MEXICO CITY — The mayor of the capital of Mexico’s violence-plagued state of Guerrero was killed on Sunday less than a week after he took office, the state’s governor confirmed. Alejandro Arcos was killed just six days after he took office as mayor of the city of Chilpancingo, a city of around 280,000 people in southwestern Mexico. Arcos' death comes just three days after the new city government’s secretary, Francisco Tapia, was shot to death. At least six candidates for public office were killed in the state in the run-up to Mexico's June 2 elections. Arcos' social media posts show the mayor in recent days had been supervising disaster relief efforts following the impact of Hurricane John last month, which caused severe flooding in beach resort Acapulco and surrounding towns.

CNN —The mayor of a crime-ridden city in Mexico has been killed less than a week after taking office, the latest in a string of violent attacks targeting politicians in the country. However, the violence facing Mexican politicians stretches far beyond Guerrero, as was demonstrated by the historic June 2 election that took Sheinbaum to power. With 20,000 electoral positions up for grabs, the scale of bloodshed committed by those attempting to influence the vote was unprecedented. Just hours after Sheinbaum’s election, the woman mayor of a town in western Mexico was shot dead. It says that criminal gangs often finance campaigns during election season, intimidating candidates and violently intervening to compel politicians to cooperate with them.

REUTERS/Santiago Arcos Acquire Licensing RightsLONDON, Dec 4 (Reuters) - A consortium of top multilateral development banks (MDB) and climate funds launched a global "task force" on Monday to scale up the number and size of 'debt-for-nature' swaps that countries can do. It will initially be led by the Inter-American Development Bank (IDB) and the U.S. International Development Finance Corporation (DFC), lenders which between them have been involved in all the recent swaps, also including Barbados and Gabon. The Asian Development Bank, the African Development Bank, France's Agence Française de Développement, and the European Investment Bank will also be part of the task force, as well as the Green Climate Fund and the Global Environment Facility. Development banks play a particularly important role in debt-for-nature swaps because they provide the credit guarantees and/or political risk insurance that make them viable.

The number of prescription opioid pills shipped in the U.S. in the second half of the 2010s decreased sharply even as a nationwide overdose crisis continued to deepen, according to data released Tuesday. But Mougey pointed out that as prescription drug shipments decreased, illicit opioids — particularly heroin and illegally produced versions of fentanyl — increased. During that time, prescription drugs were the opioids linked to the most deaths in the U.S. The newly released data is the first deep look at what happened with prescription drug shipments later in the 2010s. By the early 2010s, policymakers and doctors were restricting access to prescription opioids.

Lawlessness has soared across Ecuador since the coronavirus pandemic, something outgoing President Guillermo Lasso blames on disputes related to drug trafficking and common crime. Some 27% of Ecuadoreans live in poverty, while 10.8% live in extreme poverty on a national level, according to the government's statistics office. Olivier De Schutter, the United Nations special rapporteur on extreme poverty and human rights, said impoverished youth were easy picking for gangs looking to recruit new members. Lasso, who brought forward elections to avoid impeachment, has repeatedly declared states of emergency in answer to outbreaks of violence. "We need a social Bukele, one that takes seriously the links between poverty and the rise in violence," he added.

Lawmakers from the Revolucion Ciudadana party of former President Rafael Correa, fierce opponents of Lasso, have pledged to cast their 47 votes for removal.

HAVANA/WASHINGTON, Dec 1 (Reuters) - Cuba´s Vice Foreign Minister Carlos Fernandez de Cossio on Thursday accused long-time rival the United States of doublespeak after the Biden administration proposed to scrap a plan to install a new undersea telecommunications cable to Cuba. Cuba has long accused the U.S. of doublespeak, saying a Cold War-era embargo imposed by the United States on Cuba has failed to upend Cuba´s government, and instead, has only caused suffering among the Cuban people. The U.S. government in recent years has been scrutinizing undersea cable connections especially involving China. The existing ARCOS-1 submarine cable system connects the United States with 14 countries in the Caribbean, Central America and South America and sought to expand to a landing station in Cojimar, Cuba. The system's operator argues it would "increase the means through which Cubans on the island can communicate with the United States and the rest of the world."

[1/5] Soldiers guard a gate after several inmates were killed in fights between gangs, in Guayaquil, Ecuador November 2, 2022. REUTERS/Santiago ArcosQUITO, Nov 2 (Reuters) - Fighting between gangs at Ecuador's most violent prison has killed at least two people, prisons agency SNAI said on Wednesday, on the heels of attacks against police over prisoner transfers. The transfers are an attempt to reduce overcrowding and improve conditions for inmates, SNAI has said. Lasso has repeatedly accused drug gangs of using violence - including inside prisons - to retaliate against his government's efforts to combat them. Ecuador's prison system has faced structural problems for decades, but jail violence has soared since late 2020, killing at least 400 people and terrorizing inmates' families.
