In an indictment unsealed Wednesday, prosecutors said Nikhil Gupta paid someone he thought was a hit man $100,000 to murder the target, Gurpatwant Singh Pannun, an advocate for carving out an independent Sikh homeland from the north Indian state of Punjab.
