BEIJING — A former student went on a stabbing rampage at a vocational college in eastern China on Saturday, killing eight people and wounding 17 others, police said, adding it appeared the suspect was angry over not getting his graduation certificate and failing an exam. "I do think for many brands it probably will have turned out a bit better than they thought, but on a low level. The policies will reduce hidden debt from 14.3 trillion yuan to 2.3 trillion yuan by 2028, Lan said. BEIJING — A closely watched meeting of China's parliament standing committee on Monday reviewed a proposal to raise the local government debt limit, according to state media. New debt would go toward replacing hidden debt, the report said, noting that Finance Minister Lan Fo'an spoke at the meeting on the plan. Lan indicated at a press conference last month that an increase in the local debt limit was in the works. Local authorities in China have historically been responsible for much of public services spending, but have struggled financially as revenue from land sales to developers has dropped. China has about 50 trillion yuan to 60 trillion yuan (about $7 trillion to $8.45 trillion) in outstanding hidden debt, according to Ting Lu, chief China economist at Nomura.

BEIJING — China's official purchasing managers' index for October came in at 50.1, in expansionary territory for the first time since April, according to National Bureau of Statistics data released Thursday. The last time the PMI was above the 50-point line that determines contraction from activity was in April, with a reading of 50.4. Raw materials inventory ticked up to 48.2, still in contraction territory, along with employment at 48.4, which was mildly better than the prior month. The statistics bureau's PMI for non-manufacturing activity rose to 50.2 in October. The employment portion of the non-manufacturing PMI climbed by 1.1 percentage points to 45.8.
