Republicans will keep control of the House of Representatives, NBC News projected Wednesday. Going into the election, House Republicans aimed to expand their razor-thin majority of 220 seats, compared to the 212 held by Democrats. That threadbare GOP majority gave Democrats high hopes to flip the chamber. Despite the massive fundraising effort, Democrats failed to gain the 218 seats needed for control of the House. Here's a look at some of the key counties to watch across the seven presidential battleground states, ordered by the state's final poll closing time (in Eastern Standard Time). Mitt Romney won more than 80% in Forsyth in 2012, but Trump won just two-thirds of the vote there eight years later. In 2020, Joe Biden won this county by only 4 points over Trump, while Hillary Clinton carried it by 13 points in 2016. While Trump won it by 3 points in 2016, Biden won Maricopa by 2 points four years later. And that Democratic gain helped the party flip Wisconsin in 2020, given that Biden won the state by just 20,000 votes.

Abortion is the most-mentioned topic in Democratic closing ads, followed by immigration, health care, bipartisanship, and taxation, according to an analysis of more than 300 TV ads from candidates and joint ads they ran with party committees. The analysis looked at ads, tracked by AdImpact, that aired Wednesday in competitive House and Senate races. Immigration is the top topic in Republican ads, followed by Vice President Kamala Harris, taxation, President Joe Biden, and candidate character. Democratic Sen. Tammy Baldwin and Republican Eric Hovde sparred over abortion rights and economic issues Friday night during their first and only debate of a hotly contested Wisconsin Senate race that has tightened just weeks before Election Day. “Look, it’s been brought back to our state,” Hovde said during the exchange. It’s very clear that he has never read Roe v. Baldwin won her 2012 Senate race by more than 5 percentage points and her 2018 re-election contest by nearly 11 percentage points, demonstrating her appeal in rural areas. Three Senate Democratic candidates — Ohio Sen. Sherrod Brown, Maryland’s Angela Alsobrooks and Michigan Rep. Elissa Slotkin — raised more than four times as much as their Republican opponents during that period. Democratic House and Senate candidates raised eye-popping sums from July through September, according to new reports filed with the Federal Election Commission. Democrats outraised Republicans in all 11 competitive Senate races and in all but one of the 26 “toss-up” House races. Three Senate Democratic candidates — Ohio Sen. Sherrod Brown, Maryland’s Angela Alsobrooks and Michigan Rep. Elissa Slotkin — raised more than four times as much as their Republican opponents during that period. Senate Democratic candidates spent a combined $244 million to Republicans’ $91.5 million. And House Democratic candidates in races rated as “toss-ups” or “leaning” toward one party spent $132 million to Republicans’ $61.6 million.

And they are long-shot races, especially during a presidential election, when ticket-splitting isn’t as common as it used to be. In Florida and Texas, Democrats are focusing on state abortion bans to try to push beyond their recent losses in those states. Cruz’s campaign spent almost $5 million on ads in September and $4 million in the first 10 days of October. The spending disparity is less stark in Florida, where in September Mucarsel-Powell’s campaign spent $8.6 million and Scott’s campaign spent $2.1 million. In Maryland, the Senate race features a similar dynamic, with the race rated by Cook as “Likely Democrat,” even though Harris is expected to win there easily.

While Republicans don’t need to win Nevada to flip the Senate, the state could help dictate the size of a GOP majority. Rosen told NBC News before addressing the Culinary Union that voters have a “clear choice” in the Senate race. “I think Sam Brown is just too extreme, and I want to continue being that pragmatic problem solver, that bipartisan senator who gets results for Nevada,” Rosen said. “It’s a massively missed opportunity,” said one Nevada Republican operative who requested anonymity to speak candidly about party strategy. The (Donald) Trump campaign, on the other hand, is looking to the Sun Belt. Instead of knocking on doors in key states, Trump’s allies are using funding from tech billionaire Elon Musk to do some nontraditional things. But some things are still going to be much more expensive on Election Day than they were when Trump was president. It’s one month to Election Day, but that’s a little bit of a misnomer. No matter what happens with the 2024 election, Trump is unlikely to accept the results if Harris wins.

Some of the ads feature doctors speaking passionately about abortion and saying that Republican candidates shouldn't represent "us" or "our" communities in Congress. But in at least four instances, House Majority PAC, a super PAC aligned with House Democratic leadership, featured Republican-blasting doctors in their ads who did not live in the district where they were advertising. The path to the House majority runs through all four of the districts where these ads ran. Since then, both doctors and patients have often become key personal messengers on abortion for Democrats. But Republicans blasted House Majority PAC over the ads, calling them misleading and accusing the group of spreading falsehoods about GOP incumbents and candidates.

In the seven most competitive Senate races, Democratic campaigns and outside groups launched 33 TV ads on abortion just in the last week, according to the ad-tracking firm AdImpact. Just one Republican ad, a Spanish-language spot from an outside group targeting Democratic Sen. Jacky Rosen of Nevada, mentioned abortion. Some Republicans warned that the party's failure to counter abortion attacks cost them crucial seats that year. In Arizona, Republican Senate candidate Kari Lake has softened her position on abortion rights. The number of Republican women in the House has tripled to a record 36, including two nonvoting members. Others involved in the effort to boost GOP women are also hopeful they can reach a new milestone this year. The number of House candidates has dropped overall since 2022, a redistricting year that brought a surge of new candidates. New Hampshire voters will head to the polls Tuesday for a primary that will set up the matchup for one of just two governor’s races in presidential battleground states this year. In addition to North Carolina, New Hampshire is the only other swing state to hold a race for governor this election cycle. “I think that helps people in New Hampshire realize that Kelly Ayotte is a New Hampshire Republican, not a straight party loyalist,” Williams said. In New Hampshire, abortion is banned after fetal viability, or around the 24th week of pregnancy. “We’ve seen in the last few years that governors and state leadership sort of make or break it when it comes to protecting abortion rights,” Levy said.

In the NYT/Siena poll, 25% of likely voters said Harris represents major change and 15% said she represents minor change, while 55% said she represents more of the same. That’s compared with 53% of voters who see Trump as representing major change, 8% as minor change, and 34% as more the same. Breaking barriers in Delaware: State Sen. With President Biden out of the 2024 race, Democrats aren’t just hoping to win the presidency. He ran behind congressional Democrats in polls. He could have cost his party otherwise winnable House and Senate races by causing Democratic-leaning voters to stay home. “And so they might not have shown up.”Much of what Kamala Harris and Donald Trump would do as president depends on which party controls Congress. The race for the Senate favors Republicans, but if Democrats forestall a wipeout, they could at least limit the G.O.P.’s agenda.

Ethics Chairman Michael Guest, R-Miss., had filed a resolution before the Thanksgiving break to expel Santos from Congress. When the House returns on Tuesday, Guest could move to force a vote on his resolution later in the week. Earlier this month, Santos easily survived an effort by his fellow New York Republicans to oust him from office. Speaking to reporters in Sarasota, Florida, Johnson said "it remains to be seen" if there will be an expulsion vote this week. "I will stand for expulsion," Santos said on X Spaces.

The effort to expel GOP Rep. George Santos is picking up after a damning Ethics Committee report released Thursday. And if it happens, Santos' expulsion could lead to a hotly contested special election in New York. That special election must occur between 70 and 80 days after the proclamation is issued. It appears a special election would not involve a primary, but rather that members of the county party committees would select their nominees. Two other Democratic candidates who are among the top fundraisers include former state Sen. Anna Kaplan and Army veteran Austin Cheng.
