CNN —Russia has delivered military equipment to Niger that will provide the African country with the “latest generation of anti-aircraft defense systems,” Nigerien state broadcaster RTN said Thursday. The equipment arrived in Niamey on Wednesday along with 100 Russian military instructors who will install the system and train Nigerien soldiers to use it, RTN added. (Reuters) - Russia and Niger, under military rule since a coup last year, have agreed to develop military cooperation, the Russian Defense Ministry said on Tuesday. According to Russian news agencies, Russian Deputy Defense Ministers Yunus-Bek Yevkurov and Alexander Fomin met Niger's junta-appointed Defense Minister Salifu Modi on Tuesday. Niger's military council, led by General Abdourahamane Tiani, took power after ousting President Mohamed Bazoum in July 2023. Niger's junta-appointed Prime Minister Ali Mahamane Lamine Zeine has also arrived in Moscow. During the visit, Zeine intends to discuss widening a partnership with Russia in the areas of defense, agriculture and energy.

CNN —The African Union has suspended Niger following the takeover of the West African country by a military junta on July 26. The council will review an assessment of the “economic, social and security implications of deploying a Standby Force in Niger,” it said. ECOWAS chiefs had initially given the junta a seven-day ultimatum to restore power or face consequences, including military action. That planned action did not happen as many attempts at dialogue and diplomacy have been made by ECOWAS and allies such as US and the European Union. The African Union affirmed its “solidarity” with ECOWAS’s efforts to restore constitutional order in Niger “through diplomatic means,” it said.

Niamey, Niger CNN —Mohamed Bazoum, the democratically elected president of Niger, said he is being kept isolated and forced to eat dry rice and pasta by the military junta who overthrew him and are refusing to cede power despite international pressure. Nigeria supplies much of neighboring Niger’s electricity but cut off the power in response to the coup. All of the perishable food he was supplied with has since gone bad, and he is now eating dry pasta and rice. Nuland’s meeting Monday with senior coup leaders lasted more two hours, consisting of “extremely frank and at times quite difficult” conversations. This account of how Niger's coup unfolded is based on 15 interviews with Nigerien security officials, politicians, as well as current and former Western government officials. In his first address following the July 26 coup, Tiani said he had ousted the president for the good of the country. But in recent months, Bazoum had curtailed the size of the presidential guard, which was about 700-strong at the time of the coup, and started to scrutinize its budget. Issoufou was elected in 2011, a year after a previous military coup. CNN —The leaders of a coup in Niger are digging in their heels as they face a looming deadline from neighbors to give up power or face possible military action. President Bazoum’s election win in 2021 marked a relatively peaceful transfer of power, capping years of military coups following Niger’s independence from France in 1960. ECOWAS has shown a willingness to take action in cases where leaders refuse to relinquish power or when political crises escalate. The US and France consider Niger a critical ally and both countries have military bases in Niger. CNN —US troops in Niger have been restricted to the American military base in Agadez, Niger, as the Biden administration works to restore democratically-elected President Mohamed Bazoum to power. A US military official said the approximately 1,000 troops were “retrograded” back to the base last week, shortly after Bazoum was seized by members of the presidential guard on Wednesday. “We’re working really, really hard to see if we can turn this around,” said a senior State Department official on Monday. But the Pentagon is engaging in “strategic patience as we monitor the situation and see how it resolves itself,” the military official said.
