North Korean leader Kim Jong Un urged the country’s military to improve capabilities for fighting a war in a speech last week, state media KCNA said on Monday, after Pyongyang dispatched thousands of troops to Russia. The report came amid international criticism over rapidly developing military cooperation between North Korea and Russia. Washington, Seoul and Kyiv have said there are more than 10,000 North Korean soldiers in Russia to support its war against Ukraine, and some of them have engaged in combat in Kursk, near the Ukraine border. Biden’s administration has allowed Ukraine to use U.S.-made weapons to strike deep into Russia, sources told NBC News, marking a significant policy reversal and a response to Russia’s deployment of North Korean ground troops. Ukrainian President Volodymyr Zelenskyy has said that North Korean troops had suffered casualties in combat with his country’s forces, and the first battles between them "open a new page in instability.”

I’m tripping over their bodies,” said Sydney Seiler, the U.S. national intelligence officer for North Korea from 2020 to 2023. “Kim Jong Un is selling North Korean soldiers as cannon fodder mercenaries,” South Korean Defense Minister Kim Yong-hyun said last month. It’s an entirely new environment for the North Korean soldiers, who live in one of the most isolated and repressive countries in the world. The Russian military is teaching the North Korean soldiers about 100 key military terms, but “North Koreans are having a difficult time learning Russian,” South Korean lawmakers Lee Sung-kwon and Park Sun-won said last month. North Korean soldiers’ inexperience could be another point of friction and a major factor in how they are deployed.

A Spanish research vessel that investigates marine ecosystems has been abruptly diverted from its usual task to take on a new job: Helping in the increasingly desperate search for the missing from Spain’s floods. Carrera, 60, is head of the fleet of the research vessels run by the Spanish Institute of Oceanography, a government-funded science center under the umbrella of the Spanish National Research Council. The boat also helped research the impact from the lava flow that reached the sea from the 2021 La Palma volcano eruption in Spain’s Canary Islands. Finding a body at sea, Carrera said, is highly unlikely. Those findings will contribute to initiatives by other Spanish research centers to study Spain’s deadliest floods of the century.

Ukraine's drone units are operating more like scrappy startups than traditional military units. AdvertisementSome of Ukraine's drone units are operating more like edgy tech start-ups than military units, as they continue to play an oversized role in the country's military defenses. According to a report by The Wall Street Journal, drone pilots are now the deadliest soldiers on the modern battlefield. The Journal met with Clear Eyes, a drone battalion that started out as unpaid civilian enthusiasts relying on commercial drones to track Russian military movements. Dakhno is now a drone pilot who claims to have killed about 300 Russian soldiers in a year and a half, and to have once flown a drone with a 9-pound bomb into a school auditorium where Russian soldiers were sheltering.

American policy is at a crossroads, but that won’t necessarily translate to a turning point in peace negotiations, analysts say. That’s because nothing suggests Russia is ready to come to the table, regardless of who ends up in the White House. The scope of the war is also too large for a simple negotiation between Moscow and Kyiv, experts say. Attritional war playing into Putin’s handsUkraine is already outmanned, and Putin appears ready to accept a high number of casualties. European nations are scrambling to increase ammunition production for Ukraine to prevent backsliding, in the event that US support drops off.

Seoul, South Korea CNN —North Korean soldiers may be being readied for a move to the front lines of Russia’s war against Ukraine after being taught basic Russian commands, South Korean lawmakers told news agency Yonhap on Tuesday, citing the country’s intelligence officials. Russia is teaching North Korean soldiers about 100 basic military words like “fire” and “in position,” the lawmakers told Yonhap. However, they added, it’s clear that North Korean soldiers are struggling to communicate – and it’s not clear whether they’ll be able to bridge the language gap. This could mark the first time North Korea makes a significant intervention in an international conflict. The current training period for new recruits is three months, which includes one month of basic military training and two months of vocational training, according to Ukrainian news outlet Ukrainska Pravda. The news of the extended training period comes after months of reports have shown that Ukraine's soldiers do not have the adequate training required to be on the front lines. And according to a June Washington Post report, Ukrainian commanders often had to dedicate time to training recruits basic skills like how to shoot.
