Matt Gaetz’s withdrawal Thursday as a candidate for attorney general illustrates the roadblocks President-elect Donald Trump could face as he attempts to convert his campaign of “retribution” into a governing coalition capable of working within the realities of Washington. In Gaetz, Trump would finally get the loyal attorney general he felt like he never had in his first term. But it was a tough sell from the moment Trump announced Gaetz as his choice eight days ago — in a pick that shocked much of Washington. In the end, it was the “combination of the ethics report and opposition among Senate Republicans,” that doomed Gaetz’s candidacy, a senior Senate aide told NBC News. Before Gaetz’s withdrawal Thursday, Trump allies were pushing hard on GOP senators and other ambitious Republicans to publicly support his embattled Cabinet picks.

Ukraine says Russia launched an intercontinental ballistic missile overnight targeting Dnipro city in the central-east of the country, which, if confirmed, would be the first time Moscow has used such a missile in the war. It said an intercontinental ballistic missile was fired at Dnipro city along with eight other missiles, and that the Ukrainian military shot down six of them. The attack comes two days after Russian President Vladimir Putin signed a revised nuclear doctrine that formally lowers the threshold for the country's use of nuclear weapons. Ukraine on Tuesday fired several American-supplied longer-range missiles and reportedly fired U.K.-made Storm Shadows on Wednesday into Russia. While the doctrine envisions a possible nuclear response by Russia to a conventional strike, it is formulated broadly to avoid a firm commitment to use nuclear weapons and keep Putin's options open.

AdvertisementTrump wants the power to refuse to spend federal dollars that Congress has already approved. Impoundment has been floated as one way that Trump could singlehandedly enact DOGE's recommended cuts to the federal budget. Meanwhile, lawmakers on Capitol Hill — including those on the House and Senate Appropriations Committees that control government spending — don't seem concerned about Trump's impoundment power grab just yet. He added that there "would be a problem" if Trump tried to impound funding approved by both chambers of Congress. At 5,525 miles, it is the longest border between any two countries. And that border — separating the United States and Canada — seems set to become a flashpoint between the close allies as President-elect Donald J. Trump prepares to take power. The Canadian authorities fear that Mr. Trump’s promised mass deportations will push migrants north, while allies of the incoming president headed for key roles in his administration have raised alarms over a recent spike in undocumented migrants crossing from Canada to the United States. The northern border is also a focus of people named to top positions in the Trump administration, including his new border czar, Tom Homan. He has described the frontier as a major security vulnerability because of what he described as insufficient checks on people entering the United States.

Deportation often hinges on diplomacy – and has been a steep challenge for the US when dealing with countries where there are frosty relations. Taken together, it’s a return to a hardline approach meant to get countries receiving deportees to comply and attempt to curb migration. But sources close to and involved in discussions argue they’ve identified the incentives and pressure points to have countries cooperate. The executive actions and reviews underway by the Trump team include the return of the program informally known as “remain in Mexico,” which requires migrants to stay in Mexico during their immigration proceedings in the US. “A second-term Trump administration will expand ‘burden-sharing’ deals with Honduras, Guatemala and El Salvador that cut off pathways to the US for asylum-seekers.

CNN —The International Criminal Court has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and a senior Hamas official, accusing them of war crimes during and after the October 7 attacks on Israel last year. While ICC warrants don’t guarantee arrests, they could significantly restrict Netanyahu’s ability to travel to ICC member states. The prime minister said at the time that “trust between me and the minister of defense has cracked.” Katz, who served as foreign minister until then, became defense minister. After an arrest warrant has been issued, the ICC sends requests for cooperation to member states. Previous leaders who have been faced with ICC arrest warrants have experienced limitations on their ability to travel, unable to pass through countries legally obliged to arrest them.

A pump jack at an oil lot connected to the Petroleos del Peru SA Talara refinery in Piura, Peru, on Wednesday, Dec. 13, 2023. Oil prices edged higher on Thursday due to supply concerns triggered by escalating geopolitical tensions amid the ongoing war between Russia and Ukraine. Gasoline inventories last week rose more than forecast, while distillate stockpiles posted a larger-than-expected draw. Adding to supply, Norway's Equinor said it had restored full output capacity at the Johan Sverdrup oilfield in the North Sea following a power outage. However, a slowdown in Chinese and global demand, coupled with rising output outside the group, have potentially thwarted this plan.

President-elect Donald Trump Wednesday named former Acting Attorney General Matt Whitaker as his pick for the next ambassador to the North Atlantic Treaty Organization (NATO), a key alliance that Trump derided for years. He served just three months in the position until Bill Barr was confirmed as attorney general. Before becoming acting attorney general, Whitaker served as chief of staff to Sessions when he was attorney general. Trump has long criticized NATO, accusing European allies of not contributing enough toward defense spending. In February, Hillary Clinton warned that Trump would seek to withdraw the U.S. from NATO if he were to be re-elected.

Russian President Vladimir Putin's broadened nuclear doctrine appeared to be a thinly veiled threat to the United States and its allies over their ramped-up support for Ukraine. The updated document includes a change that allows for Moscow to launch a nuclear strike if attacked by a nonnuclear country, such as Ukraine, that is supported by a nuclear state, such as the U.S. It was formally approved the same day that Kyiv used its first U.S.-supplied long-range ATACMS missiles against Russia. Defense Secretary Lloyd Austin told NBC News that he saw no indication that Moscow is imminently intent on using nuclear weapons. “He has rattled his nuclear saber quite a bit and this is dangerous behavior,” Austin said of Putin.

Kyiv, Ukraine CNN —It is a very specific and high-profile warning, so you would expect the information behind it to have been quite precise. The US Embassy in Kyiv has not closed since it relocated during the opening months of Russia’s invasion of Ukraine in 2022. But on Wednesday, it announced a one-day closure, citing “specific information of a potential significant air attack.” Kyiv endures air attacks on an almost nightly basis – but the US step suggested a fear of being potentially targeted. Ukrainian defense officials even derided a fake warning circulated widely on Telegram claiming a massive Russian air attack, as being crude Russian-produced misinformation. Residents in Kyiv struggled to reconcile the specific nature of the US warnings, with the quotidian daily threat they face.
