JERUSALEM (AP) — Saudi Arabia's foreign minister says the kingdom will not normalize relations with Israel or contribute to Gaza's reconstruction without a credible pathway to a Palestinian state. Prince Faisal bin Farhan's remarks in an interview with CNN broadcast late Sunday were some of the most direct yet from Saudi officials. It puts them at odds with Israeli Prime Minister Benjamin Netanyahu, who has rejected Palestinian statehood and described plans for open-ended military control over Gaza. In September, Netanyahu had said Israel was “at the cusp” of such a deal, which he said would transform the Middle East. Israel has only successfully rescued one hostage, while Hamas says several have been killed in Israeli airstrikes or during failed rescue operations.

The Saudi foreign minister said the kingdom believed in freedom of navigation and wanted tensions in the region to be de-escalated. The Houthis, who control most of Yemen, say their attacks are in solidarity with Palestinians under attack from Israel in Gaza. Since last week, the United States has been launching strikes on Houthi targets in Yemen, and this week returned the militia to a list of "terrorist" groups. President Joe Biden said on Thursday that air strikes would continue even as he acknowledged they may not be halting the Houthi attacks.

RIYADH, Saudi Arabia (AP) — U.S. Secretary of State Antony Blinken called Saturday for protection for civilians in both the Gaza Strip and Israel as the Israeli military ordered half of the Palestinian territory's population to evacuate in advance of an expected ground assault. The surprise Hamas attack has dealt a blow to U.S. efforts to broker a landmark normalization deal between Israel and Saudi Arabia and complicated Washington's approach toward Iran, Hamas' longtime benefactor. “Quite simply, all efforts at normalization are on hold for the foreseeable future,” said Jon Alterman, head of the Middle East program at the Center for Strategic and International Studies, contradicting the official U.S. government line. Khaled Elgindy, a former Palestinian negotiations adviser, accused the Biden administration of leading an Israeli-Saudi normalization process that mostly bypassed the Palestinians and their hopes of ending Israeli occupation. “That sort of neglect is part of why we're seeing what we're seeing,” said Elgindy, now at the Middle East Institute. The immediate challenge is preventing the war from spiraling into a broader conflict, administration officials say, especially preventing the Iran-backed Lebanese group Hezbollah from opening a second front on Israel's northern border.

Blinken Holds Calls With Saudi Arabia, Turkey and Egypt

Secretary of State Antony Blinken spoke Saturday with foreign ministers from Saudi Arabia, Turkey and Egypt, reiterating Israel's right to self defense, calling for coordinated efforts to halt the Hamas attacks, and discussing "the unprecedented scale and brutality of the Hamas attacks on Israeli territory," according to a State Department spokesman. Following his call with Saudi Foreign Minister Prince Faisal bin Farhan, the two sides agreed to remain in close coordination, according to the State Department. The U.S. has recently been working to broker normalization in diplomatic ties between Saudi Arabia and Israel, an effort that could be complicated by the attacks.

Netanyahu has been a frequent visitor to the White House over the years, and Israeli leaders are typically invited within weeks of taking office. Israel’s government also opposes a two-state solution between Israel and the Palestinians — a cornerstone of White House policy in the region. The agency quoted Ambassador Abdullah bin Saud al-Anzi as saying the Saudi leadership stresses the importance of strengthening relations with Iran with more communication and meetings between the two countries. Last March, China brokered a rapprochement between Riyadh and Tehran, leading to a resumption of full diplomatic relations. Saudi Arabia broke off relations in 2016 when protesters attacked its embassy in Tehran over Riyadh's execution of a prominent Shi'ite cleric.

CNN —Oil powers Saudi Arabia and the United Arab Emirates have been invited to become members of the BRICS group of developing nations in its first expansion in over a decade. Total bilateral trade between Saudi Arabia and BRICS nations exceeded $160 billion in 2022, the Saudi foreign minister said. It also means Russia and Saudi Arabia — both members of OPEC+, a group of major oil producers — will join each other in a new economic bloc. The BRICS countries have also been talking about a common currency, an idea analysts have described as unworkable and “unlikely” in the near future. Existing BRICS members have “had enough difficulty trying to agree just between the five of them,” he added.
