The British Supreme Court ruled in 2019 that previous investigations failed to meet the standards of the European Convention on Human Rights. Victims’ advocates believe that as many as one-third of more than 3,500 Troubles deaths bear the fingerprints of British security forces. Or perhaps security forces cleared the path for escaping gunmen by inexplicably removing roadblocks.
