Russia has pledged to preserve an oil export cut of 300,000 bpd until the end of the year. Most recently Deputy Prime Minister Alexander Novak said that cut includes both oil and oil products. Russia banned oil product exports in the end of September resulting in higher oil exports in October. Still, the November refinery throughput plan could be adjusted, traders said, depending on the length of the oil product export ban and on domestic fuel prices. "Fundamentally we expect a decline in November Urals exports, though the oil product ban was something no one expected, so it is difficult to predict exports given such sudden government decisions," a source in Russian oil market said.

Speaking at an online briefing ahead of next week's U.S.-Japan Energy Security Dialogue, Pyatt also said the United States and its partners in the Group of 7 were committed to denying Russia any energy revenues. "It's very clear to me that Russia is never again going to be viewed as a reliable energy supplier," Pyatt told reporters. "In the case of our G7 partners in particular, we are also committed to work jointly to deny Russia future energy revenues, and target in particular investments and projects growing Russia's future energy revenue," he added. Russia has played down the impact of Western sanctions, saying they are used by the United States to eliminate Moscow as a competitor in global energy supplies. The Airbus A320 which had been flying from Sochi to Omsk with 167 people on board, landed safely in the field in western Siberia's Novosibirsk region on Sept. 12. Ural Airlines said a hydraulics fault was to blame. "According to the preliminary technical assessment of specialists, the aircraft is in good condition," Ural Airlines said in a statement. "Several options are being considered for the plane taking off from the field," Ural said, such as the plane's seats being removed to make the aircraft lighter. Ural Airlines did not respond to Reuters' questions about any contacts with Airbus, repair costs or any risks to its plan.

The diesel ban will have the biggest impact because Russia is the world's top seaborne exporter of the fuel, just ahead of the United States. Europe could also fill some of the gap left by the Russia gasoline ban. Northwest European suppliers, which lost market share in West Africa to Russian supplies this year, could step in, FGE said. Since banning Russian fuel imports, Europe has been seeking suppliers elsewhere, including from the Middle East. As a result, traders said they expected Northeast Asian refiners in China and South Korea to boost diesel exports to Europe.

The chairman of the Russian parliament's defence committee, Andrei Kartapolov, said in an interview with the official parliamentary newspaper that Russia could raise the upper age limit for conscription to 30 for this year's spring draft. Kartapolov later dismissed such an interpretation, saying there were no plans to increase the number of conscripts once the draft age has risen to 21. Western governments say Russia has lost tens of thousands of soldiers in nearly 11 months of fighting.

"The mobilisation declaration and the strengthening of geopolitical and sanctions risk are launching the second wave of the economic crisis," said Evgeny Suvorov, an economist at CentroCreditBank, expecting Russia's economic contraction to worsen in the final months of the year. But there was no acknowledgement of any link to his sudden partial mobilisation announcement on Sept. 21. "It was possible to count exclusively on human capital to pull the economy through, but now a part of this human capital of productive age is subject to mobilisation and another part is leaving," Polevoy said.

The order should also prohibit firms related to "unfriendly" states from owning Russian companies involved in grain loading capacity in ports, and grain storage, he said. VTB owns stakes in a number of major Russian grain export hubs in the Black Sea. Russian grain market players should still be allowed to sell grain to international traders for export on a free-on-board basis, which includes delivery to the final destination, the letter said. "But the main idea is to strengthen the position of Russian traders on the global market, not to prohibit anyone from doing anything," the source said.
