The scene would have been impossible to predict three months ago: a motorcade of black sedans pulling up at the U.S. Senate to deliver JD Vance and Matt Gaetz on a mission to flex their new power. Mr. Vance had been a junior senator from Ohio when Donald J. Trump chose him to be his running mate over the summer. And Mr. Gaetz, a Florida congressman, inhabited the right-wing fringe, shadowed by allegations of drug use and sex with an underage girl. On Wednesday, Mr. Vance, now the vice president-elect, returned with considerably more political capital, but also significant questions about whether it was enough to persuade his erstwhile colleagues to confirm Mr. Gaetz as the nation’s top law enforcement officer. The two men, who have campaigned together before, hunkered down for much of the day in the Strom Thurmond Room in the Capitol, an ornate conference room just steps from the Senate floor, as senators streamed in individually and in pairs.

But the decline in support for Ms. Harris in some of the country’s most liberal areas is particularly notable. For example, in Fulton County, which contains most of Atlanta, Ms. Harris gained about 4,500 votes, but Mr. Trump gained more than 7,400. He similarly outran Ms. Harris where she made gains in Wake County, N.C., Lancaster County, Pa., and Montgomery County, Texas. In Milwaukee County in swing-state Wisconsin, Ms. Harris lost 1,200 voters compared with Mr. Biden’s total in 2020, while Mr. Trump gained more than 3,500. But he lost votes, as did Ms. Harris, in majority-Black counties, especially those in the South where turnout dropped overall.

Donald J. Trump’s political endurance this year has been attributed in part to voters’ faded memories about why they denied him a second term four years ago. The former president is doing his best to remind them. Despite a carefully scripted week of campaign events aimed at counterprogramming the Democratic National Convention, Mr. Trump undercut much of his messaging with a series of off-the-cuff remarks, rants and blunders that threatened to stoke the kind of Republican anxiety he has spent much of the past month trying to tamp down. On Monday in Pennsylvania, he struggled to clarify a previous comment that he believed the Presidential Medal of Freedom, which honors civilians, was “much better” than the Medal of Honor given to military members.
