Russia’s possible use of an intercontinental ballistic missile (ICBM) is a message to the West that it is has greater capabilities than previously displayed after a week of significant military operations and policy changes in both Ukraine and Russia. The West has for some time been concerned at a reciprocal Russian escalation in the war. This week, both US and British-French-made missiles have been fired into Russia by Ukraine, after US President Joe Biden gave Kyiv permission to use longer-range American missiles. In turn, President Vladimir Putin updated Russia’s nuclear doctrine — in a nuanced way, but still refined their policy to lower the threshold for use. Such an event would have elicited a very different reaction in Kyiv and the West.

CNN —President Vladimir Putin has updated Russia’s nuclear doctrine, two days after his US counterpart Joe Biden granted Ukraine permission to strike targets deep inside Russia with US-made weapons. Under the updated doctrine issued Tuesday, Moscow will consider aggression from any non-nuclear state – but with the participation of a nuclear country – a joint attack on Moscow. The Kremlin began this fresh round of nuclear saber-rattling Tuesday, saying the revised military doctrine would in theory lower the bar to first use of nuclear weapons. “An important element of this document is that nuclear deterrence is aimed at ensuring that a potential adversary understands the inevitability of retaliation in the event of aggression against the Russian Federation or its allies,” Peskov said. The change comes as the Kremlin responds to the Biden administration’s decision to allow Ukraine to use powerful long-range American weapons inside Russia, a move the Russian government has already signaled would be a dangerous escalation of the war in Ukraine.

CNN —A Russian man has been rescued after 67 days adrift on a small boat in the bitterly cold Sea of Okhotsk, Russian authorities said Tuesday. The man’s brother and his teenage son died in the ordeal, according to Russian state media RIA Novosti, who named the survivor as 46-year-old Mikhail Pichugin. The rescued man’s wife told Russian state media that his weight could have played a role in his survival, given he weighed about 220lbs (100 kg). She told RIA that Pichugin and his late brother and nephew had enough food to last for about two weeks. He is “in serious condition, emaciated, but conscious,” the director of the fishing company that stumbled upon the adrift boat told RIA.

CNN —Five members of a Russian expedition who went missing while attempting to climb Mount Dhaulagiri have been found dead, Russia’s embassy in Nepal told CNN on Tuesday. Initial investigations suggested the group of Russian mountaineers died “as a result of falling down a slope,” the embassy said. Dhaulagiri – which translates from Sanskrit to mean “White Mountain” - is the world’s seventh-highest peak, standing 8,167 meters (26,795 ft) above sea level, in the Himalayas in central Nepal. The fatality rate of Dhaulagiri is slightly more than 16%, making it one of the most dangerous mountains to climb. The Russian Mountaineering Federation told CNN that the trip was organized by a private organization.

Telegram, which Durov said had 950 million users, is used both as an everyday messaging tool and a way work around authoritative governments – but White supremacist groups and Isis also favor it. CNN —Russia’s lower house of parliament has proposed punishing Russian soldiers caught using smartphones while fighting in Ukraine, state media TASS reported, amid growing concerns that electronic devices can reveal troops’ location on the battlefield. According to a draft law supported by the State Duma Committee on Defense, carrying internet-connected cell phones whose data can identify Russian troops or the location of forces will be classified as a “gross disciplinary offense” punishable by up to 10 days of arrest. Both Russian and Ukrainian militaries have reportedly used enemy cell phones to identify targets during the war, scraping data from photos and messages to track coordinates and launch attacks. CNN —A Russian court has sentenced Alsu Kurmasheva, a Russian-American journalist, to six-and-a-half years in prison, state news agency TASS reported Monday. The hearing, which was held behind closed doors, found Kurmasheva guilty of spreading false information about the Russian army, making her just the latest US journalist to be convicted in the country in recent months. When asked about this possibility earlier Monday, spokesman Dmitry Peskov said: “I have no answer to this question. CNN —A verdict is expected in the coming hours in the espionage case of the Wall Street Journal reporter Evan Gershkovich, with Russian prosecutors seeking an 18-year prison sentence in what his employer and the US government have dismissed as a sham trial. Both countries have denied North Korean arms exports. The Kremlin has said that Russia hopes to build a partnership with North Korea “in all possible areas,” according to Russian state media. As well as withdrawing from the four occupied regions in eastern and southern Ukraine, Putin said Ukraine must demilitarize and that Western countries must lift their sanctions on Russia, which have damaged but not crippled its economy. Nearly 28 months later, Russia occupies around a fifth of Ukrainian territory, including the Crimean peninsula it annexed a decade ago. Moscow only controls these regions partially, but claimed the whole of each region was part of Russia’s territory in 2022. CNN —Russian prosecutors have sent the espionage case against the jailed American journalist Evan Gershkovich to court, accusing him of spying for the CIA. Gershkovich, the US government and his employer, the Wall Street Journal, have vehemently denied the charges against him. Less than two weeks after his arrest, Gershkovich was designated as wrongfully detained by the US State Department, which called for his immediate release. Ex-Marine Paul Whelan was arrested in 2018 and is also designated as wrongfully detained. Russian-American journalist Alsu Kurmasheva was detained in June 2023, Russian-American ballerina Ksenia Karelina was arrested in January, and American teacher Marc Fogel was arrested in August 2021.

Tbilisi, Georgia CNN —Georgia’s parliament has passed a controversial “foreign agents” bill despite widespread domestic opposition and warnings from the European Union that its enactment would imperil the country’s chances of joining the bloc. Many Georgians fear their foreign agents bill will be used the same way in their country. Georgia’s parliament now has 10 days to send the bill to President Salome Zourabichvili, who has already vowed to veto it. However, EU leaders have made it clear that the foreign agents bill’s passage would jeopardize Georgia’s chances of accession. Georgian law enforcement officers detain a demonstrator near the parliament in Tbilisi on May 14.
