New York CNN —The arrest of Telegram CEO Pavel Durov in France over the weekend has thrust the popular messaging service and its enigmatic founderinto the spotlight. Durov’s arrest comes as the app has faced growing scrutiny for its use by terrorist groups and far-right extremists. Telegram is an encrypted messaging service that was launched in 2013 by Durov and his brother, Nikolai. And earlier this month, the messaging app began actively removing calls to violence from the platform following reports that the app was being used to organize far-right, anti-immigrant riots in the United Kingdom. In addition to running Telegram, Durov has become something of an online influencer, sharing images on Instagram of his world travels (and, often, shirtless photos).

Paris CNN —French anti-terror authorities are investigating a suspected arson attack on a synagogue Saturday morning that injured a police officer, the latest in a series of attacks in recent months that have unsettled France’s Jews. The incident took place in La Grande-Motte, a southern seaside town not far from Montpellier. Observant Jews typically go to synagogue on Saturday morning to celebrate the Sabbath. French anti-terrorism prosecutors confirmed in an email to CNN that they had taken charge of the investigation. Outgoing Prime Minister Gabriel Attal said on X that a municipal police officer had been hurt in the incident.

Paris CNN —Three of France’s highest-profile candidates in the country’s upcoming legislative elections sparred in the first major debate of the campaign on Tuesday. Bardella led the National Rally to a dominant showing at the European elections on June 9. He was elected to the French National Assembly in 2022 representing Marseille and is a member of the far-left political party France Unbowed. CNN —President Joe Biden will meet with Ukrainian President Volodymyr Zelensky while he is in Normandy, France, according to White House national security adviser Jake Sullivan. CNN previously reported that Russian President Vladimir Putin was not extended an invitation, according to a French presidential source. Sullivan added that Biden is also expected to meet with Zelensky during the G7 in Italy next week. “In the course of a little more than a week, the president will have two substantive engagements with President Zelensky,” Sullivan said. The two leaders last met in person when Zelensky was in Washington, DC, in December 2023 to make an in-person plea for military and economic aid.

New Delhi CNN —India’s capital territory of Delhi sweltered to its highest-ever temperature of 49.9 degrees Celsius (121.8 degrees Fahrenheit) on Tuesday, as an oppressive heat wave forced authorities to impose water rationing. The Indian Meteorological Department (IMD) said the new record was measured in the suburb of Mungeshpur, surpassing Delhi’s previous high of 49.2 degrees Celsius (120.5 degrees Fahrenheit), observed in May 2022. The temperature in the city of Churu in the state of Rajasthan soared to 50.5 degrees Celsius (122.9 degrees Fahrenheit). Paris CNN —At least two gunmen ambushed a prison convoy and broke out an inmate in Normandy on Tuesday, killing two prison guards and wounding three others, according to French Justice Minister Eric Dupond-Moretti. The violent incident, extremely rare for that part of northern France, took place as the vehicle was transporting a prisoner from court to a nearby prison, Dupond-Moretti said. Video from the scene showed a black SUV in flames that appeared to have crashed into a prison van near a motorway toll booth, CNN affiliate BFMTV reported. Dupond-Moretti told reporters that the incident was the first time a French prison employee had died while working since 1992. Tbilisi, Georgia CNN —Georgia’s parliament has passed a controversial “foreign agents” bill despite widespread domestic opposition and warnings from the European Union that its enactment would imperil the country’s chances of joining the bloc. Many Georgians fear their foreign agents bill will be used the same way in their country. Georgia’s parliament now has 10 days to send the bill to President Salome Zourabichvili, who has already vowed to veto it. However, EU leaders have made it clear that the foreign agents bill’s passage would jeopardize Georgia’s chances of accession. Georgian law enforcement officers detain a demonstrator near the parliament in Tbilisi on May 14.

CNN —Georgia’s parliament is set to pass a highly controversial so-called “foreign agents” bill that has triggered widespread protests across the former Soviet republic nestled in the Caucasus Mountains. Here’s what you need to know about the proposed law and the uproar it has caused. The bill would require organizations receiving more than 20% of their funding from abroad to register as “agents of foreign influence” or face crippling fines. About 50,000 protesters gathered in Tbilisi to protest the proposed legislation on Sunday. CNN —A prominent exiled Iranian journalist was stabbed outside his home in London on Friday, prompting British police to launch a counterterrorism investigation. Pouria Zeraati, a television anchor at the UK-based channel Iran International, was reportedly attacked by a group of men outside his home in south-western Wimbledon. Iran has designated the television station a “terrorist entity.” Iranian state media has repeatedly accused the channel of fomenting unrest. Zeraati’s stabbing comes after an investigation by Britain’s ITV last year revealed that Iranian spies had attempted to pay a people smuggler $200,000 to assassinate two Iran International journalists. Kearns noted on Twitter that Iran International had only recently returned to the air from London after having to shut down in the UK.

CNN —A hostage situation involving several people is underway in the central Dutch town of Ede, according to local authorities. The hostages are being held at a cafe in the center of town. The incident triggered authorities to evacuate about 150 homes in the area, local police said. Three hostages were released Saturday morning, but the situation remains ongoing, provincial police said. Ede Mayor Rene Verhulst called the incident a “terrible situation” and said his thoughts and concerns were with those affected.

CNN —Russian state media confirmed on Tuesday that the Kremlin replaced the head of the country’s navy following a string of successful Ukrainian attacks on its Black Sea fleet. Moiseyev replaces Adm. Nikolay Yevmenov, according to TASS, whose future had been the subject of speculation for weeks due to Russia’s repeated losses in the Black Sea. Ukraine claimed last month that it had disabled a third of the Russian Black Sea fleet in attacks which have most involved underwater drones. But those losses have prompted the Kremlin to redouble its efforts to fortify the Black Sea Fleet. Russian Defense Minister Sergei Shoigu effectively admitted that Ukraine had taken advantage of vulnerabilities in the Black Sea Fleet during a visit to its command post.

CNN —The Israeli military launched an operation on Monday against Gaza’s largest hospital facility, Al-Shifa, where thousands of people are sheltering. “Military vehicles are firing at the hospital buildings’ windows, and at anyone who is caught moving between the hallways,” Hamada Abdelhadi, a displaced Palestinian man seeking shelter at Al-Shifa, told CNN. One witness who lives in nearby Gaza City told CNN he had seen “a big invasion of tanks” headed toward Al-Shifa. And dead bodies and those injured were pulled away by Israeli forces,” he told CNN by phone. During the first round of fighting at Al-Shifa in November, Israel urged Gaza’s northern residents to head south to seek refuge.
