On Monday, U.S. President Joe Biden signed an executive order establishing regulatory guardrails for the technology that looks set to upend humanity.
The announcement closes some of the rulemaking gap between the United States and its international counterparts.
But now, because of the lack of clarity, some firms are considering ditching the United States.
If important technologies do move outside of the United States, the country effectively loses its chance to steer development.
