CNN —“Impoundment” is another word that Americans may need to learn in the vernacular of President-elect Donald Trump’s second term. Trump took the time to record a video about impoundment during the Republican primary season, and he promised seizing control over spending from Congress would be a top priority if he was elected. Impoundment occurs when Congress appropriates money that the president then declines to spend. As a result of these standoffs, Congress passed a law to curtail a president’s use of impoundment, particularly for policy reasons. The Impoundment Control Act of 1974 did a lot more than that, however.

And by the way, I do believe that President Trump has the ability to pick some really, really good people. We've seen what they've done to President Trump, we've seen the attacks that they continue to go after him with. That's - that’s being taken completely out of context. And President Trump hasn't been the one that weaponized the DOJ to go after his political enemies. I think that's a pretty controversial pick, from whatever pronoun that he or he - he or she decides to use.

CNN —Nearly three-quarters of firearms recovered in several Caribbean nations with high crime rates were manufactured in the US, according to the US’s Government Accountability Office (GAO). Almost 5,400 firearms recovered from crime scenes from 2018 to 2022 in several Caribbean nations - including Haiti, Jamaica, and Trinidad and Tobago - can be sourced back to the US, the GAO said. The GAO said they analyzed data from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to determine that 88 percent of the recovered and traced firearms in the 25 Caribbean countries they reviewed were handguns. The weapons are typically smuggled through criminal networks, as CNN has previously reported. “Haiti doesn’t produce guns and ammunition, yet the gang members don’t seem to have any trouble accessing those things,” Pierre Esperance, executive director of Haiti’s National Human Rights Defense Network told CNN last May.

WASHINGTON — The Supreme Court on Tuesday takes on another battle over restrictions on firearms as the justices consider the Biden administration's move to ban "ghost gun" kits that allow people to assemble deadly weapons at home while skirting existing regulations. The challengers focus on the text of the Gun Control Act, saying in their brief that the law simply doesn't apply to gun kits. The ATF does not have unilateral authority to ban ghost guns, with Congress required to act if it wants to do so, they argue. Those defending the availability of ghost gun kits say that they are mostly used by hobbyists, rejecting the government's argument that criminals favor them. Although it is a gun case, the legal question does not turn on the right to bear arms under the Constitution's 2nd Amendment.

CNN —The Supreme Court on Tuesday signaled a willingness to uphold a Biden administration regulation on “ghost guns,” mail-order kits that allow people to build untraceable weapons at home and that are turning up at crime scenes with greater frequency. The difference here, she said, is that the ghost guns are marketed to be built into guns and serve no other conceivable purpose. President Joe Biden’s administration told the court in briefing that police departments have faced an “explosion of crimes involving ghost guns” in recent years. In 2017, police submitted about 1,600 ghost guns recovered at crime scenes for tracing. After that decision, a lower court stepped in to block the regulations as applied to two manufacturers.

And Trump is all but guaranteed to resurface at the Supreme Court in coming weeks to clarify the sweeping criminal immunity the court bestowed on him in July. “As matters stand now, this feels like the court is keeping its powder dry in case the election explodes,” Carter Phillips, a veteran Supreme Court litigator, told CNN early last week. In Detroit as in the rest of the U.S., the violent crime rate has dropped and is near historic lows. Last month, new FBI numbers showed that murder declined 11.6% in 2023, the largest single year drop on record. But Trump and his allies have also cherrypicked statistics and falsely told supporters that FBI crime data can’t be believed. Crime data skeptics also have attributed declining crime numbers to “woke prosecutors” who are failing to file charges. Woodfin, the Birmingham mayor, noted that conversion devices are illegal federally but not under state law, and he called on the state legislature to ban the devices. CNN —Vending machines selling ammunition will now be in grocery stores in Alabama, Texas and Oklahoma – a move that has generated mixed feelings from officials in those states. Each machine sells ammunition for various firearm calibers, including rifles, shotguns and handguns, according to American Rounds. Earlier this month, the ammunition dispenser in Tuscaloosa, Alabama, was taken down and relocated by American Rounds. American Rounds plans to expand into more states, having already received offers from stores in California, Florida and Hawaii, among others, Magers said. The company, he said, is setting up two more dispensers in Texas and Colorado within the next couple of weeks.

Federal Judge Maryellen Noreika sided with prosecutors on a key question about what they need to prove about Biden’s drug use when he bought a gun in 2018. Prosecutors said in court that they only want to introduce a small slice of the laptop material at trial.
