MEXICO CITY — The mayor of the capital of Mexico’s violence-plagued state of Guerrero was killed on Sunday less than a week after he took office, the state’s governor confirmed. Alejandro Arcos was killed just six days after he took office as mayor of the city of Chilpancingo, a city of around 280,000 people in southwestern Mexico. Arcos' death comes just three days after the new city government’s secretary, Francisco Tapia, was shot to death. At least six candidates for public office were killed in the state in the run-up to Mexico's June 2 elections. Arcos' social media posts show the mayor in recent days had been supervising disaster relief efforts following the impact of Hurricane John last month, which caused severe flooding in beach resort Acapulco and surrounding towns.

CNN —The mayor of a crime-ridden city in Mexico has been killed less than a week after taking office, the latest in a string of violent attacks targeting politicians in the country. However, the violence facing Mexican politicians stretches far beyond Guerrero, as was demonstrated by the historic June 2 election that took Sheinbaum to power. With 20,000 electoral positions up for grabs, the scale of bloodshed committed by those attempting to influence the vote was unprecedented. Just hours after Sheinbaum’s election, the woman mayor of a town in western Mexico was shot dead. It says that criminal gangs often finance campaigns during election season, intimidating candidates and violently intervening to compel politicians to cooperate with them.

In a speech to Congress, also on Tuesday, with López Obrador sitting a few steps from her, the promises seemed more tangible. It is far less than the 2.6 million barrels per day López Obrador promised at the beginning of his term. Experts said Mexico would not be able to increase oil production using traditional methods, because its fields are getting tapped out. Mexico is almost out of oil,” said Adrian Fernandez, who holds a PhD in environmental science from Imperial College London and directs the Mexico Climate Initiative, a think tank. Mexico City Associated Press —Claudia Sheinbaum will take the oath of office Tuesday as Mexico’s first female president in more than 200 years of independence, promising to protect an expanded social safety net and fight for the poor like her predecessor, but facing pressing problems. Sheinbaum romped to victory in June with nearly 60% of the vote, propelled largely by the sustained popularity of her political mentor, former President Andrés Manuel López Obrador. “So, where López Obrador was charismatic, Claudia Sheinbaum will have to be effective.”He is not leaving her an easy situation. Things with its northern neighbor were already tense after López Obrador said he was putting relations with the US embassy “on pause” after public criticism of the proposed judicial overhaul. López Obrador built a massive new oil refinery and poured money into the state-owned oil company.

As the country's founder and first prime minister, David Ben-Gurion, once declared, "America's greatest gift to Israel was Al Schwimmer." Joining the Haganah, Schwimmer discovered, wasn't as easy as just strolling through the door. "He felt he had to do his part in creating a Jewish state, so this could never happen again," Schwimmer recalled. Rather than melt down the surplus weapons for scrap, Liff told Greenspun to take as much as he wanted — free of charge. In 2001, at the urging of Brian Greenspun, Schwimmer received a presidential pardon from Bill Clinton.

Violence has recently escalated in Guerrero, one of the poorest states in Mexico. In Ayahualtempa, four members of a local family have been missing since Friday when they were kidnapped, the Guerrero state prosecutor's office said. "We're not going to allow them to kidnap us any more, or for people to keep disappearing," Toribio said. This is not the first time minors have been armed in Guerrero, where authorities have struggled to counter powerful drug trafficking gangs. MEXICO CITY (AP) — The Mexican government sent 25,000 troops to Acapulco after the resort was hit by Hurricane Otis on Oct. 25, but apparently that hasn’t stopped the violence this week. The main Acapulco business chamber reported that gang threats and attacks have caused about 90% of the city’s passenger vans to stop running, affecting the resort’s main form of transport. The chamber said the violence was forcing businesses to close early on Thursday and Friday. The government has pledged to build about three dozen barracks for the quasi-military National Guard in Acapulco. But even with throngs of troops now on the streets, the drug gang violence that has beset Acapulco for almost two decades appears to have continued.

FORT LAUDERDALE, Fla. (AP) — A busy hurricane season that saw the National Hurricane Center in Miami issue the first-ever tropical storm warning for the coast of California and hurricane warnings as far north as Nova Scotia is coming to a close Thursday night. “The 2023 hurricane season does show that we can get impacts just about everywhere," said Michael Brennan, director of the hurricane center. A year earlier, a strong storm surge during Hurricane Ian resulted in multiple deaths and significant destruction across southwest Florida. She said she's more than relieved hurricane season is ending. “So it's either hurricane season, or you're getting ready for the next hurricane season," he said.

Below the shattered windows of the high-rise hotels in downtown Acapulco, people walk alongside towering hills of garbage bags filled with rotting food and debris, from mattresses to Christmas decorations. Volunteer firefighters from distant states clear the waste, wiping away swarms of cockroaches from their arms. Miles from the coastal beachside resorts, Elizabeth Del Valle, 43, listened as her teenage daughter Constanza Sotelo, described the “mountains of trash” still blocking many streets surrounding their home. “We have no way to find face masks to keep ourselves healthy,” said Ms. Del Valle. “We expect that we’re going to get an infection from the smell, from the garbage.”Weeks after Hurricane Otis shocked forecasters and government officials by intensifying rapidly into the strongest storm to hit Mexico’s Pacific Coast and devastate much of Acapulco, residents say they now face an unfolding public health disaster.

ACAPULCO, Nov 25 (Reuters) - One month since Hurricane Otis devastated Acapulco, fears for the local economy stalk the Mexican beach resort with businesses saying efforts to repair the damage have been too slow to save a vital part of the tourist season: December. Lopez Obrador has launched a $3.4 billion recovery plan and pledged to get Acapulco back on its feet quickly, but local businesses say time is fast running out for this year. "Acapulco lives off just three seasons: December, which is the biggest for us, Easter, and a bit of summer. "By the December season we won't even have 50% of hotels running, so even if we wanted to have more tourists, we couldn't host them," he added. Since 2018, Congress has been split 50-50, and nine of 31 state governors are now women - up from only one woman state governor five years ago. SET IN STONEThe push that also saw Lopez Obrador opt for gender parity in his first cabinet has ushered in a broader shift that looks very likely to yield Mexico's first woman president next year. Carla Humphrey, an INE commissioner who has helped lead the charge for equal representation, said the watershed dates back to gender parity recommendations enshrined in law in the 1990s. They were buttressed by 2012 changes that meant parties could have candidates disqualified if the rules were not met. Since 2019, Mexico's constitution requires gender parity in all elected positions.

On the night Hurricane Otis barreled into Acapulco, Mexico, Saúl Parra Morales received a video that only hours before would have seemed unbelievable. For days, forecasters had predicted little more than a tropical storm. But Mr. Parra Morales watched in horror as his brother filmed the deafening gusts of wind and waves cracking against the deck of the Litos, the yacht where he worked and that proved no match for what became the most powerful storm to hit Mexico’s Pacific Coast. “This is getting more intense,” Mr. Parra Morales’s brother, Fernando Esteban Parra Morales, said in the video. “We are nervous, but we are safe.”

This reveals a stark gap between the course nations are charting and what science says is needed to avert the most catastrophic impacts of climate change. The hurricane’s intensification — a phenomenon linked to climate change — was among the fastest forecasters had ever seen. It found that if all long-term strategies were implemented on time, these countries’ emissions could be roughly 63% lower in 2050 compared to 2019. “COP28 is our time to change that.”At COP28, countries will complete the global stocktake exercise, where they assess progress on climate action. The process is intended to feed into the next round of more ambitious national climate action plans due to be submitted to the UN in 2025.
