Video showing chaos with audible gunfire inside the Rabaa al-Adawiya hospital in Cairo, Egypt in August 2013, has been falsely shared online as showing Israeli Defense Forces (IDF) inside the Al Shifa hospital in Gaza in 2023. The miscaptioned video circulated online after Israeli troops entered the Al Shifa hospital on Nov. 15 after a days-long siege. Israeli forces say that the hospital covers tunnels used by the Islamist group Hamas, a claim that has been denied by the group, Reuters reported. “Israeli forces shooting inside al shifa hospital” read posts sharing the old video on social media platform X, formerly known as Twitter (archived). The video, however, was uploaded to YouTube (archived) by Egyptian news outlet Rassd News Network (RNN) in mid-August 2013 and depicts shooting inside the Rabaa hospital.

The clearing of the Rabaa al-Adawiya sit-in in Cairo on Aug. 14, 2013 marked the escalation of a crackdown against supporters of overthrown Muslim Brotherhood leader Mohamed Mursi. Rights groups say more than 800 people were killed as security forces stormed Rabaa al-Adawiya, one of two squares in the capital where protesters had been camped out for weeks. Amnesty International said: "States with influence on Egypt must echo the demands of survivors, victims' families and human rights defenders for truth, justice and reparation." Supporters of Abdel Fattah al-Sisi, who led Mursi's ouster as army chief and became president in 2014, say security measures taken at the time were needed to stabilise Egypt.

U.N. investigators in 2012 concluded there were reasonable grounds to believe shabbiha militias committed crimes against humanity, including murder and torture, and war crimes such as arbitrary arrest and detention, sexual violence and pillaging. PAPER TRAILSome human rights scholars who have studied the role of the shabbiha in the Syrian war say the Assad regime initially used the groups to distance itself from violence on the ground. CIJA is a nonprofit founded by a veteran war crimes investigator and staffed by international criminal lawyers who have worked in Bosnia, Rwanda and Cambodia. While there is no international war crimes court with jurisdiction over Syria's conflict, there are a number of so-called universal jurisdiction cases in countries like the Netherlands, Sweden, France and Germany which have laws allowing them to prosecute war crimes even if they are committed elsewhere. Ghany said the documents were "necessary" pieces of evidence linking the shabbiha to the state in international justice cases.
