PESHAWAR, Pakistan — A roadside bomb hit a convoy of foreign diplomats visiting northwest Pakistan on Sunday, killing a police officer in their security detail, police said. Ambassadors from Indonesia, Portugal, Kazakhstan, Bosnia and Herzegovina, Zimbabwe, Rwanda, Turkmenistan, Vietnam, Iran, Russia, and Tajikistan were among those in the convoy, police said. Police made security arrangements for the foreign ambassadors and they were immediately rescued and moved towards Pakistan's capital Islamabad, Khan said. Offering sympathies to the families of those who died, Pakistan’s foreign ministry said in a statement that “all members of the diplomatic corps have returned safely to Islamabad.”Pakistan's President Asif Ali Zardari also condemned the attack. Pakistani counter-terrorist forces maintain a strong presence in the Swat valley, which has long been a hotbed of Islamist militant insurgency.

Ukraine has moved one step closer to European Union membership after leaders in Brussels agreed to open negotiations with the war-torn nation. In a surprise announcement late Thursday, EU summit chair Charles Michel, who is the European Council president, said leaders had decided to start accession talks with Ukraine and Moldova. "The European Council has decided to open accession negotiations with Ukraine & Moldova," he said via X, formerly Twitter. The agreement comes despite Hungary pledging to block this decision during the current two-day EU summit. A handful of other member states, such as Italy, have also raised issues over enlarging the EU.

The Commission said the EU should also begin membership talks with Bosnia and Herzegovina once a long list of extensive conditions are met. In 2020, Britain was the first country to ever leave the EU, a major setback for European integration following World War Two.

SARAJEVO, Oct 30 (Reuters) - The European Union plans to help the countries of the Western Balkans pursue reforms needed for integration with the wealthy bloc with an investment of 6 billion euros ($6.4 billion), the EU executive's president, Ursula von der Leyen, said in Skopje on Monday. North Macedonia, Albania, Kosovo, Serbia, Montenegro and Bosnia and Herzegovina all need to seize the "window of opportunity" for the enlargement of the EU and work to align their standards to those in the bloc, von der Leyen said. Von der Leyen said the EU's new growth plan for the region would include the opening of its common market to the Western Balkan countries in areas such as free movement of goods and services, transport and energy. It also urged the countries to open a common regional market, and pursue it with necessary reforms. "These reforms will come with investment," von der Leyen said during a press conference with North Macedonia Prime Minister Dimitar Kovacevski at the start of her Western Balkans tour.

The COVID sales forecast cut was bigger than expected, Wells Fargo analyst Mohit Bansal said, adding that Wall Street's COVID sales estimates for the next few years may come down. Shares in BioNTech, which is also developing cancer treatments, were down 6.7% at a two-month low in Frankfurt. Its U.S.-listed shares fell 6.8% in premarket trading, while Pfizer's shares fell 2%. The news also dragged down shares of rival COVID vaccine maker Moderna (MRNA.O) by 4.7%.

Vaccine makers are depending on the U.S. market as many countries have more limited yearly campaigns for giving updated shots. For BioNTech, Moderna, and Novavax (NVAX.O), COVID vaccines remain their only approved products. Shares of Pfizer were up nearly 5%, however, buoyed by a $3.5 billion cost-cutting plan the drugmaker announced late on Friday alongside its new COVID sales outlook. Moderna, in a statement on Monday, maintained its current revenue forecast of $6 billion to $8 billion for its COVID vaccine for 2023. Jefferies analyst Michael Yee said Pfizer's new COVID outlook implies lower vaccine sales for Moderna than it had forecast.

CANDIDATE COUNTRY STATUSTURKEY (candidate since 1999). While still officially a candidate country, Turkey's accession talks with the EU have long been frozen, largely over human rights and governance concerns. It was given the green light for accession talks in 2020 after changing its name from Macedonia to North Macedonia to satisfy Greek sensitivities. Decision-making is key because the EU now requires unanimity on foreign and security policy, taxes, EU finances, some areas of justice and home affairs and social security and protection. EU agriculture policy would need to be revamped because the admission of agriculture powerhouse Ukraine would dramatically change current EU direct payments to farmers. A similarly major change would happen to the EU's regional policy, under which poorer EU members receive money to raise their standard of living. The agriculture and regional funds make up two thirds of the EU budget, which totals roughly 1% of the bloc's gross national income a year.
