methane emissions pledge launched at the COP26 climate summit in 2021.

PANAMA CITY, Nov 30 (Reuters) - Panama's Trade Minister Federico Alfaro announced his resignation on Thursday days after the country's top court ruled a contract between the government and Canadian miner First Quantum < FM.TO> was unconstitutional. The Central American country's trade ministry led negotiations on a contract between the government and First Quantum to operate a key copper mine, which opponents have deemed as too generous to the miner. In a resignation letter addressed to the president and shared on social media, Alfaro mentioned the contract, which generated months of protest throughout Panama, as well as the court ruling. Cortizo announced on Tuesday he will follow through with First Quantum's mine shutdown once the court's ruling is published in the country's official gazette, which has not yet happened. Incoming trade minister Rivera said in a separate public statement the ministry is evaluating actions to comply with the court's ruling and will start coordination talks with labor and environmental authorities.

DUBLIN, Nov 23 (Reuters) - Irish police said five people, including three young children, had been taken to hospital on Thursday following what local media said was a stabbing in Dublin city centre on Thursday. He added that he saw a man lying on his side but did not see the events before. One girl has sustained serious injuries and the other two children are being treated for less serious injuries, police said. An adult female is also being treated for serious injuries and an adult male has less serious injuries, police added. "From the large distance between the footprints found, it is possible to deduce that it was a very fast reptile that ran across the ancient dunes," the geological service said in a statement. A prosecutor at Guatemala's attorney general's office on Thursday moved to strip Arevalo of his immunity from prosecution, accusing him and his running mate of complicity in the takeover of a university in the capital last year. In a statement on Saturday, the Inter-American Commission on Human Rights and its Office of the Special Rapporteur for Freedom of Expression, condemned the attorney general's office's "incessant improper actions and interference." Earlier Saturday, senior U.S. Department of State official Brian Nichols condemned the attorney general's office's "malign request" to strip Arevalo and his Vice President-elect Karin Herrera of immunity in a post on social media.

JUCHITAN, Mexico, Nov 19 (Reuters) - Members of southern Mexico's third-gender 'muxe' community celebrated sexual and gender diversity over the weekend, while committing to fighting for LGBTQ people in the face of recent losses. "In the Zapotec language, there is no gender," said Felina Santiago, considered by many the matriarch of Juchitan's muxe community. Before the festivities began, a special mass was held for festival attendees and other members of the local community. This weekend's festival is called the "True Fearless Seekers of Danger" vela, a name that harkens to the risk many members of the community face. SANTO DOMINGO, Nov 19 (Reuters) - Parts of the Dominican Republic were on high alert on Sunday for possible landslides and flooding after heavy rains the day before displaced thousands and killed at least nine people. Fourteen provinces are on red alert, the Caribbean country's Emergency Operations Center (COE) said in a report on Sunday morning. Nine people died on Saturday after rains caused the wall of a highway tunnel to collapse onto their cars, the National Police said. Authorities have not yet provided a tally of all victims, but local media has reported more victims than the nine killed by the wall collapse. Videos on social media showed rushing water dragging cars down streets and flooded ground floors of buildings.
