CNN —The International Criminal Court on Wednesday convicted an al Qaeda-linked leader of crimes against humanity and war crimes that took place in Timbuktu, northern Mali. Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud, who was a senior member of the Islamic Police, was recruited by al Qaeda leaders, the ICC said in a statement. Al Hassan was convicted by majority of directly committing, contributing to, or aiding and abetting crimes against humanity of torture and war crimes of torture and outrages upon personal dignity, the ICC confirmed. Al Hassan will remain in detention until he is sentenced in a separate hearing. Following a 2012 coup in Mali, Islamic extremists, some with ties to al Qaeda, capitalized on the country’s instability.

Since mid-November the rebels have been attacking commercial ships in the Red Sea and the Strait of Bab al-Mandab. The Red Sea is a vital waterway that connects to the Suez Canal, through which 10% to 15% of world trade passes. In its fight, the Houthi group has distracted from Yemen’s humanitarian crisis, shored up domestic and international support, and made its name known among those who knew little to nothing about the movement, they say. That narrative has taken hold among those who oppose the Gaza war the world over. Yemen’s civil war began in 2014, when Houthi forces stormed the capital Sanaa and toppled the internationally recognized, Saudi-backed government.

GAZA, Nov 3 (Reuters) - Israel struck an ambulance in Gaza City on Friday that it said was carrying militants, but which health authorities in the Hamas-controlled enclave said was evacuating wounded people from the besieged north to the south of the territory. Ashraf al-Qidra, spokesperson for the health ministry in Gaza, said the ambulance was part of a convoy that Israel targeted leaving al-Shifa Hospital, adding that "a big number" were killed and wounded but without giving figures. Qidra said Israel had targeted the convoy of ambulances in more than one location, including at al-Shifa Hospital gate and at Ansar Square a kilometer (0.6 miles) away. LONDON (AP) —The United States on Friday expanded its effort to cut off funding for Hamas, announcing a second round of sanctions against people and organizations linked to the group since it launched an attack on Israel that killed more than 1,400 people. The new sanctions highlight Iran’s role in providing financial, logistical and operational support to Hamas, the U.S. Treasury Department’s Office of Foreign Assets Control said in a statement. They include a Hamas representative in Iran and members of Iran’s Islamic Revolutionary Guard. The U.S. also sanctioned a number of organizations, including the Iranian Bonyad Shahid, also known as the Martyrs Foundation. They also block financial transactions with those designated and prohibit the contribution of funds, goods and services to them.

The United States Treasury Department announced a new round of sanctions targeting Hamas' fundraising network Friday, the department's second attempt to block Hamas' money supply since the Oct. 7 terrorist attacks that killed 1,400 Israelis and saw another 200 Israelis taken hostage. Speaking from Doha, he said Treasury officials have stepped up their efforts to stop the money flow to Hamas in recent days. "While Hamas itself has been under sanctions for decades, we must go after new, emerging shell companies, middlemen, and facilitators," he said. "If they do not act to prevent illicit financial flows, the United States and our partners will." The charity, "serves as a recruiting tool for terrorist activities," Treasury said in its sanctions announcement.

Israeli aircraft struck the compound of Al Ansar Mosque, located in a refugee camp in the West Bank city of Jenin, overnight. The Israel Defense Forces said the site housed underground bunkers used by Hamas to orchestrate and plan attacks. Palestinian news agency WAFA reported that two people were killed and three were injured, citing the Palestinian Red Crescent. Jenin refugee camp has long been a focus of Israeli military operations in the occupied West Bank. Strikes on mosques remain rare, however.

RAMALLAH, West Bank, Oct 22 (Reuters) - Israeli aircraft struck the Jenin refugee camp in the occupied West Bank early on Sunday, killing two Palestinians and wounding several others, Palestinian medics said. There was no immediate comment from the Israeli military on the air strike, which is at least the second to hit the West Bank in recent days. Violence in the West Bank has flared since Hamas gunmen carried out a deadly rampage in Israel on Oct. 7, drawing retaliatory bombardment on the besieged Gaza Strip. At least 84 Palestinians in the West Bank have been killed in clashes with Israeli forces, Palestinian officials say. The Palestinian Red Crescent ambulance service said the strike hit an area near al-Ansar Mosque in Jenin refugee camp, a Palestinian militant stronghold in the territory.
