A little more than four years ago, the Supreme Court delivered a surprise victory to L.G.B.T.Q. Rejecting the position of the Trump administration, the court ruled by a lopsided margin that a federal civil rights law protected transgender people from workplace discrimination. In the intervening years, transgender rights have become a ferocious battleground in the culture wars, and controversies over health care, bathrooms, sports and pronouns played a prominent role in the presidential campaign. But the Supreme Court has had only glancing encounters with such issues since the employment discrimination case in 2020, which featured a majority opinion from Justice Neil M. Gorsuch, Mr. Trump’s first appointee to the court. That will change on Wednesday, when the court hears its second major case on transgender rights, a challenge to a Tennessee law that prohibits some medical treatments for transgender youths.

John Leung was an unlikely spy. In Houston, where he often traveled, they knew him as a political organizer in the city’s vibrant Chinese community. In fact, Mr. Leung was an informant for the F.B.I., gathering intelligence on China, according to two senior United States officials. That work landed him in Chinese custody in 2021, after he traveled to the mainland at the age of 75. He was later sentenced to life in prison, a first in decades for an American accused of espionage.

to adhere to traditional Senate vetting standards that Mr. Trump has threatened to skip. The latest was announced on Saturday, when Mr. Trump disclosed that he intended to name Kash Patel, a loyalist and right-wing provocateur, as director of the F.B.I. “In particular,” Mr. Schumer wrote to Mr. Thune, “we commit to working in a bipartisan fashion to process each nominee by reviewing standard F.B.I. background-investigation materials, scheduling hearings and markups in the committees of jurisdiction, and considering nominees on the Senate floor.”The letter comes as Mr. Trump has threatened to skirt the Senate and install some of his nominees during recesses, and some Senate Republicans have suggested that he should do so to get around resistance from Democrats. background checks for his nominees in favor of vetting by private security firms, a notion that some Senate Republicans have also embraced in recent days.

A new law gives some sex workers in Belgium more protection from exploitation and violence and more social benefits than any other similar legislation in the world, rights researchers and advocates say. Belgium decriminalized sex work in 2022, a first for Europe. Under this new labor law, which passed in May and took effect on Sunday, sex workers can choose to sign a formal employment contract — although they do not have to do so. “It is the most comprehensive labor law related to sex work that we have seen globally,” Erin Kilbride, a researcher at Human Rights Watch who focuses on women’s rights and L.G.B.T.Q. A labor contract will give sex workers of all genders, as it does other employees, broader access to the country’s robust social security system, including paid maternity leave and sick leave, unemployment aid and the ability to make pension contributions.

Replace the national security work force with “people who won’t undermine the president’s agenda.”These are among a long list of changes Kash Patel recommended in his 2023 book, “Government Gangsters.” President-elect Donald J. Trump has now said he intends to make Mr. Patel the next F.B.I. Mr. Trump had wanted to install Mr. Patel as deputy F.B.I. director during his first term, but Attorney General William P. Barr, who portrayed him as manifestly unqualified in his own memoir, told the White House that Mr. Patel would become deputy F.B.I. director “over my dead body.”Mr. Barr has since been banished from Mr. Trump’s circle, and Mr. Patel’s book and other past statements are coming under fresh scrutiny as a guide to his aspirations. Some of what he has said is hyperbole, but other things would be within his power should he be confirmed by the Senate.

Mr. Trump’s announcement on Saturday that he intends to replace Christopher A. Wray, the current F.B.I. director, who still has three years left on his 10-year term, with Mr. Patel has stunned Democrats and many in the national security establishment. Mr. Patel has said he would launch a sweeping campaign of retribution against F.B.I. While Republican Senate leaders remained quiet on Sunday, other senators in Mr. Trump’s party expressed their support. Senator Bill Hagerty, Republican of Tennessee, said he had encouraged Mr. Trump to appoint Mr. Patel.

In his statement, Mr. Biden said, “I hope Americans will understand why a father and a president would come to this decision.”After Mr. Biden announced the pardon, Hunter Biden issued a statement of his own. “I said I’d abide by the jury decision,” Mr. Biden told reporters during the Group of 7 summit in June. Legal analysts had said it was possible that the president’s son could receive a year or less behind bars or even probation. Over the weekend, Mr. Trump said that he would nominate Charles Kushner to be the U.S. ambassador to France. Mr. Biden had been set to remain free on bond until his sentencing hearing, which was scheduled for mid-December.

Few people tapped for any top federal post, much less a job as vital as F.B.I. director, have come with quite so much bravado, bombast or baggage as Kash Patel. On Saturday, Mr. Patel, 44, a Long Island-born provocateur and right-wing operative, was named by President-elect Donald J. Trump to lead the F.B.I., an agency he has accused of leading a “deep state” witch hunt against Mr. Trump. The announcement amounted to a de facto dismissal of the current director, Christopher A. Wray, who was appointed to the job by Mr. Trump and still has almost three years left on his 10-year term. Mr. Patel’s maximum-volume threats to exact far-reaching revenge on Mr. Trump’s behalf have endeared him to his boss and Trump allies who say the bureau needs a disrupter to weed out bias and reshape its culture.

In choosing Sheriff Chad Chronister of Hillsborough County, Fla., to run the Drug Enforcement Administration, President-elect Donald J. Trump opted for someone with a substantial record in local law enforcement but virtually no experience with the complex international investigations for which the agency is known. But when Mr. Trump announced his D.E.A. pick on Saturday on social media, praising Sheriff Chronister’s “countless commendations and awards,” some longtime D.E.A. agents and officials started trading messages that simply read, “Who?”Mr. Trump’s D.E.A. And unlike Kash Patel, the loyalist whom Mr. Trump wants to take control of — or perhaps a wrecking ball to — the bureau, it does not appear that Sheriff Chronister was chosen to wreak vengeance on the president-elect’s enemies inside the D.E.A.

CNN —President Joe Biden made history Sunday when he granted a pardon to his son Hunter Biden for criminal convictions on gun and tax charges. With the pardon, Biden broke a clear public promise not to interfere with the justice system on his son’s behalf, something that will now stain his presidential legacy. She told me the framers did not anticipate the pardon power being used for close relations. In issuing the pardon for his son, Biden said Americans should still believe in the justice system. It’s in these final weeks in office that presidents frequently use their pardon power in the most controversial ways.

Kash Patel, President-elect Donald J. Trump’s choice as director of the F.B.I., does not have the typical background for that position. A former federal prosecutor and public defender, he has little management or law enforcement experience. Mr. Trump said in his social media post announcing his choice for the F.B.I. Mr. Patel spent about three years as a terrorism prosecutor at the Justice Department. In fact, Mr. Patel was a junior Justice Department staff member at the time, and he was not part of the trial team.

President-elect Donald J. Trump said on Saturday that he wants to replace Christopher A. Wray, the F.B.I. director, with Kash Patel, a hard-line critic of the bureau who has called for shutting down the agency’s Washington headquarters, firing its leadership and bringing the nation’s law enforcement agencies “to heel.”Mr. Trump’s planned nomination of Mr. Patel has echoes of his failed attempt to place another partisan firebrand, Matt Gaetz, atop the Justice Department as attorney general. It could run into hurdles in the Senate, which will be called on to confirm him, and is sure to send shock waves through the F.B.I., which Mr. Trump and his allies have come to view as part of a “deep state” conspiracy against him. Mr. Patel has been closely aligned with Mr. Trump’s belief that much of the nation’s law enforcement and national security establishment needs to be purged of bias and held accountable for what they see as unjustified investigations and prosecutions of Mr. Trump and his allies. Mr. Patel “played a pivotal role in uncovering the Russia, Russia, Russia Hoax, standing as an advocate for truth, accountability and the Constitution,” Mr. Trump said in announcing his choice in a social media post.

It was an early case of Donald J. Trump seeking retribution through the Justice Department. In the first year of Mr. Trump’s first presidency, Attorney General Jeff Sessions appointed a top federal prosecutor to review whether the F.B.I. had failed to fully pursue investigations involving Hillary Clinton, including an inquiry into the Clinton Foundation’s ties to a Russian uranium mining operation. The appointment of the prosecutor, John W. Huber, the U.S. attorney in Utah, was championed by many on the right eager to turn the spotlight away from Mr. Trump’s ties to Moscow. Mr. Trump’s grievance-laden campaign rhetoric has left many current and former agency officials fearful that he will seek to turn it into a department of revenge aimed at foes inside and outside government.

For several years, we were the Republican and Democratic counsels who reviewed presidential nominees’ background checks for the Senate Judiciary Committee. We know how the confirmation process is supposed to work and how important F.B.I. That’s why we’re appalled by reports that the new Republican-led Senate and the incoming Trump administration may dispense with it. background checks and even Senate confirmation itself via mass recess appointments, made by the president when the Senate is not in session, never would have flown with past iterations of the Judiciary Committee, regardless of which party was in charge. In our time working on the Judiciary Committee, we reviewed hundreds of nominations.

A judge on Wednesday found New York City in contempt for failing to staunch violence and brutality at its jails, a scathing ruling that puts the troubled Rikers Island jail complex on the verge of a federal takeover. It would not involve a takeover by the Justice Department, nor would the city’s jails become part of the federal Bureau of Prisons. Nineteen people died in custody at Rikers Island in 2022. There has been “no substantial reduction in the risk of harm currently facing those who live and work in the Rikers Island jails,” the judge wrote. Under a plan approved by the city council in 2019, New York City is legally required to shutter Rikers Island and replace it with four smaller and more modern jails by 2027.

The tariffs might also violate the very trade agreement Trump negotiated with Mexico and Canada during his first term. This is not what the Constitution envisionedAfter all, the Constitution specifically gives Congress, not the president, the power to “regulate Commerce with foreign Nations.”How does Trump have the power to impose tariffs without any input from Congress? It’s pretty much the opposite of what’s in the Constitution, and it didn’t happen right away. In 1934, they passed the Reciprocal Trade Agreements Act, which gave the president power to lower import duties for countries with which the US had trade agreements. In the 1970s, Congress gave the president new trade promotion authority power to negotiate trade agreements and then have Congress ratify them without amendment.
