CNN —Snowfall is declining globally as temperatures warm because of human-caused climate change, a new analysis and maps from a NOAA climate scientist show. There has already been a 2.7% decline in annual global snowfall since 1973, according to Brettschneider’s analysis of data from the European Union’s Copernicus Climate Change Service. The increase in snowfall in the Northeast seen on the maps illustrates the complicated nature of changing precipitation patterns with climate change, scientists told CNN. “Even though the total snowfall trend was positive, the days per year with snowfall trend is negative,” Brettschneider told CNN. Managing water with less snowUnderstanding the implications of less snowfall on the global water supply is far more complicated than simply saying less snow falling means less available water, Mankin said.

Whatever the fate of the villages dotted across the Atlas Mountains, the example of Agadir shows just how difficult it is to repair the trauma of a devastating earthquake. Every year around the end of February, the anniversary of the disaster, a commemoration occurs. The graveyard sits on a hill that once was a neighborhood of Agadir. Not much remains from that time: some trees, a disused hospital and the ruins of collapsed homes. Sometimes visitors come to ask him to help them locate the grave of a loved one.

By David LawderMARRAKECH, Morocco (Reuters) - U.S. Treasury Secretary Janet Yellen on Tuesday said her government, the International Monetary Fund (IMF)and the World Bank would support Morocco's earthquake rebuilding efforts, praising the country's resilience in hosting the institutions' annual meetings this week. "We stand ready to help in any way that is helpful as you go about the rebuilding process," Yellen told reporters in Marrakech, reading handwritten remarks. She did not specify what assistance would be offered but added that support for Morocco would be discussed at the IMF and World Bank meetings in Marrakech. Yellen toured the Bin Youssef high school in Marrakech, which was quick to take on students displaced from damaged schools in villages hit by the Sept. 8 earthquake. Morocco also has a $5 billion IMF flexible credit line that it can draw on.

It wants the meetings to go on and feels it’s able to do what’s necessary,” she said.

A 6.8 magnitude earthquake struck on Sept 8, killing more than 2,900 people, mostly in the hard-to-reach villages of the High Atlas mountains. The plan would target 4.2 million people in the worst-hit provinces of Al Haouz, Chichaoua, Taroudant, Marrakech, Ouarzazate and Azizlal, the royal palace said, following a meeting of King Mohammed VI with government and army officials. The royal palace said the plan would be funded by the govenrment's budget, international aid and by a fund set up in response to the quake.

He told CNN the financial assistance would be a significant help for people living in the mountains. Back in Tinzert, Khadija Ait Si Ali said that for now, she was just trying to focus on her baby and get through each day. Ait Si Ali said she felt lost with nobody to turn to.

Questions have swirled over whether the IMF and World Bank would still hold their annual meetings in Morocco's tourist hub of Marrakech since a devastating, 6.8-magnitude earthquake struck in the High Atlas Mountains, killing more than 2,900 people. Marrakech, 45 miles (72 km) from the quake's epicenter, suffered some damage in its ancient Medina quarter, but Moroccan officials have pressed the IMF and World Bank to proceed with the gathering, which would bring some 10,000-15,000 to the city. "The Moroccan authorities are fully committed to the meetings," Georgieva said in her first public comments on the matter since the disaster. In describing discussions with Moroccan Prime Minister Aziz Akhannouch, Georgieva expressed concern that the IMF and World Bank "don't want to be a burden" to the country as it deals with recovery efforts. Morocco also has access to a $5 billion flexible creditline from the IMF, approved in April, that is aimed at strengthening the countries' crisis prevention capabilities.

Before the tourists came to marvel at the valley cradled in Morocco’s Atlas Mountains, with its arid red slopes splashed with lush green and its deep-blue lake, the only living to be made was in olive farming, and not much of a living at that. Then came the modest little hiking lodge and the luxury resort, and the quasi-palace owned by Richard Branson and the inns set up by the people of the Ouirgane Valley, many of whom are members of the Amazigh ethnic group, more commonly known as Berbers. As more and more tourists discovered over the last few decades that the area was only an hour’s drive from the city of Marrakesh, the residents of villages like Ouirgane got jobs as guides for mule riding and hiking, drivers, waiters, hoteliers, restaurateurs and more. Many were able to move back home from Moroccan cities like Marrakesh and Essaouira, where they had taken jobs to support families in their villages.

Hopes were fading of finding survivors alive in the rubble of a powerful earthquake that struck Morocco, as rescue efforts entered a fourth day on Tuesday with the death toll creeping up to nearly 2,900 people. The quake on Friday night with a magnitude of at least 6.8 was centered in the High Atlas Mountains, not far from the major city of Marrakesh. It was the most powerful to strike that area in at least a century, flattening fragile mud brick houses in the poor, rural villages that were the hardest hit. Morocco’s government has drawn some criticism for what has been seen as a sluggish response and a seeming reluctance to accept a deluge of offers to send in expert international teams and aid. But a government spokesman pushed back against that criticism late on Sunday, saying the authorities “were working to intervene quickly, effectively and successfully.”But King Mohammad VI, who calls the shots on all the most important matters of state in Morocco, and other authorities have released little information since the earthquake struck, updating casualty figures infrequently and making few public statements.

CNN —Nearly 3,000 people are dead, towns and villages are decimated and rescuers are trawling for survivors after a massive earthquake ripped through Morocco. The quake is the worst the country has suffered in decades and the full scale of its damage is yet to be understood. Friday’s disaster is the deadliest quake to hit Morocco in more than 60 years, according to EM-DAT, an international disaster database. In 1960, a 5.8 magnitude quake in Morocco with an epicenter in Adagir led to at least 12,000 deaths and 25,000 injuries. And in 1980, a 7.1 magnitude ground movement in Algeria followed by a tsunami caused more than 2,600 deaths and huge damage.

A government-run tent camp in the town of Asni has swelled overnight, with many more tents and makeshift facilities being built. But much of the help directed to these areas is privately organized by small groups of volunteers from across the country. They brought some of the supplies to a village in Ouirgane that was completely destroyed by the quake.
