CNN —American citizens were involved in an attempted coup d’état that left at least three people dead on Sunday in the Democratic Republic of Congo, a military spokesperson told CNN Monday. Malanga was killed in a gun battle between the armed putschists and the presidential guards, Ekenge said. Videos widely shared on social media, but not verified by CNN, showed a man with a bloody face being surrounded by Congolese military personnel. Sunday’s incident was the second coup attempt by the now deceased Malanga, a former Congolese military veteran, Ekenge told CNN. Reuters —Burkina Faso’s military in February summarily executed about 223 villagers, including at least 56 children, as part of a campaign against civilians accused of collaborating with jihadist militants, Human Rights Watch (HRW) said on Thursday. The spokesperson for the Burkina Faso government did not respond to phone calls seeking comment on the HRW report. Retaliatory attacksRights groups have previously accused the military in junta-ruled Burkina Faso of attacking and killing civilians suspected of collaborating with militants in retaliatory operations. Burkina Faso is one of several Sahel nations that have been struggling to contain Islamist insurgencies linked to al Qaeda and Islamic State that have spread from neighboring Mali since 2012, killing thousands and displacing millions. According to the African Center for the Study and Research on Terrorism (ACSRT), Africa witnessed an average of eight terror-related incidents and 44 daily casualties in 2023. Nigeria’s National Security Adviser and organizer of the summit, Nuhu Ribadu, emphasized the urgent need to combat terrorism in Africa. Formal talks aimed at ending the war in Sudan may restart in mid-April, US Special Envoy for Sudan Tom Perriello said Tuesday, as the conflict nears its one-year mark. Perriello told reporters that the formal talks are not expected to start until after Ramadan, with a potential date of April 18. CNN —Niger’s military government announced that it has ended an accord with the US that allowed military personnel and civilian staff from the Department of Defense to operate in Niger – days after holding high-level talks with US diplomatic and military officials this week. “This agreement is not only profoundly unfair in its substance but it also does not meet the aspirations and interests of the Nigerien people,” he said. Senior Pentagon officials believe that keeping a presence in Niger is vital to efforts to tackle terrorism in the region. In a letter sent to Congress in December 2023, President Joe Biden noted that approximately 648 US military personnel remain deployed to Niger. For years, Chinese companies and their contractors have been slaughtering millions of donkeys across Africa, coveting gelatin from the animals’ hides that is processed into traditional medicines, popular sweets and beauty products in China. But a growing demand for the gelatin has decimated donkey populations at such alarming rates in African countries that governments are now moving to put a brake on the mostly unregulated trade. The African Union, a body that encompasses the continent’s 55 states, adopted a continentwide ban on donkey skin exports this month in the hope that stocks will recover. Somalia had for years been blighted by piracy, with the peak being 2011, when the U.N. says more than 160 attacks were recorded off the Somali coast. The incidents have declined drastically since then, however, largely due to the presence of American and allied navies in international waters.

By Michelle Nichols and Giulia ParaviciniUNITED NATIONS/NAIROBI (Reuters) - The United Nations Security Council is due to vote on Friday to remove the final restrictions on weapons deliveries to Somalia's government and its security forces, diplomats said, more than 30 years after an arms embargo was first imposed on the country. The 15-member body is due to adopt two British-drafted resolutions on Friday, diplomats said - one to remove the full arms embargo on Somalia and another to reimpose an arms embargo on Al Qaeda-linked Al Shabaab militants. One of the draft resolutions spells out that "for the avoidance of doubt, that there is no arms embargo on the Government of the Federal Republic of Somalia." Somalia's government had long asked for the arms embargo to be removed so it could beef up its forces to take on the militants. The Security Council began to partially start lifting measures Somalia's security forces in 2013.
