The new national security memorandum, issued in the final months of Biden’s term, seeks to strike a balance between deploying AI’s powerful potential with protecting against some of its fearsome possibilities. For example, the document prohibits use of AI to skirt existing protocols around deploying nuclear weapons. Revealing the new parameters during a speech at the National War College, Biden’s national security adviser Jake Sullivan framed the stakes of managing the rise of AI. Biden administration officials believe rapidly developing AI tools will set off new competition between world powers. While largely developed in the United States, countries like China are swiftly applying the technology in military and civilian settings.

“I do not know if that’s true or not,” Biden national security adviser Jake Sullivan told reporters aboard Air Force One Thursday when asked about the calls. “Obviously,” Sullivan added, “That would raise red flags if it were true.”Asked by CNN whether the administration was trying to ascertain more details about those calls, the White House declined to provide specific information. Trump has denied having multiple calls with Putin, calling it “absolutely wrong” in an interview on Newsmax last week. Days later at the Chicago Economic Club, he declined to comment on whether the Putin calls had taken place, but said it would have been a “smart thing” if he had. The Harris campaign has seized on the reporting as it seeks to cast Trump as a friend to authoritarian figures.

The live-streamed London auction will take place on November 15 and will include more than 400 lots of music memorabilia, according to Propstar’s website. WASHINGTON — The U.S. Commerce Department on Monday proposed prohibiting key Chinese software and hardware in connected vehicles on American roads due to national security concerns, a move that would effectively bar Chinese cars and trucks from the U.S. market. The planned regulation, first reported by Reuters, would also force American and other major automakers in years ahead to remove key Chinese software and hardware from vehicles in the United States. President Joe Biden’s administration has raised concerns about data collection by connected Chinese vehicles on U.S. drivers and infrastructure and potential foreign manipulation of vehicles connected to the internet and navigation systems. The proposed prohibitions would prevent testing of self-driving cars on U.S. roads by Chinese automakers and extend to vehicle software and hardware produced by Russia and could be extended to other U.S. adversaries. The group said there is “very little” connected vehicle hardware or software “that enters the U.S. from China.

Senior Biden administration officials told reporters ahead of the meeting that the leaders would announce plans to expand an Indo-Pacific Partnership for Maritime Domain Awareness, launched two years ago to include the Indian Ocean region. Analysts said the expected outcomes would mostly build on work that has already been done within the Quad, which Biden elevated to summit level in 2021. It is true in the South China Sea, the East China Sea, South China, South Asia and the Taiwan Strait,” Biden continued. “But I think China’s recent maritime aggression could be changing the equation for India and could be prompting India to become a bit more open to the idea of Quad security cooperation,” she said. The Russian officials took the proposal back to Moscow. It was a remarkably swift conclusion to years of painstaking negotiations between the US and more than half a dozen countries. Key to the deal was President Biden’s ability to persuade German Chancellor Olaf Scholz to release Krasikov, the Russian prisoner most keenly sought by Putin. Officials worked quietly throughout this year to get the German government to agree to release Krasikov — including entreaties from both Biden and Harris. President Biden sent a letter to Scholz in April, and the Germans at last agreed to release Krasikov in early June.

CNN —A group of senior Israeli figures including former national security officials, academics and business leaders have sent US congressional leadership a blistering letter accusing Israeli Prime Minister Benjamin Netanyahu, who is set to speak to Congress on Wednesday, of threatening both Israeli and American national security. “Netanyahu severely harms the US national security interests through his approach to this war, which adversely impacts American policy in the Middle East and beyond and further endangers Israel,” it continues. The Obama White House had been blindsided by Netanyahu’s decision to address Congress after another invitation from a Republican House speaker, John Boehner. Typically, a vice president, in their role as president of the Senate, would attend and sit prominently on the dais. However, Vice President Kamala Harris will also miss Netanyahu’s Wednesday speech due to travel, which Biden’s national security adviser Jake Sullivan said Friday he did not expect to be a repeat of 2015.

The dilapidated BRP Sierra Madre ship of the Philippine Navy is anchored near Second Thomas Shoal in the Spratly group of islands in the South China Sea. Beijing claims “indisputable sovereignty” over almost all of the 1.3 million-square-mile South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. Under President Ferdinand “Bongbong” Marcos Jr, the Philippines has taken increasingly assertive steps to protect its claim to shoals in the South China Sea, leading to several confrontations off the Philippine islands. The US is not a claimant to the South China Sea, but says the waters are crucial to its national interest of guaranteeing free passage through seas worldwide. CNN —The US appears to have expanded its agreement with Ukraine to strike over the border inside Russian territory wherever Russian forces are engaging in cross-border attacks into Ukraine, not just in the Kharkiv region as was previously determined. National Security Adviser Jake Sullivan told PBS News on Monday that the agreement with Ukraine to fire into Russia extends wherever Russian forces are attempting to invade. “It extends to anywhere that Russian forces are coming across the border from the Russian side to the Ukrainian side to try to take additional Ukrainian territory,” Sullivan said, adding that it’s “not about geography. The change marks a significant shift in the limited nature of the agreement between the US and Ukraine. “Russia opened a new front, they opened the front in the north in Kharkiv, where they’re attacking directly from Russian territory just over the border.

The loan is expected to be delivered by the end of 2024, which would ensure the money would get to Ukraine before a potential change in US presidents. “This loan will mostly be provided by the United States and will be supplemented by money from Europe,” an Élysée source told journalists at a briefing. “Countries are still discussing how to partition the cost if the profits from Russian assets are not sufficient to cover the need,” the French source added. G7 countries began brainstorming ways to identify longer-term sources of funding for Ukraine in late 2023, as lawmakers delayed in greenlighting the White House’s funding request. The World Bank estimates that Ukraine would need more than $500 billion to rebuild, a figure that climbs each day the war continues.

CNN —President Joe Biden’s power to engineer a swift abatement of the war between Israel and Hamas just suffered two serious new blows. • The rescue mission also emphasizes the disparity in the death toll between Palestinians and Israelis in the conflict. • The absence of Gantz may also create an even greater obstacle to approval of any peace deal between Israel and Hamas. • The fracturing of the Israeli war cabinet and Gantz’s call for elections could have unpredictable consequences in Israel amid rising protests against Netanyahu. That is tragic.”But the national security adviser’s comments will do nothing to ease Biden’s domestic political exposure over the war.

CNN —National security adviser Jake Sullivan on Sunday declined to say whether the US was comfortable with an Israeli hostage rescue mission that Gazan officials say killed more than two hundred. The Israeli military rescued four hostages in a special operation in the Nuseirat refugee camp, central Gaza, that Gazan authorities said killed 236 people and injured more than 400 others. An Israeli military spokesperson put the number of casualties from the operation at “under 100,” and had no information on how many of those were civilians. CNN previously reported that an American cell in Israel supported the efforts to rescue the four Israeli hostages, but Sullivan would not elaborate further. “The best way to get all of the hostages home and to protect Palestinian civilians is to end this war.

Many Democrats, along with foreign leaders who the US counts as allies, say Israel’s actions clearly cross a red line – if not Biden’s, then their own and those of international law. Would that be a red line?” MSNBC’s Jonathan Capehart asked during an interview. His answer, with its incomplete sentences, did not state what might constitute a violation of the red line or what his response would be. “I went over the red line issue, which I know is the obsession of this group, last week. Among the goals of his three-day state visit in October: securing another $1 billion in loans from China to help complete infrastructure projects. On Wednesday, when he arrived at Joint Base Andrews to begin another state visit – this time to Washington – he again found a red carpet and troops. Senior administration officials acknowledge a central factor in scheduling a state visit with Kenya was the desire to counter China’s influence and financial leverage on the African continent, which has outpaced the United States in direct investment. One of the goals of Thursday’s state visit is to demonstrate the ability of democracies – like Kenya’s – to deliver for their people. “I plan on going in February,” Biden told reporters.

Blinken and Sullivan both said Biden made the determination because he didn’t want American weapons used in what he estimates would be a bloody, ill-advised operation. At the same time, they sought to rebut claims from Republicans and pro-Israel Democrats that Biden was leaving Israel to fend for itself. Despite American warnings dating back months about the wisdom of a ground invasion into Rafah, Israel appears poised to continue advancing on the city and has issued evacuation orders for some of the 1.4 million civilians estimated to be sheltering there. That is partly why Biden determined that American weapons should not be used in a Rafah offensive. Biden’s week also includes an official visit for Japanese Prime Minister Kishida Fumio, reinforcing his commitment to cultivating partnerships in the Indo-Pacific in the face of China’s rising economic and military power. The historic leaders summit on Thursday between Biden, Kishida and Filipino President Ferdinand Marcos is expected to produce announcements relating to infrastructure, energy security, digital connectivity and maritime security. Meanwhile, Japan has recently loosened restrictions on the export of military technology – paving the way for deeper collaboration with like-minded allies. The first virtual meeting with the four leaders took place in March 2021 with subsequent in-person summits in the years that followed. Look no further than the close and historically complicated relationship that American presidents and congressional leaders have negotiated with Israel leaders over the last 75 years. Obama declined to invite Netanyahu to the White House during the visit, with White House officials saying that holding such a visit so close to Israel's election would be inappropriate. The standard Obama set for a White House visit wasn't one Bill Clinton subscribed to years earlier. The bigger the ally's economy, the less likely American leaders are to meddle openly in its elections. “There are moments when American leaders want to and need to speak out and have their say.

CNN —House Speaker Mike Johnson has the fate of a democracy and a people in his hands. It’s not the United States, which will survive – even if the coming general election results in another existential test for the constitutional system. Johnson, a backbencher who was the last-ditch choice to lead the mutinous House GOP majority last year, could relieve Ukraine’s agony and help ensure its survival as an independent nation in the coming days. Nothing can be guaranteed in a fractious Congress, with a House GOP majority that has rendered the United States close to ungovernable and is threatening America’s global leadership role.
