After previous criticism at the International Atomic Energy Agency’s Board, it has stepped up its nuclear activities and reduced IAEA oversight. It has enough material enriched to lower levels for more bombs, but Iran denies seeking nuclear weapons. Grossi said on Wednesday he had asked Iran to cap that stock of 60% material and Iran had accepted his request. With the resolution passed, Iran is likely to respond. “If there is a resolution, it (Iran) will either increase its activities or reduce the agency’s access,” a senior diplomat said before the vote.

The United Nations’ nuclear watchdog agency censured Iran on Thursday evening for failing to cooperate fully with the agency’s monitoring and inspection, as the country is obligated to do under the Nuclear Nonproliferation Treaty. The censure by the International Atomic Energy Agency could lead to penalties against Iran, including renewed economic sanctions. The agency’s Board of Governors voted 19 to 3, with 12 abstentions, for the censure, despite intensive lobbying by Iran and its foreign minister, Abbas Araghchi. The three votes against were cast by Russia, China and Burkina Faso. Mr. Araghchi promised that Iran would retaliate if the resolution passed, most likely choosing to accelerate its enrichment of uranium to levels close to bomb grade, rather than putting a cap on that enrichment.

CNN —Up to 600 people were shot dead in a matter of hours by al Qaeda-linked militants in an August attack on a town in Burkina Faso, according to a French government security assessment that nearly doubles the death toll cited in earlier reports. A series of coups across Mali, Burkina Faso and Niger led to the departure of French and American forces. The Russian mercenaries summoned by the juntas to bolster their grip have instead left a vacuum in which jihadists have thrived, says the assessment, given to CNN by a French security official. Reuters —Mali’s military junta has lifted a suspension on political party activities meant to safeguard public order, the council of ministers said late on Wednesday. “By taking this deterrent measure, the government was able to contain all the threats of public disorder that hung over this major event,” the council said in a statement. Given the focus was now on implementing the recommendations of the April 13-May 10 peace dialogue, the government will allow political parties to resume their activities, it said. Mali’s junta, which seized power in a second coup in 2021, reneged on a promise to hold elections in February, postponing the vote indefinitely for technical reasons. Political parties and civil society groups at the time reacted with anger to the junta’s decision not to hold the vote and called for a return to constitutional order.

Three West African countries have broken away from a 15-member regional bloc that has long ensured free movement of people and goods among its tightly knit economies, further destabilizing an area that is home to nearly 400 million people and threatened by violent insurgents. The leaders of Burkina Faso, Mali and Niger last weekend announced their “irrevocable and immediate” withdrawal from the bloc, the Economic Community of West African States, known as ECOWAS. The three countries, all ruled by military leaders friendly to Russia, span more than half of the bloc’s geographic area and are among its most populous. However, they are not the region’s largest economies, and as landlocked nations, all three depend on access to ports in coastal countries for overseas trade. “Our region is facing the risk of disintegration,” Omar Alieu Touray, the president of ECOWAS’s executive arm, said on Sunday.

Reuters —Unidentified armed men have killed around 40 people in an attack on a village in insurgent-plagued central Mali, local officials said on Tuesday. “It was a very serious attack, armed men surrounded the village and shot at people,” said Bankass Mayor Moulaye Guindo by phone. He was not able to share a death toll, but two local officials, speaking on condition of anonymity, said around 40 people were killed. Violence has spiraled in West Africa’s central Sahel region since the insurgencies took root in Mali and spread into neighboring Burkina Faso and Niger, killing thousands of people and displacing millions more. The insecurity has helped spur two coups in Mali, one in Burkina Faso, and one in Niger since 2020.

The US priority was first to remove sensitive equipment from Niger, a source familiar with the matter said. Much of the US military and equipment has been in Niamey at what’s known as Base 101. A source confirmed this flight was to withdraw military equipment and some personnel. The relationship between the US and the military junta grew increasingly strained as Biden administration officials called for a clear path to free and fair elections. The US was also forced to wait for the Nigerien military junta to approve flight clearances to withdraw personnel and equipment, an agreement which was only reached last month.

CNN —Burkina Faso’s military regime will extend its rule by five years under a new agreement reached during national consultations on Saturday, the talks’ chairman Colonel Moussa Diallo said on state television. A video of Traore signing the amended accord in front of a cheerful crowd was broadcast on Burkinabè state TV on Saturday. Most political party activities have been suspended in the country under the military rule. Burkina Faso, plagued by recurrent jihadist violence that has claimed thousands of lives for almost a decade, has seen two military coups in 2022. The first one in January brought Lieutenant-Colonel Paul Henri Sandaogo Damiba to power, before being himself overthrown in September of the same year by Captain Traoré.

CNN —Genetically engineered mosquitoes have been released in the tiny East African country of Djibouti to combat a surge in malaria infections caused by an invasive vector. Unlike most malaria-transmitting mosquitoes in Africa that breed in rural areas, Anopheles Stephensi thrives in urban environments, intensifying the public health challenge for predominantly urban Djibouti. “This mosquito poses a huge threat to our fight against malaria,” said Grey Frandsen, CEO of US-owned biotechnology firm Oxitec, which developed the gene-modified mosquitoes released in Djibouti. ‘Using mosquitoes to fight mosquitoes’Dubbed a method that “uses mosquitoes to fight mosquitoes”, Oxitec’s genetic technology targets female mosquitoes, which are predominantly responsible for malaria transmission. Although the rollout of genetically modified mosquitoes in Djibouti is only the second in Africa, the idea is drawing more interest on the continent.

The military had forced them and dozens of other villagers under a baobab tree. “They shot at us all,” said Daouda, a farmer who had survived for years in jihadist-controlled territory only to be shot at by the military that was supposed to protect him. The mass killings in Daouda’s village and a nearby hamlet in February were among the deadliest in a decade of upheaval in Burkina Faso, a country torn apart by the Islamist insurgencies that have swept across parts of western Africa. Mali said on Monday that it had killed a high-value Islamist commander who helped lead a 2017 attack in which four American and four Nigerien soldiers were killed alongside an interpreter. The U.S. State Department had put a $5 million bounty on the head of the commander, Abu Huzeifa — a member of an affiliate of the Islamic State — after his participation in an attack in Tongo Tongo, Niger, on American Green Berets and their Nigerien comrades. At that time, the attack was the largest loss of American troops during combat in Africa since the “Black Hawk Down” debacle in Somalia in 1993. In a post on social media on Monday, Mali’s armed forces said that on Sunday they had “neutralized a major terrorist leader of foreign nationality during a large-scale operation in Liptako” — a tri-border region that contains parts of Mali, Burkina Faso and Niger.

Reuters —Burkina Faso’s military in February summarily executed about 223 villagers, including at least 56 children, as part of a campaign against civilians accused of collaborating with jihadist militants, Human Rights Watch (HRW) said on Thursday. The spokesperson for the Burkina Faso government did not respond to phone calls seeking comment on the HRW report. Retaliatory attacksRights groups have previously accused the military in junta-ruled Burkina Faso of attacking and killing civilians suspected of collaborating with militants in retaliatory operations. Burkina Faso is one of several Sahel nations that have been struggling to contain Islamist insurgencies linked to al Qaeda and Islamic State that have spread from neighboring Mali since 2012, killing thousands and displacing millions. The Pentagon will withdraw dozens of Special Operations forces from Chad in the next few days, the second major blow in a week to American security and counterterrorism policy in a volatile swath of West and Central Africa, U.S. officials said on Thursday. The decision to pull out about 75 Army Special Forces personnel working in Ndjamena, Chad’s capital, comes days after the Biden administration said it would withdraw more than 1,000 U.S. military personnel from Niger in the coming months. The Pentagon is being forced to draw down troops in response to the African governments’ demands to renegotiate the rules and conditions under which U.S. military personnel can operate. Both countries want terms that better favor their interests, analysts say. The decision to withdraw from Niger is final, but U.S. officials said they hoped to resume talks on security cooperation after elections in Chad on May 6.

Abuja, Nigeria CNN —African leaders discussed anti-terrorism solutions on the continent during a high-level security summit in the Nigerian capital Abuja Monday amid a rise in terror attacks. According to the African Center for the Study and Research on Terrorism (ACSRT), Africa witnessed an average of eight terror-related incidents and 44 daily casualties in 2023. Nigeria’s National Security Adviser and organizer of the summit, Nuhu Ribadu, emphasized the urgent need to combat terrorism in Africa. Nigeria’s President Bola Ahmed Tinubu, the chair of the West African regional bloc ECOWAS, urged the proper establishment and strengthening of a regional standby military force. “The moment has come to work out an all-encompassing Continental Strategic Plan of Action to effectively fight against terrorism across Africa,” Faki said.

The intensifying military cooperation between Russia and Niger is central to the dispute between the US and the Nigerien junta, officials said. Russia and Niger agreed to strengthen their military ties in January, Russia’s Defense Ministry said at the time. If the US were forced to withdraw, counterterrorism efforts across the region could take a hit, officials said. In return, Russia is profiting off the region’s natural resources, another official said, including the gold mines in Niger. Several European countries shared this goal, offering a measure of support to the junta, the official noted.

Drones recently supplied to Sudan by Iran are already making an impact in that country's brutal civil war. Similar types of drones played decisive roles in turning the tables in two previous African civil wars in recent years and could do so again. "It should come as no surprise that these drones are being used in wars around the world," Rogers told BI.
