ISIS-K, the Afghan branch of the Islamic State, directed an Afghan man’s foiled U.S. Election Day terror plot, according to two senior U.S. officials briefed on the matter. The revelation that a foreign terrorist organization was in communication with a would-be attacker inside the U.S. makes the alleged Election Day plot different from most terrorism cases in the past decade, most of which involved people self-radicalized online or self-directed attempts. The charging documents say Tawhedi told the FBI that he was communicating with a person named “Malik” and that he knew “Malik” was affiliated with ISIS. Tawhedi’s mother, who lives in Afghanistan, is believed to be an ISIS sympathizer, two U.S. officials said. In the France case, law enforcement officials told NBC News they had opened a preliminary investigation into a potential terror plot in France on Sept. 27.

Both Afghans are believed to have wanted to carry out the operations on behalf of ISIS, the officials said. French officials said the Afghan charged there was 22 years old but declined to name him. They also did not identify two other individuals who were also taken into police custody in France for questioning and released. Two sources with knowledge of the matter later told NBC News that Tawhedi worked as a security guard for the CIA in Afghanistan. A senior Biden administration official said Tawhedi had been screened twice but no derogatory information had been detected.

An Afghan man arrested on charges of planning a terrorist attack on Election Day worked as a security guard in Afghanistan for the CIA, two sources with knowledge of the matter told NBC News. “Every Afghan resettled in the U.S. undergoes a rigorous screening and vetting process no matter which agency they worked with,” the official said. The CIA undertook its own large-scale evacuation operation of Afghans who had worked for or helped the agency. Officials say humanitarian parole generally entails far less screening than a Special Immigrant Visa. Authorities say he planned the operation along with a juvenile co-conspirator, described as an Afghan citizen with legal permanent resident status.

An Afghan national living in Oklahoma was charged this week with conspiring to carry out a terrorist attack on Election Day on behalf of the Islamic State terrorist group, according to court documents unsealed Tuesday. Nasir Ahmad Tawhedi, 27, was arrested Monday in connection with conspiring and attempting to provide material support to ISIS and getting firearms and ammunition to execute a violent attack in the United States on behalf of the terrorist group. Tawhedi made his initial appearance Tuesday in the federal courthouse in Oklahoma City, Oklahoma, before U.S. Magistrate Judge Suzanne Mitchell. According to court documents, Tawhedi indicated in seized communications that he planned his attack for Election Day, on Nov. 5. Tawhedi allegedly made efforts to liquidate his family’s assets, resettle family members abroad, and obtain AK-47 assault rifles and ammunition, according to court documents.

CNN —The Justice Department announced charges Tuesday against an Afghan national who was allegedly plotting a terrorist attack in support of ISIS on Election Day in the United States. The juvenile has also been arrested, according to court documents. The indictment comes as the Justice Department has publicly – and repeatedly – said its focus is on protecting the November presidential election from foreign threats. Tawhedi’s alleged plot, which prosecutors say was aimed at targeting “large gatherings of people,” was foiled less than a month before voters head to the polls. They also cited a video found on the phone that prosecutors say showed the 27-year-old telling his child about the rewards a martyr receives in the afterlife.

The fate of 1.45 million refugees whose PORs expired at the end of June had previously been in doubt, with many fearing they’d be deported. But Pakistan’s Ministry of Foreign Affairs disputed the UN’s claims that Islamabad had put on hold its plan announced last October to deport undocumented Afghan refugees. CNN —Listening to music, smoking hookah, and getting a Western-style haircut are all punishable acts under the suffocating rule of the Taliban in Afghanistan, according to a new UN report. The Taliban’s so-called morality police have curtailed human rights – disproportionately targeting women and girls – creating a “climate of fear and intimidation,” said the report by the UN Assistance Mission in Afghanistan (UNAMA) published Tuesday. Moreover, the report said, the Taliban’s instructions are issued in a variety of formats – often only verbally – and are inconsistently and unpredictably enforced. However, reports from Afghanistan suggest the Taliban’s repressive control over women has led to a sharp rise in suicide attempts. But this is the global system we do have and, within it, some billionaires are behaving much more generously and ethically than others. Melinda French Gates is one of the good ones. French Gates has long been an advocate for family planning and women’s rights abroad, and now she’s dedicating $1 billion through 2026 to those issues. Female billionaires, in other words, are far more likely than male ones to give away substantial portions of their wealth. So yes, we can applaud the good billionaires who give their wealth away, even if we think that they are representative of a bigger inequality problem.

We passed row after row of pristine white tombs, the dead of all the just wars and unjust wars that made and remade this country, and my relative told us he found it quite moving; he hadn’t been expecting that. Perhaps he thought it’d be more bombastic, or obviously militaristic, and he was taken by the beauty and serenity and quiet dignity of the place. The Marines were trying to manage the chaos of the poorly planned evacuation of Afghans from Kabul — a humanitarian mission at heart, trying to help those we were abandoning. The blast killed the aid worker and his relatives, seven of whom were children. The sort of people those Marines died trying to help.

CNN —Authorities in western India have launched an investigation after far-right Hindus allegedly attacked foreign university students offering prayers during the Islamic holy month of Ramadan, as religious tensions simmer ahead of a crucial general election. One eyewitness told CNN the students were offering prayers when a group of people arrived and repeatedly told them to stop, while chanting Hindu slogans. “One of the students got up and slapped a member of the group,” the Gujarat University student, who does not want to be named out of fear of retribution, told CNN. We request the university to shift us to a safe place.”Another student told Gujarat First News that the university had given them permission to pray on campus. Gujarat University vice chancellor Neerja A. Gupta confirmed clashes broke out between two groups after which some foreign students were injured.

Rome CNN —A controversial plan agreed upon between Italian Prime Minister Giorgia Meloni and her Albanian counterpart in November to send boat migrants to Italian-run centers on Albanian soil has passed the Italian Senate. The plan passed on a vote of 93 to 61. It is unlawful under EU law to immediately deport a migrant or refugee until their application for asylum is processed. The centers will be built with Italian funds and staffed with Italian civil servants to process up to 3,000 asylum applicants a month. In 2023, more than 157,000 people reached Italy by boat, according to Italian interior ministry data.

The bodies have all been retrieved from the river since 2017 and buried in local cemeteries in three border towns of eastern Bosnia. Dr. Vidak Simic examined more than 40 corpses of migrants and refugees so far retrieved from the river. Under local laws, bone samples are taken from unidentified bodies before they are buried in paupers' graves. However, Simic has been keeping the unnamed migrants’ bone samples long past the time required by the law. At the cemetery in Bijeljina, where nearly half of all the unidentified migrants pulled out of Drina so far are buried, 41 trees were planted and a memorial for the drowned was erected.
