BUSAN, South Korea — Countries negotiating a global treaty to curb plastic pollution failed to reach agreement on Monday, with more than 100 nations wanting to cap production while a handful of oil producers were prepared only to target plastic waste. The fifth U.N. Intergovernmental Negotiating Committee (INC-5) meeting intended to yield a legally binding global treaty in Busan, South Korea, was meant to be the final one. The most divisive issues included capping plastic production, managing plastic products and chemicals of concern, and financing to help developing countries implement the treaty. An option proposed by Panama, backed by more than 100 countries, would have created a path for a global plastic production reduction target, while another proposal did not include production caps. Plastic production is on track to triple by 2050, and microplastics have been found in the air, fresh produce and even human breast milk.

A week after Saudi Arabia, the world’s top oil exporter, was accused of being a “wrecking ball” jeopardizing global climate talks, Saudi officials are leading an effort to block a United Nations deal to tackle plastic pollution, negotiators said. Delegates from more than 170 nations have been engaged in tense negotiations in Busan, South Korea, to draft a global plastic treaty that addresses the growing problem of plastic waste. Saudi Arabia, Russia and other producers of petroleum, which is used to make most of the world’s plastic, have pushed back against measures that would address plastic pollution by placing curbs on excessive plastic production. The Saudis and their allies have also said they oppose any treaty that would start to list and phase out chemicals present in plastic that are thought to be harmful to health. In closed-door negotiations late Saturday, Saudi Arabia, along with other nations, was pushing to delete entire paragraphs from the treaty text on who should finance the costs of implementing the agreement, according to a delegate with direct knowledge of the proceedings.

"We have been seeing a consistent shortage of seafarers," Rhett Harris, senior manning analyst at Drewry, told CNBC. The Philippines, China, Russia, Ukraine and Indonesia are the largest suppliers of the world's seafarers, according to the most recent seafarer workforce breakdown report by the International Chamber of Shipping (ICS) and BIMCO in 2021. Before Russia's invasion of Ukraine in February 2022, Russian and Ukrainian seafarers made up almost 15% of the global shipping workforce, ICS data showed. Before global leaders take the problem of plastic pollution into their hands this month, Japanese manicurist Naomi Arimoto is putting it into her fingernails. “I became aware of environmental issues the moment I saw with my own eyes just how much plastic waste was in the ocean,” 42-year-old Arimoto said. “I thought it was horrifying.”An estimated 22 million tons of plastic waste is dumped into the environment each year, according to the International Union for Conservation of Nature. Arimoto opened a nail salon in her home in 2018 after a spinal condition forced her to give up her career as a social worker, and she’s been using Umigomi, or “sea trash,” to make nail art since 2021. To turn sea trash into treasure, Arimoto starts by rinsing the plastic in fresh water and then sorting it by color.
