The withdrawal of Israeli ground troops from southern Gaza over the weekend allowed some Palestinians to return to the city of Khan Younis and check on their homes. CNN —At least 19 people have been killed and 23 injured from Israeli fire on Gaza residents who were waiting for humanitarian aid at the Kuwait roundabout in Gaza City on Saturday, according to the Government Media Office in Gaza. The Israel Defense Forces (IDF) said reports claiming it attacked dozens of Gazans at an aid convoy are incorrect and that a review of the incident is underway. The Kuwait roundabout in Gaza City has become known as an area where aid trucks distribute food, attracting crowds of people desperate for supplies. Several deadly attacks by Israeli soldiers on crowds of civilians lining up for aid have been reported in recent weeks. It is unclear why aid was being distributed in the area of the Kuwait roundabout on Saturday.

Officials cautioned that there is no sense that Tehran’s growing wariness is likely to change its broader strategy of supporting proxy attacks on US and Western targets — although it could signal adjustments around the margins. But officials do believe that Iran is pursuing a calibrated approach to the conflict that is designed to avoid sparking all-out war. But some current and former US officials are skeptical that Iran will substantively change its tactics. ‘Varying degress of loyalty’The escalations also underscore the varying degrees of control that Iran actually has over its proxy groups. Among the groups, Iran has the least amount of operational control over the Houthis in Yemen, multiple officials told CNN.

WASHINGTON (AP) — The U.S. and U.K. on Thursday imposed sanctions on four leaders of Yemen's Houthi rebel group who have supported the militant group's recent attacks on vessels in the Red Sea and Gulf of Aden. Houthi leaders Mohamed al-Atifi, Muhammad Fadl Abd al-Nabi, Muhammad Ali al-Qadiri and Muhammad Ahmad al-Talibi are all accused of assisting or sponsoring acts of terrorism, according to U.S. Treasury. The sanctions block access to U.S. property and bank accounts and prevent the targeted people and companies from doing business with Americans. Members of a former rebel group originally from the remote mountains of northwest Yemen, Houthi leaders are generally seen as having few assets within reach of U.S. authorities to be affected by the sanctions. The U.S. and the United Kingdom have launched multiple rounds of airstrikes seeking to stop the attacks.

Major General Muhammad Nasser al-Atifi, defence minister of the administration of Yemen's Houthi rebels in control of the capital Sanaa, attends an official parade commemorating the eighth anniversary of the Houthi takeover of Sanaa on September 20, 2022. Britain and the United States on Thursday said they had sanctioned four senior Houthi officials for their roles in supporting or directing attacks on commercial shipping in the Red Sea. The Houthi attacks have disrupted global shipping and stoked fears of global inflation. They have also deepened concern that fallout from the Israel-Hamas war could destabilize the Middle East. Those sanctioned were Houthi Defense Minister Mohamed Nasser al-Atifi, Commander of Houthi Naval Forces Muhammad Fadl Abd Al-Nabi, coastal defense forces chief Muhammad Ali al-Qadiri and Muhammed Ahmad al-Talibi, who the two governments described as the Houthi forces director of procurement.

All have been hit by a boycott campaign over Israel's military offensive in the Gaza Strip since the deadly Hamas attack in southern Israel on Oct. 7. Western brands are feeling the impact in Egypt and Jordan, and there are signs the campaign is spreading in some other Arab countries including Kuwait and Morocco. Videos have circulated of what appear to be Israeli troops washing clothes with well-known detergent brands which viewers are urged to boycott. In Kuwait City on Tuesday evening, a tour of seven branches of Starbucks, McDonald's and KFC found them nearly empty. Previous boycott campaigns in Egypt, the Arab world's most populous nation, had less impact, including those advocated by the Palestinian-led Boycott, Divestment, Sanctions (BDS) movement.

Ahmad Al Aliwi Alissa, suspect of the King Soopers grocery store shooting, appears in a Boulder County District courtroom at the Boulder County Justice Center in Boulder, Colorado, U.S. May 25, 2021. Still, the judge asked that Alissa remain in the custody of the state hospital where he has been confined for the past two years. Bakke agreed with prosecutors that Alissa, 24, stands a better chance of avoiding regression if he stays hospitalized than if he were returned to jail to await trial. That testimony marked the first indication of a motive for the shooting offered in the case in open court. Authorities said the murder weapon in the Boulder attack, a Ruger AR-556 pistol that resembles a semi-automatic rifle, was purchased by Alissa six days before the grocery store shooting spree.

BOULDER, Colo. (AP) — A judge ruled Friday that the man accused of killing 10 people at a Colorado supermarket in a 2021 rampage is mentally competent to stand trial. Judge Ingrid Bakke ruled that Alissa, who has schizophrenia, is able to understand court proceedings and contribute to his own defense. Bakke presided over a hearing last week to consider an August determination by experts at a state mental hospital that Alissa was competent after previous evaluations found otherwise. He was admitted to the state hospital in December 2021. Mental competency does not mean he’s been cured.
